About this file

This is a Janitorial Services Specifications document (Attachment C) for the Division of Facilities Construction and Management (DFCM) of the State of Utah, outlining requirements for janitorial services at the Orem UDOT building located at 658 North 1500 West, Orem, UT 84507. The specifications establish minimum standard requirements that must be adhered to by the contractor unless amended in writing. The contract is a 3-year award with an estimated annual budget of $37,377.40 for FY26. Work shall be performed during specified hours of operation, with authorized state holidays excluded. The contractor must provide sufficient staffing to adequately perform all contracted work and maintain timecards documenting employee hours for monthly invoice verification. Monthly invoicing and timesheets are submitted via email to dfcmap@utah.gov.

The specifications impose comprehensive requirements regarding employee security clearances, including E-Verify authorization confirmation, Utah criminal history record clearance, and national, state, and local fingerprint background checks submitted to the DFCM Program Manager. Adverse background information—including felony convictions within seven years, Misdemeanor A convictions within five years, Misdemeanor B convictions within four years, and Misdemeanor C infractions within three years—may result in access denial. The contractor must furnish all labor, tools, equipment, cleaning products, and chemicals, with all chemicals requiring DFCM written approval and Safety Data Sheets maintained on-site. Commercial-grade equipment is required, including walk-behind floor scrubbers for stone floors and carpet extractors for daily spot cleaning. Equipment operating during 6:00 a.m. to 6:00 p.m. must not exceed 67 decibels. The contractor is responsible for providing uniforms, maintaining employee conduct standards, managing access cards and keys, ensuring OSHA compliance and Federal Bloodborne Pathogens Standard adherence, and implementing safety barriers and protective measures. DFCM reserves the right to conduct monthly inspections of work quality and materials at any time.
