About this file
This is a Specification Section 311000 for Site Clearing on the Giese Road Reconstruction project, dated 07 April 2026, with Project No. 3-2-223.
The specification details work requirements for clearing and grubbing, temporary erosion and sedimentation control, permanent erosion and sedimentation control, and above-grade and below-grade removals. Temporary erosion control includes temporary erosion control seeding, perimeter erosion barriers, inlet and pipe protection, silt curtains, and super silt fences. Permanent erosion control includes riprap and filter fabric installation. Removal work encompasses pavement, headwalls, masonry, storm sewers, pipe culverts (to be cleaned non-destructively), guardrails, and sign panel assemblies. All work shall conform to applicable sections of the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction (IDOT SSRBC) and Illinois Department of Transportation Supplemental Specifications, referencing Articles 201, 280–282, 440, 501, 551, 609, 632, and 724.
Material specifications for silt curtains require commercially available, pre-assembled systems with non-woven polypropylene fabric meeting minimum grab tensile strength of 200 lbs (ASTM D4632) and ultraviolet stability of 70% (ASTM D4355). Flotation material must be expanded polystyrene or closed-cell foam with minimum 6 inches freeboard; ballast chain must be minimum 5/16-inch galvanized steel at 1.1 lb./ft.; anchor lines must be minimum 1/2-inch nylon, polypropylene rope, or metal cable; and mooring buoys must be sufficiently buoyant to remain afloat under normal load conditions. Installation shall occur at locations shown on contract plans or as directed by the Engineer, with the Contractor responsible for full maintenance throughout the contract duration and removal upon project completion. The Contractor shall remove the silt curtain only after water clarity equals or exceeds the waterway clarity, with all components becoming contractor property to be removed from the right of way.

PART 2 - PRODUCTS
2.1 MATERIALS
A. TEMPORARY EROSION AND SEDIMENT CONTROL
1. Shall conform to Article 280.02 of the IDOT SSRBC.
2. Silt Curtain
a. The Silt Curtain shall be a commercially available, pre-assembled system, including a geo-synthetic barrier/curtain section, flotation and anchoring system, ballast chain, and mooring system. The manufacturer must supply a certification that the product supplied meets the requirements of this specification.
b. Fabric: The fabric must be Non-Woven Polypropylene and have the following properties:
Requirement Test Method Value
Minimum Grab Tensile Strength ASTM D4632 200 lbs
Minimum Ultraviolet Stability ASTM D4355 70%
All numerical values represent minimum average roll values. Average test results from all rolls in a lot must conform the tabulated values
c. Flotation: Flotation material must be an expanded polystyrene or closed cell solid foam material which has sufficient buoyancy to provide the curtain with continuous support, and a minimum of 6 inches freeboard.
d. Ballast Chain: Ballast must be minimum 5/16 in. galvanized steel chain and shall weigh at least 1.1 lb./ft.
e. Anchor Lines: Anchor lines must be minimum 1/2 in. nylon or ½ in.
polypropylene rope or metal cable.
f. Anchors and Support Posts: Silt Curtain and Flotation material must be held in place with posts or anchors (or both) as necessary to ensure functionality of the Silt Curtain during both low and high-water conditions.
The installation of posts and anchors requires identification of nearby utilities so they are avoided. Anchors and Support Posts must have sufficient mass and spaced/located to secure the barrier as recommended by the manufacturer or Engineer depending on current flow velocities.
g. Mooring Buoys: Mooring buoys must have provisions for the mooring line to be securely attached and be sufficiently buoyant to remain afloat under normal load conditions, when used with anchor kits and Type 2 and Type 3 Curtains.
SITE CLEARING PROJECT NO. 3-2-223 311000-3
3. Super Silt Fence
a. Shall conform to Article 280.02 of the IDOT SSRBC.
b. Chain link fence shall conform to 664.02 of the IDOT SSRBC.
B. PERMANENT EROSION AND SEDIMENT CONTROL
1. Riprap
a. Shall conform to Article 281.02 of the IDOT SSRBC.
2. Filter Fabric
a. Shall conform to Article 282.02 of the IDOT SSRBC.
PART 3 - EXECUTION
3.1 TEMPORARY EROSION AND SEDIMENT CONTROL
A. Work shall conform to Articles 280.03 through 280.06 of the IDOT SSRBC.
B. Silt Curtain
1. The SILT CURTAIN shall be installed at the location(s) as shown on the Contract Plans and/or as directed by the Engineer. The boom shall be installed in such a manner as to prevent drift shoreward or downstream. The curtain height shall provide sufficient slack to allow the top of the curtain to rise to the maximum expected high-water level (including waves) while the bottom maintains continuous contact with the bottom of the waterway or waterbody except where significant wind or wave action is present. Where significant wind and/or wave action (over 1 foot) is present for the majority of the duration of the project, the depth of the SILT CURTAIN shall be 1 foot above the bottom at the mean low water level to prevent disturbing existing sediment on the bottom of the water body with the movement of the lower end of the SILT CURTAIN. Additionally, the maximum depth of the SILT CURTAIN where significant wind and/or wave action is present shall be 12 feet below the surface, regardless of the depth of the water body.
2. Anchors shall be installed per the manufacturer's recommendations on both the shore and stream side to maximize stability. Shore anchors shall consist of a post with dead man or approved equal. Stream anchors if needed shall be of sufficient size, type and strength to stabilize the boom with the number and spacing dependent on the flow velocities in the waterway. Type 2 and Type 3 Silt Curtains anchors shall be buoyed to prevent the boom from being pulled under water if needed. Within navigable waters, the silt curtain and anchors shall be clearly marked as they pose an obstacle to navigation. Under no circumstances shall the SILT CURTAIN be installed across a body of water.
3. The Contractor shall be responsible for maintenance of the SILT CURTAIN for the full length of the Contract. Maintenance shall consist of actions to prevent
SITE CLEARING PROJECT NO. 3-2-223 311000-4
damage to the device and repair of the device where damaged by any cause. If the curtain will be in place through the winter, care must be taken to prevent ice damage.
4. On completion of the project, the Contractor shall remove the boom in a manner that will prevent siltation of the waterway. The SILT CURTAIN shall not be removed until the water behind the barrier has equal or greater clarity than the waterway or waterbody. The SILT CURTAIN and related components shall become the property of the Contractor and shall be removed from the right of way.
C. Super Silt Fence
1. The SUPER SILT FENCE shall be installed at the location(s) as shown on the Contract Plans and/or as directed by the Engineer.
2. SUPER SILT FENCE shall be installed as detailed in the drawings.
3.2 PERMANENT EROSION AND SEDIMENT CONTROL
A. Riprap
1. Work shall conform to Articles 281.03 through 281.05 of the IDOT SSRBC.
B. Filter Fabric
1. Work shall conform to Articles 282.03 through 282.07 of the IDOT SSRBC.
3.3 ABOVE-GRADE AND BELOW-GRADE REMOVALS
A. Pavement Removal
1. Work shall conform to Articles 440.03 through 440.06 of the IDOT SSRBC.
B. Headwall Removal
