About this file
This is an Exhibit B - Method of Compensation document for Request for Proposal DOT-RFP-27-4001-CO issued by the Florida Department of Transportation, District Four, for District Wide Title Search and Examination Services. The procurement covers twelve counties including Broward, Palm Beach, Martin, St. Lucie, Indian River, Miami-Dade, Collier, Hendry, Okeechobee, Osceola, and Brevard. The selected vendor must deliver certified title search reports within 30 calendar days of Letter of Authorization (LOA) issuance, updated reports within 7 calendar days, ownership reports within 14 calendar days, right-of-way reports within 30 calendar days, and specialized reports within 15 calendar days. The contract term extends through August 13, 2031, with renewal provisions allowing up to three additional years or the original contract term, whichever is longer. The mandatory pre-proposal conference is scheduled for May 20, 2026, at 2:30 PM, with technical questions due by May 29, 2026, proposals due June 8, 2026, at 10:30 AM, and notice of intended award on July 20, 2026, with contract commencement on August 14, 2026.
The contract establishes a maximum budgetary limitation of $1,050,000, with $210,000 currently approved and encumbered. The vendor will be compensated on an as-needed basis through individual LOAs issued by the Department's Project Manager, with payment made upon satisfactory completion and Department approval of invoiced services. All billing rates are detailed in Exhibit C and encompass all costs including salaries, overhead, fringe benefits, operating margin, labor, equipment, supplies, tools, travel, and administrative expenses. The compensation structure includes penalties for late delivery: a 25 percent reduction applies if title reports are delivered more than 24 business hours late, with an additional 10 percent daily reduction for each additional business day up to 3 days, resulting in a maximum 55 percent penalty; delivery more than 3 business days late forfeits the entire service fee. Failure to complete corrections within 5 business days of written request incurs a 10 percent penalty per calendar day up to 3 days; once penalties reach 30 percent and 8 calendar days have passed, the Department may cancel services with no payment due. The contract is contingent upon annual legislative appropriation, and the vendor is not obligated to perform services exceeding currently approved funding levels.
