About this file
This is a pre-renovation asbestos and lead-in-paint inspection report for Building 1082 at Malmstrom Air Force Base, Montana, prepared by Thomas, Dean & Hoskins, Inc. in advance of a proposed HVAC replacement project.
The inspection identified asbestos-containing building materials (ACBM) in nine homogeneous areas, with five HAs containing asbestos quantities greater than 1 percent. Specific findings include roof flashing with 12 percent chrysotile, floor tiles with 3-14 percent chrysotile, and carpet with trace chrysotile content. Materials are categorized under NESHAP as Category I non-friable (roof flashing), Category II non-friable (floor tiles and mastic), and Regulated Asbestos Containing Materials or RACM (floor tiles that may become friable during renovation). The lead-based paint survey identified 11 lead-containing painted surfaces across the building using XRF analysis, with readings ranging from 0.01 to 2.2 mg/cm². The report recommends that Category I ACM be removed prior to renovation in either intact or friable condition, with removal supervised by accredited contractors. Category I non-friable materials may be disposed as general construction waste if they remain non-friable, though some landfills may impose stricter segregation requirements. RACM abatement requires negative-pressure enclosure, project permits, monitoring, and EPA-certified contractors. For lead paint, all disturbed painted surfaces must receive protective measures and worker safety protocols per OSHA standards, including respiratory protection, personal protective equipment, changing areas, hand-washing facilities, blood testing, and employee training when exposure levels trigger safety thresholds.
