PART 1

GENERAL REQUIREMENTS

1.00 General Scope

The Contractor shall perform all Title 1 services, furnish all materials required, and deliver to the United States Air Force Type “A” and Type “B” construction documents necessary for the accomplishment of the project and the Contractor shall provide all labor, material, equipment and incidentals necessary to execute the construction of the project entitled “Repair HVAC Systems Communication Facility Bldg. 1082”, Project No. NZAS 21-0056, in accordance with all requirements specified within this Statement of Work.

1.01 Current Situation

The purpose of this facility is to house essential voice and data equipment for Malmstrom AFB. When the system is down, vital functions required to execute the mission at the base are lost. Currently, the problem with the facility is that this base communication building does not have sufficient back up cooling capability.

Currently backup cooling is provided by an undersized split system, when the primary system fails, additional portable coolers are required to maintain a reasonable temperature. Equipment housed within the server room is expensive and sensitive to humidity and temperature. Portable cooling units are not a solution as they violate security protocol. Excessive heat within the server room leads to equipment degradation and eventual failure.

1.02 Project Description

The purpose of this design effort is to provide design documents which will enable a separate follow-on execution project that will provide backup cooling and humidification to the server room located in Building 1082. This project design includes, but is not limited to, the following items:

1.02.1.1 The Contractor shall provide the Government with Type A 35% conceptual documents for two COAs to provide backup cooling and humidification along with a Rough Order of Magnitude (ROM) for each COA. The COAs should include HVAC components similar to the existing system.

The Government will select one COA to take to the 65% design and develop into a 100% Type B design.

1.02.1.2 Provide design for backup cooling and humidification to server room located in Building 1082.

This requires an additional outdoor DX unit to be installed along with interior ducts to distribute the cooled air. Tie the new system into the EMCS. The recommended temperature range for the server room is between 64º F and 80º F. DRAFT

3 March 2026

Page 1-2

1.02.1.3 Additionally, a steam humidifier is required to be installed to serve backup cooling. The recommended relative humidity range is between 40% and 60%.

1.02.1.4 Perform asbestos and lead paint testing as needed for any building components to be renovated or demolished. Provide report of the findings to the Government.

1.02.1.5 Include cost estimates with each submittal for all improvements.

The design/build project includes professional engineers (PE), professional architects (AIA) and construction personnel. All engineers and architects shall hold Montana licenses. The Contractor shall provide the 341st Engineering Flight with 35%, 65%, 100% and Final As Built Documents for review, comment, and approval prior to proceeding. The 35% drawing must be reviewed by a Fire Protection Engineer for approval.

All construction submittals must be approved by 341st Engineering Flight prior to purchase of materials and construction.

The Contractor will be provided with Division 01 Specifications in Microsoft Word to modify as needed to construct the project. Additional specifications are required; it is the responsibility of the Contractor to provide and edit them.

The Contractor shall be provided with a blank Submittal Schedule in Excel for completion of items to be submitted prior to construction.

The Contractor shall be provided conceptual AutoCAD drawings to modify as agreed upon by the Government to design and construct the project. The Contractor shall add/delete plan sheets as necessary.

The Contractor shall be provided with electronic format of a Project Schedule Form 3064 and Progress Report Form 3065. The Contractor shall use these forms during the duration of the project to provide information to the Government.

Procure the services of Montana certified asbestos and lead paint inspectors to perform surveys on areas proposed for renovation. Provide report to Government with findings of surveys.

1.03 Period of Performance

Upon receipt of the approved delivery order the Contractor shall complete all work up to and including the final construction document submittal according to the schedule below, with “Day 1” corresponding to the date of the signed delivery order. Submittals will be delivered to the government within each scheduled period shown, in accordance with the submittal schedule shown later in this SOW. Should an AE resubmittal be required, the government will provide a date for which the resubmittal is due, and the remaining milestone completion dates will be extended the same number of days. If any Government review period is completed in fewer days than shown below, no change to the next due dates will be made.
