About this file
This is Addendum No. 1 for an Invitation for Bids (IFB) No. 26-02 issued by the Santa Cruz Metropolitan Transit District (METRO) for a Bus Overflow Parking Project located at 809 W. Beach Street in Watsonville, California. The bid is due on September 2, 2025, at 2:00 PM, with a deadline of August 15, 2025, at 5:00 p.m. for submitting formal questions or requests for approved equals. The addendum provides clarifications to the original IFB, including confirmation that no Project Labor Agreement (PLA) is required and no prequalification is needed to bid.
The estimated project cost is approximately $430,000, according to the engineer's rough estimate. The addendum addresses a specific technical question about concrete lighting pole bases, indicating that they can be either cast-in-place or precast, with detailed requirements for conduit placement, ground electrode coordination, and submittal of installation procedures for structural review. No liquidated damages clause is included in this IFB, and all questions must be submitted through the Bonfire procurement portal. Bidders are required to acknowledge receipt of this addendum on their Bid Form in the Bidder's Declarations and Statement of Understanding section.

1. ADDENDUM CONTENT
Addendum No. 1: A total of two (2) pages
2. BIDDERS’ REQUESTS FOR CLARIFICATIONS
2.1 Is this project covered by a Project Labor Agreement (PLA)?
Answer: No, there is no PLA.
2.2 Is prequalification required to participate in the bidding for this project?
Answer: No, prequalification is not required to bid.
2.3 What is the liquidated damages amount for this project?
Answer: METRO has not included a liquidated damages clause in this IFB.
2.4 What is the estimated cost of the project?
Answer: We have an engineer’s rough estimate of around $430K.
2.5 For the concrete bases for the pole lights, can precast bases be an option, or do they have to be poured on-site?
Answer: Concrete lighting pole bases can be cast-in-place or precast. However, the conduits for power and security are entering the lighting pole from below; therefore, those would need to be precast into the concrete base to match the angles of the underground approaching conduits. Also, the ground electrode for the lighting pole would need to be coordinated and cast into a precast concrete base. METRO and the design team would require the contractor to provide a submittal or shop drawing for addressing all these items prior to accepting a precast option. Additionally, we would require that the contractor provide their installation procedure for structural review before they perform the construction.
