About this file
This document outlines the business license requirements established by the City of Little Rock, Arkansas for entities conducting business within the city's jurisdiction. The requirements vary based on the business's location and registration status. Businesses with physical locations in Little Rock must obtain a separate license for each location. In-state businesses based in other Arkansas cities are subject to their home city's jurisdiction; if that jurisdiction does not require a license or if the business has already obtained one from another Arkansas city, Little Rock will honor that license provided the classification is comparable to the work being performed. Out-of-state businesses without physical locations anywhere in Arkansas must obtain a Little Rock business license unless they have already obtained one from another Arkansas city. Notably, out-of-state businesses bidding on City of Little Rock purchasing proposals do not need to obtain a business license prior to submitting their bid; however, if they win the contract, they must obtain a City of Little Rock business license for the duration of the engagement.
Non-profit organizations are exempt from business license requirements in Little Rock. The document is applicable to the Tree Removal Services - 29th & Zion solicitation, an Invitation to Quote issued by the City of Little Rock for businesses authorized in Arkansas to provide tree removal services. For additional information regarding business license requirements, interested parties should contact the Treasury Division of the City of Little Rock's Finance Department, specifically Scott Massanelli, Treasury Manager.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
