About this file
This is a Construction Narrative for the Sumneytown Pike (SR 0063) Signal System Upgrade project submitted by Bowman Project No. 314081-01-009 on behalf of Towamencin Township, Montgomery County, Pennsylvania. The project encompasses a comprehensive signal system upgrade across ten intersections within Towamencin Township, with sealed proposals due by 10:00 a.m. on December 18th, 2025, via PennBid. The scope of work includes furnishing and installing new Econolite Cobalt ATC Controllers with EOS software, IP addressable MMU2-1600GE Malfunction Management Units, and Wavetronix ARC processors (models 5 and 6) across all ten intersections. Additionally, the project requires obtaining Edaptive licenses for all ten intersections, integrating them into the Econolite Edaptive System, and providing five-year subscription services. The contractor must install ATSPM zones of detection in accordance with project specifications and the Detector Mapping Matrix shown on System Permit #I-0009, which includes furnishing and maintaining various video and radar detection systems tailored to each intersection's requirements. All work must conform to PennDOT Publication 408 and PennDOT TC-8800 series standards. Towamencin Township must be present at the pre-construction meeting and receive all shop drawings, catalog cuts, construction schedules, and as-built plans upon project completion.
All bidders must submit a bid bond or certified check equal to 10% of the total bid amount and provide names and references of all proposed subcontractors. Both bidders and subcontractors are required to be PennDOT prequalified in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2020. The project is subject to the Pennsylvania Prevailing Wage Act requirements. Bids cannot be withdrawn for sixty days after opening, during which the Township will review qualifications and investigate bidder competency. Questions regarding the proposal must be submitted via PennBid by December 15th, 2025, at 5:00 p.m. Plans and specifications are available online at no charge through PennBid. The Township reserves the right to waive minor informalities, irregularities, or defects in bids or to reject any or all bids submitted.
