The contractor shall provide sampling kits on an as-needed basis and conduct comprehensive laboratory testing of transformer oil samples, including chemical tests for moisture content, acidity, and interfacial tension, along with additional tests such as visual inspection, inhibitor content, furan analysis, and PCB screening as required. The contractor must test an estimated twenty-two transformers per year across a three-year cycle, with forty-four transformers at USCF and twenty-two transformers at CUCF. Detailed written reports comparing results to IEEE/IEC acceptable limits must be submitted electronically within thirty business days of sample collection. The contract term is five years, with pricing guaranteed for two years.

Compensation shall be based on all-inclusive bid prices per transformer testing and associated kit, with the contractor responsible for all shipping, handling, storage, and delivery costs on an F.O.B. destination basis. Monthly invoicing is required by the 10th of each month for services delivered during the previous month, submitted to the Utah Department of Corrections Finance Department and the designated contract monitor. The contractor must maintain all necessary business and professional licenses, submit employee names and background information for security clearance prior to on-site work, and comply with Utah Governmental Records Access and Management Act restrictions on confidential records. The state reserves the right to conduct background checks on all contractor personnel and implements a corrective action process for non-compliance, with potential contract termination as a final remedy.
