About this file

This document is a Quality Assurance (QA) Solicitation Checklist for Navy Standard Items (NSI) applicable to the USS ROSS (DDG 71) contract NAPL-036-26, with solicitation dates of 8/15/2026 to 8/19/2026. The checklist outlines documentation submission requirements mandated by FDRMC Code 130 QA to assess contractor capability to comply with Work Package specification requirements.

The checklist requires submission of comprehensive Quality Management System (QMS) supporting documents, including a Quality Manual describing the contractor's QMS per NSI 009-04, with ISO 9001 certification documentation if applicable. Contractors must submit Quality Assurance/Control Procedures and Process Control Procedures (PCP) anticipated for contract performance. For calibration and personnel qualifications, contractors must provide calibration records for all measuring and test equipment, a qualified inspector list detailing inspection and test qualifications for each inspector (including subcontracted inspectors), and Marine Chemist/Gas Free Engineer certifications per NSI 009-07. When accomplishing preservation operations on critical coated areas, contractors must submit Coatings Inspectors Certifications (NAVSEA NBPI course, NACE CIP Level 1 or higher, or SSPC PCI Level 2, with minimum 2 years marine coatings experience) and QP-1 certifications for blasting and coating application organizations per SSPC Painting Manual Volume 2 or NAVSEA-approved equivalents. Additional requirements include welding/brazing certifications and procedures per S9074-AQ-GIB-010/248 and NAVSEA 0900-LP-001-7000; NDT/NDI personnel certifications and procedures per T9074-GIB-010/271; and a draft Test and Inspection Plan (TIP) demonstrating understanding of solicited work items, with post-award TIP updates to include all required inspections and symbols (I), (V), (Q), and (G) at designated test/inspection points.
