About this file

This document is Addendum No. 2 for an Invitation for Bids (IFB) No. 26-02 issued by the Santa Cruz Metropolitan Transit District for the Bus Overflow Parking Project located at 809 W. Beach Street in Watsonville, California. The addendum, dated August 21, 2025, provides clarifications and additional information for potential bidders, with bids due on September 2, 2025, at 2:00 PM. The document includes responses to ten specific bidder questions covering topics such as special inspections, electrical panel status, underground conduit routing, prevailing wages, striping plans, utility locators, pole removal, and financial documentation requirements.

The addendum confirms that prevailing wages will apply to the contract, and bidders are required to include an underground utility locator in their bid. The electrical panel will remain as-is and is planned to be removed in a future project. The contractor will be responsible for pulling old poles, removing existing foundations, and backfilling. The project allows flexibility in financial documentation, accepting either CPA-reviewed financials or current accounting system records with a surety letter. The addendum also includes an attachment with a sign-in sheet from a pre-bid conference and job walk held on August 8, 2025, which was attended by representatives from three companies.

ADDENDUM NO. 2

Date of Issue: August 21, 2025

SANTA CRUZ METROPOLITAN TRANSIT DISTRICT

Invitation for Bids (IFB) No. 26-02 For Bus Overflow Parking Project at 809 W. Beach Street, Watsonville, CA

BIDS DUE: September 2, 2025 @ 2:00 PM

The Invitation for Bids (IFB) is modified as set forth in this Addendum. The original IFB Documents and any previously issued addenda remain in full force and effect, except as modified by this Addendum, which is hereby made part of the IFB. Respondent shall take this Addendum into consideration when preparing and submitting its Bid.

Bidders must acknowledge receipt of Addendum No. 2 on Bid Form – Document 1, in the Bidder’s Declarations and Statement of Understanding section. Any adjustment resulting from this Addendum shall be included in the IFB. Where in conflict, the terms and conditions of this Addendum supersede those in the Invitation for Bids.

This Addendum forms a part of the Contract Documents, and modifies the following as noted below:

1. ADDENDUM CONTENT

Addendum No. 2: A total of two (2) pages (not including Attachment):

• Attachment A: Job Walk Sign-in Sheet

2. BIDDERS’ REQUESTS FOR CLARIFICATIONS

2.1 Will METRO be contracting directly with the special inspection agency?

Answer: No. Bidder should schedule and include any inspections necessary as part of their bid.

2.2 During the job walk, we noticed the backboard supporting the Meter Panel was in bad shape.

Will METRO want this backboard replaced with a new ¾” or 1” pressure-treated plywood?

Answer: No, this will be replaced in the future.

2.3 During the job walk, we asked about the future Transformer location. Could METRO advise on the preferred method for running the underground conduit, as indicated in Sheet E-101 Keyed Note 6 “DO NOT ROUTE BELOW-GRADE CONDUITS IN THIS AREA.”?

Answer: As indicated on sheet E-101 Keyed Note 6, the underground conduit should be routed to avoid the future PG&E/customer equipment yard area. Refer also to General Note 8 on the same sheet. The exact installation route should be determined by the Contractor in the field as means and methods. Design documentation for that future Mobile Fueling Improvement project to be provided by METRO as it becomes available from PG&E for Contractor coordination.

2.4 Will prevailing wage apply to this IFB?

Answer: Yes, the payment of prevailing wages is required for this Contract as detailed in Special Condition 12, Additional Public Works Provisions.

2.5 Is there a striping plan?

Answer: Yes, the striping plan is included with the IFB documents. Please see sheet PD-1.

2.6 Does the Contractor need to supply a private locator?

Answer: Yes, the Contractor is to include an underground utility locator in their bid.

2.7 Does METRO intend to upgrade the electrical panel or leave as is?

Answer: The electrical panel will stay as-is. Note that this will be removed in the future when the new PG&E service upgrade is executed for the Mobile Fueling Improvement project. No upgrade is planned for the Parking Lot Improvements project.

2.8 How should the existing poles be removed? Chopping or pulling?

Answer: Contractor shall pull old poles and remove existing foundations and backfill.

2.9 Will the main connection need to be capped off?

Answer: The connection point that is being removed will need to be capped off to prevent water intrusion. If this refers to the main PG&E electrical utility service, then this should be retained for the Parking Lot Improvements Project. Note, please refer to sheet E-101 Keyed Note 7.

2.10 Per Bid Form Document 2, part II-6 #11, it states a financial statement that complies with GAAP and is reviewed by a CPA must be turned in with the bid. We can provide financials right from our up-to-date accounting system as well as a letter from our surety showing our current bonding program. Please confirm this is acceptable or if the CPA reviewed financials are mandatory.

Answer: Yes, this will be acceptable.
