About this file

This file comprises a Code Inspector and Plan Reviewer Requirements document issued by the State of Utah Division of Facilities Construction and Management (DFCM) in conjunction with the Nebo School District's Request for Proposals for commercial building inspection services. The DFCM document establishes minimum qualifications for code inspectors and plan reviewers performing work on Utah public school construction projects, effective 2026, following the legislative transfer of public school construction oversight from the State Board of Education to DFCM. The Nebo School District RFP solicits proposals from qualified companies to provide commercial building inspection services for several existing and new construction projects, with proposals due June 16, 2026 at 2:00 p.m. MST through the Bonfire system. The contract term extends five years from July 2026 through June 2031 with no automatic renewal options. The District anticipates awarding a single contract to the highest-scoring responsive and responsible offeror and retains the right to terminate without cause upon 30 days' written notice, with annual performance evaluations conducted throughout the contract period.

Offerors must hold commercial building inspection licenses and certifications in electrical, mechanical, plumbing, and structural inspection; demonstrate at least three years of commercial building inspection experience; maintain a physical office presence in Utah; and become DFCM-approved inspectors by January 1, 2027. Inspection reports must be submitted within 24 hours of completion. All travel time, administrative costs, vehicle expenses, equipment, and overhead must be included in hourly billing rates, with cost representing 25 of 100 evaluation points. The lowest-priced proposal receives maximum cost points with other proposals scoring proportionally. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $3 million aggregate, Automobile Liability Insurance, and Workers' Compensation Insurance at statutory limits. No set-asides or local-vendor preferences apply. No specific contract value, estimated project volume, incumbent contractor, or site visits are identified in the solicitation. All questions must be submitted through the Bonfire system.
