About this file

This is an Assurance of Compliance document for Independent School District #535 (Rochester Public Schools) related to a District Copy Center Production Equipment Replacement and Service Contract. The document requires the authorized vendor representative to certify compliance with all RFP requirements, specifications, terms, and conditions, including all issued addenda. The vendor must confirm that all submitted information, statements, representations, and pricing are truthful, accurate, complete, and made in good faith, understanding that misrepresentation may result in disqualification or contract termination. The contract term includes a 60-month service and maintenance agreement with an option for a 12-month extension, during which the vendor will replace existing production equipment with new manufacturer-certified devices and provide comprehensive support including EFI Digital Storefront integration, network compatibility, workflow optimization, parts, labor, consumables, proactive maintenance, and staff training with ongoing technical support.

The vendor must certify compliance with all applicable federal, state, and local laws, including Minnesota statutes governing public contracts, employment and labor laws, occupational safety requirements, and environmental regulations. Additionally, the vendor certifies non-discrimination compliance with Minnesota Statute 181.59, compliance with data privacy and security laws including FERPA, non-debarment status, absence of conflicts of interest with District employees or School Board members, ability to meet all insurance and licensing requirements, pricing integrity with no prohibited pricing practices, and independent proposal development without collusion with other proposers. The vendor must also provide prompt notification of any actual or suspected data breaches and ensure 99% uptime with a 3-hour or less service response time while reducing operational costs and improving energy efficiency for the District's centralized copy center, which annually produces approximately 20.4 million black-and-white copies and 1.2 million color copies serving over 18,700 students and 2,800 staff members.
