Summary: Subcontractor Questions and Answers Set 1 – Giese Road Reconstruction

This document is a Questions and Answers (Q&A) set for Fermilab RFP #380034GMK regarding the Giese Road Reconstruction project, issued April 14, 2026. The Q&A addresses three key areas: general clarification on culvert replacement work, culvert pipe dimensions, and road closure procedures for Kautz Road.

The general clarification section establishes that culvert replacement work must strictly comply with USACE Nationwide Permit 14 and associated water quality certification requirements. Work must ensure no disturbance to the stream or vegetation upstream of the erosion control plan limit, and all culvert barrel work must be performed in the dry. Subcontractors are required to submit a dewatering plan and work phases prior to culvert removal and replacement. The response to specific inquiries confirms three culvert specifications: 24-inch diameter RCP pipes crossing Kautz Road, 12-inch diameter CMP pipes along the Kautz Road east side ditch, and a 21-inch RCP pipe on the Giese Road north side ditch. Regarding road closure, Kautz Road may be closed for a limited time during excavation and installation of aggregate subbase and base course, with reopening required upon completion of these phases until HMA binder and surface course placement. Road closure must be coordinated in advance to avoid interference with Fermilab activities, and the subcontractor must provide and install detour signs per the provided Detour Plan, which shows rerouting to Schwinn Road and Muon Campus during Kautz Road work.

GIESE ROAD RECONSTRUCTION

FERMILAB RFP #380034GMK

SUBCONTRACTOR QUESTIONS – SET 1

APRIL 14, 2026

1. General clarification

Work related to culvert replacement will require strict adherence to the conditions of USACE

Nationwide Permit 14, and associated water quality certification. In Particular there can be no disturbance of the stream or vegetation upstream of the upstream limit as delineated by the erosion control plan, and all work on each barrel of the culvert individually must be performed in the dry. The subcontractor must submit a Dewatering plan and the work phases prior removal and replacement of the culverts.

2. Contractor Question

What is the diameter of the pipe culverts which need to be cleaned?

FFDG Response:

a) All culverts crossing Kautz Rd are 24” dia, RCP pipes

b) All culverts along the Kautz Rd (east side ditch) are 12” dia, CMP pipes

c) The culvert on Giese Rd (north side ditch) is 21” RCP Pipe

3. Contractor Question

At the site visit it was discussed that the work at Kautz Road can probably be completed at one time and reroute the traffic rather than having it completed one side at a time. Is that how we should bid it, or should we bid it as per drawings C-6 and

C-7 with doing half the road at a time?

FFDG Response

Kautz Rd can be closed for a limited time during excavation and installation of the aggregate subbase and base course. Upon completion of the aggregate subbase/ base course

Kautz Rd should be open to traffic until placement of the HMA binder and surface courses.

Kautz Rd closure must be coordinated in advance and should not interfere with Fermilab activities. Prior Kautz Rd closure, the subcontractor must provide and install the Detours signs per Detour Plan shown below.
