About this file

Summary

This is a Technical Specifications document (Appendix E) for IFB 2000004225, establishing piano tuning, repair, and moving services for Fairfax County Public Schools (FCPS) in Virginia. The solicitation divides FCPS into two geographic service areas—Area "A" and Area "B"—with separate contractor assignments. Contractors must provide annual tuning and repair services to all pianos owned by FCPS, scheduled upon school request, between August 15 and June 30. Additional tuning and repair services are permitted as follows: elementary and special education centers receive one additional service, middle schools receive two additional services, and high schools receive two additional services. Beyond routine maintenance, contractors may be required to handle piano donations from community sources, including evaluation, transportation to the IPSC Warehouse, tuning, repair, and installation of dollies and humidification control systems. Contractors must also provide piano moving services within Fairfax County as requested, including moves between schools for special events and transport of pianos beyond economic repair to disposal facilities. Contractors must respond to service requests within three business days and coordinate scheduling to minimize instructional program disruption.

The technical specifications mandate that all tuning meet industry standards and achieve A-440 pitch, with comprehensive register tuning and pitch stabilization included. Minor repairs—such as freeing sticking keys, adjusting pedal trap work, repairing glued hammers, and replacing strings—must be completed at no additional cost during routine tuning. For repairs exceeding $100, written estimates require advance approval from school designees. All service parts must be new or factory-equivalent with minimum one-year warranties on parts and workmanship. Contractors must furnish and install approved piano dollies and humidification control systems meeting industry standards. FCPS policies require contractors to display temporary identification badges in school buildings, maintain a drug-free workplace, and prohibit smoking and vaping. Detailed service records must be maintained and submitted with invoices for all tuning, repairs, and installations. Quality assurance inspections will be conducted by FCPS music teachers, and any work deemed unacceptable must be corrected within ten calendar days of notification.

These events will be held at different locations each school year. The Contractor assigned to the special event location will be given a 2-month advance notice of the special event to determine if Contractor is able to meet the deadline of the special event without assistance from Contractor(s) assigned to the other school area (Area “A” or Area “B”). In the event the piano tuning for the special event must be accomplished with the assistance of the Contractor(s) assigned to the other school area (Area “A” or Area “B”), the overflow will be equally divided.
