About this file

This is a Limited Pre-Renovation Asbestos Inspection Report for Building 1082 at Malmstrom Air Force Base in Montana, dated June 4, 2015, prepared by TD&H Engineering under Project No. 15-073-073.

The inspection was conducted on May 15, 2015, by Montana-accredited asbestos inspector Katie Rediske to identify asbestos-containing building materials (ACBM) in flooring materials within Rooms 1, 2, 5, and the hallway that may be impacted during planned renovations. Twelve building materials were identified and sampled according to EPA AHERA regulations and analyzed using Polarized Light Microscopy (PLM) by Pace Analytical, LLC in Billings, Montana. Laboratory results identified four asbestos-containing materials and eight samples with no asbestos detected. The asbestos-containing materials are Category I nonfriable materials including: red 12x12 floor tile (12% asbestos, 15 sf in Room 5), tan 12x12 floor tile (3% asbestos, 442 sf in Room 5), gray 12x12 floor tile (15% asbestos, 550 sf in Room 1), and black mastic (5% asbestos, 600 sf in hallway and Room 5). Recommendations specify that these Category I nonfriable materials may be removed in an unregulated fashion if maintained intact, but any grinding, sawing, abrading, or pulverizing renders materials friable and regulated (RACM) requiring state-certified abatement contractors. All ACM must be segregated from general demolition waste and disposed at High Plains Sanitary Landfill's designated asbestos area with RACM double-bagged in 6-mil plastic and non-RACM single-wrapped, wrapped "burrito style" with taped seams. The inspection is limited to one site visit and visible/accessible components; additional suspect materials may be encountered during renovation.

RE: Limited Pre-Renovation Asbestos Inspection, Building 1082

Malmstrom Air Force Base, Montana

TD&H Project No. 15-073-073

Dear Mr. Murphy, In accordance with our Agreement for Engineering Services, TD&H Engineering performed a limited pre-renovation asbestos inspection of flooring materials for multiple locations in Building 1082, Malmstrom Air Force Base, on May 15th, 2015.

PROJECT DESCRIPTION

The limited inspection was performed on building materials delineated by Mr. Ron Dodd that may be impacted during renovation of the above mentioned building. Flooring materials located in Rooms 1, 2, 5, and the hallway were inspected for asbestos containing materials.

ASBESTOS INSPECTION

The Administrative Rules of Montana (ARM) 17.74.354 require an asbestos inspection be completed for all building materials prior to scheduled renovation activities to determine if asbestos-containing building materials (ACBM) are present. The National Emissions Standards for Hazardous Air Pollutants (NESHAP – 40 CFR 61) and the ARM regulate asbestos due to the respiratory hazard that airborne asbestos fibers present. The inspection was performed by Mrs.

Katie Rediske of TD&H, a Montana-accredited asbestos inspector, in accordance with the Environmental Protection Agency (EPA) – Asbestos Hazards and Emergency Response Act (AHERA) regulation 40 CFR 763. Documentation of accreditation is provided in Appendix A.

DRAFT

Mr. Kenneth Murphy

Building materials were identified, categorized, numbered, and placed into homogeneous areas for sample collection and laboratory analysis. The number of samples collected from building materials identified in the inspection is based on the following:

Surfacing Materials: three samples for spray-applied and trowel-applied surfacing materials between 1 and 1,000 square feet (SF), five samples for surfacing materials between 1,000 and 5,000 SF, seven samples for surfacing materials over 5,000 SF.

Thermal System Insulation: three samples from each homogeneous area (HA) of thermal system insulation, which may include boiler insulation, mudded fittings, and/or expanded vermiculite insulation.

Miscellaneous Materials: At least three samples from each homogeneous area of miscellaneous material, such as ceiling tile, sheetrock (drywall), cove base, electrical wiring insulation, concrete, roofing, and brick and mortar.

Patching Materials: At least one sample from each homogeneous area of patching material, such as replacement floor tiles or patching plaster, or materials of less than 3 SF in total area.

Twelve building materials likely to be impacted by the renovation were identified during the inspection. Bulk samples were collected from the building in accordance with the currently recognized standard protocol developed under AHERA. Bulk samples were placed into containers and shipped to Pace Analytical, LLC located in Billings, Montana, for analysis using Polarized Light Microscopy (PLM) in accordance with the EPA Method 600/R4-93-116. Pace Analytical is accredited through the National Institute of Standards and Technology’s (NIST) National Voluntary Laboratory Accreditation Program (NVLAP). The limit of detection for this method is approximately 1% by volume.

The laboratory analysis of the materials sampled indicated that four of the samples were “Asbestos Containing,” and eight came back as “None Detected” for asbestos. The results are shown in Tables 1 and 2 below. The analytical report provided by Pace Analytical is provided in Appendix B. Sample identification and locations are shown on Figure 1 in Appendix C.

*One of the black mastic samples analyzed was collected from Room 1 came back as “None Detected.” Since only one sample of the Room 1 Black Mastic had been analyzed, Pace Analytical was contacted and asked to analyze two additional black mastic samples that had been collected from Room 1. These results also came back as “None Detected”. Therefore, black mastic encountered in Room 1 will not need to be abated.

RECOMMENDATIONS

The following recommendations for materials containing asbestos are based on our observations and the anticipated scope of renovation.

Four homogeneous areas of ACM were identified in Building 1082. The 12-by-12 floor tiles located in Room 1 and 5 and black mastic located in Room 5 and the Hallway are Category I nonfriable material and if maintained in a nonfriable state may be removed in an unregulated fashion under state and federal law. Although by definition this material may be disposed of as general construction waste at a landfill that accepts ACM, Montana Solid Waste rules consider this material to be “special wastes” with regulations for disposal. TD&H suggests that the landfill be contacted prior to transporting ACM for disposal. Any grinding, sawing, abrading, or pulverizing of the asbestos-containing material will render those materials friable and regulated

(RACM).

Asbestos abatement for RACM must be performed by a State of Montana DEQ certified abatement contractor. All personnel involved in the disturbance or removal of building components assumed to contain asbestos or identified as asbestos-containing must be trained according to the requirements set forth in 29 CFR 1926.1101 (k)(9) and 75-2-511, Montana Code Annotated (MCA).

Asbestos removal for Category I or II ACM in a nonfriable “intact” condition must be overseen by a “competent person” holding current Montana accreditation as an Asbestos Contractor/Supervisor. If these materials are removed in a nonfriable manner, asbestos abatement permitting will not be required. Limited air monitoring may be necessary for OSHA compliance.

While federal law permits disposal of Category I and II nonfriable ACM in a Class II landfill as general waste, all categories of ACM must be segregated from the general demolition waste for disposal in the designated asbestos disposal area at the High Plains Sanitary Landfill located north of Great Falls. RACM must be double bagged or double-wrapped in 6 mil plastic sheeting;

non-RACM may be single-wrapped. All material must be wrapped “burrito style” with taped seams. The name and contact information of the owner must be provided in each waste package.

We recommend that contractors contact Montana Waste Systems for clarification prior to abatement.

LIMITATIONS

This asbestos inspection report was prepared based on information gathered during one site visit and interpretations of laboratory analytical results provided by Pace Analytical. The inspection report has been prepared to provide information concerning the various types of building materials that were considered suspect for containing asbestos and to inform the owner of the building materials that tested positive.

Most building components were visible and accessible at the time of the inspection. However, additional suspect materials may be encountered during renovation.
