About this file

This is a Q&A Reference Document for the Sussex County Dennis Library Expansion and Renovations Re-Bid project located in New Jersey. The document provides informational guidance from a prior bid solicitation and addresses twenty-two substantive questions regarding project requirements, responsibilities, specifications, and clarifications. Key project details addressed include utility coordination responsibilities assigned to the General Contractor (including work with Upper Delaware Soil Conservation District, Town of Newton Water and Sewer Utility, JCP&L, and Elizabethtown Gas), confirmation that the building will remain vacant during construction, submission of construction permits through the Town of Newton (with permit fees and utility connection fees to be paid by the Owner), and clarification that the library is neither within the Newton Historical District nor a listed Historical Property. The document specifies that the General Contractor must provide delegated design for steel stairs, metal panel attachments, exterior light gauge metal framing, and snow guards, and must furnish and install the elevator module in its entirety. Technical specifications are clarified regarding window systems (Glassvent UT operable windows in curtainwalls), exterior panel air cavity requirements using the Nvelope SFS rail system, and Z-furring gauge specifications (20 gage). The document confirms that data and security systems wiring are provided by the Owner, with the bidder supplying wiring pathways only, and that the A/V rack and rescue phone power supply are located in IT Room 107.

The document distinguishes between warranty and maintenance bond requirements, establishing a one-year warranty period for defects in materials and workmanship and a separate two-year maintenance bond period. Additional clarifications address that there is no allowance on the project, the Owner will provide special inspections, no existing ductwork requires cleaning, site fencing requirements are shown on drawing C.100, temporary partitions are not needed due to the building being unoccupied, and concrete moisture testing is required prior to finish flooring application. The document confirms there is no Project Labor Agreement (PLA) requirement and references that a Schedule of Values template is located at the end of specification section 012900. All RFIs, clarifications, addenda, and questions are to be submitted through the Bonfire Portal.
