About this file
This is an Amendment to Solicitation (Amendment No. 01) issued by Fermi National Accelerator Laboratory (FNAL) for solicitation 378469-RK, dated March 10, 2026. The procurement concerns the fabrication of BTL Collimator Steel Plates, with a proposal due date of March 20, 2026. Bidders must acknowledge receipt of this amendment through one of three methods: email to the FFDG Procurement Specialist Richard Konan (rkonan@fnal.gov), signed return of the amendment, or inclusion of acknowledgment in the proposal letter. Previously submitted bids may be modified by email or letter referencing the solicitation and amendment, provided submission occurs before the deadline.
The amendment includes thirteen Questions and Answers addressing technical specifications and requirements. Key requirements include: surface roughness not exceeding Ra 125 on all machined surfaces; plate edges square to within ±1°; title block tolerances interpreted as ±; inspection of each threaded hole for proper fastener fit and location verification to ensure bolt pattern alignment across stacked plates; matched bolt patterns across multiple plates; prohibition of additional vendor-installed holes as the steel is used for radiation shielding and voids would invalidate structural analysis; plate thickness of 5.88" ±0.020" (5.86" to 5.90") that cannot be adjusted; bulk packaging acceptable with individual bundles not exceeding 4,200 lbs; no rust inhibitor coating required unless specified on individual prints; no government bar code labels required, but each piece must be marked with identifying names (H1, H2, V1, V2, etc.) tied to Fermilab drawing numbers; contractor responsibility for ensuring subcontractor compliance with confidentiality requirements; and permission for partial deliveries only when specified in the subcontract, with invoicing upon receipt and successful FNAL inspection.

AMENDMENT TO SOLICITATION
AMENDMENT NO. 01 DATE OF AMENDMENT : March 10, 2026 SOLICITATION NO. 378469-RK DATE ISSUED: February 17, 2026
PROPOSAL DUE DATE: March 20, 2026 TITLE OF PROJECT: Fabrication of BTL COLLIMATOR STEEL PLATES Bidders must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. Immediately upon receipt of the amendment via email to the FFDG Procurement Specialist.
2. Return the Amendment with a signature on the acknowledgment signature line.
3. In the Offeror’s Proposal Letter that accompanies an Offeror’s proposal.
If by virtue of this Addendum, you desire to change a bid already submitted, such change may be made by email or letter, provided such email or letter makes reference to the Solicitation and this Amendment and is received prior to the time set for opening.
QUESTIONS AND ANSWERS
1. What surface finish is required on machined surfaces?
All surfaces should meet or exceed the surface roughness specification in the title block. That being a surface roughness less than or equal to Ra 125. All surfaces and corners should be free of burrs, deeps scratches, and other defects. Extra thickness of raw material for machining allowance is vendor option.
2. What is the required squareness tolerance of plate edges relative to the surface?
The plate edges should be square to within ± 1°, per the title block, unless otherwise specified on the individual print. However, the vendor should do their best (and find it obvious) that these plates need to be as square as possible. If a vendor counts on using up the 1° tolerance repeatedly there could be issues with the steel stack up. When making the drawings, we didn’t see a need to add perpendicularity or angularity. Recent iterations of this steel stack up design have used similar GD&T with good results.
3. Are title block tolerances to be interpreted as ± unless otherwise specified?
Yes, title block tolerances are ±.
4. Is inspection required for each threaded hole? If so, is inspection limited to thread form, or does it include location verification?
Inspection is required for each threaded hole. Very specific details about thread form, I am not concerned with. That inspection should be a pass/fail, “does the proper threaded fastener fit into the threaded hole?”. i.e. Does a 3/8-16 thread bolt thread into the 3/8-16 hole? Location verification is much more important. These pieces of steel stack up on top of each other and the bolt patterns must match up. The counterbored holes on one plate must match with the tapped holes in the plate below it. Stay within the tolerances of the prints for all hole patterns. Inspection should catch any errors in hole location.
5. Are there groups of common dimensions that must be held alike (matched tolerances across plates)?
There are matched bolt patterns across plates. As previously mentioned, the counterbored holes will match up with the threaded holes of lower plates. There is no good way to compare the two.
So following the dimensions and tolerancing of each individual print with a QC process will achieve the necessary results.
6. Are the (1 or 2) ¾-10 tapped holes in the larger plates intended for FNAL handling purposes?
Yes, the ¾-10 by 2.25” depth tapped holes are for handling the plates. All the ¾-10 by 1.75" depth tapped holes are for mounting the steel plates together. Those are not intended for lifting, but they can be used as such if necessary.
7. May the Subcontractor install its own handling holes for manufacturing? If so, is prior FNAL approval required?
This steel is used for radiation shielding. An analysis has been done using the steel as designed.
No additional holes/voids may be put into the steel plates by the vendor, as this will void the current analysis.
8. The 5.88 dimension appears to allow use of 6” plate. On larger base plates, even with ±0.020 tolerance, this may not be achievable. Can this be adjusted to 5.750 or another acceptable value?
The 5.88” plate thickness must be met and within the tolerance specified (±0.020”, or 5.86” to 5.90”). The hope is to consistently hit the 5.88” to keep the large steel stack uniform and consistent. There is a beam tube that rests within the steel stack up. The design has that beam tube sitting at a nominal height based on the steel being stacked. Changing the thickness at this stage of design would alter this nominal height. Again, the plate thickness must be met per print.
No other values are acceptable. Extra thickness of raw material for machining allowance is vendor option. If the vendor must order 6.25” or thicker plate to meet the flatness or roughness requirements, then so be it.
9. Is individual protective packaging required for each piece, or is bulk packaging acceptable?
Bulk packaging is acceptable. Multiple smaller steel plates may be put onto one skid. We’d ask that no package bundle be heavier than the heaviest steel block (~4200lbs max).
10. Is a rust inhibitor required? If so, does FNAL have a preferred product or method?
No additional coating is required unless specified on an individual print.
11. Are bar code labels (per Government packaging specification) required for this procurement?
Short answer, no. As the engineer of this project, I do not require bar codes. If any other FNAL entity requires this, such as receiving or procurement, you’d have to ask them. I do have a list of all the steel pieces and the naming convention that the vendor will put on each piece of steel. The naming system ties the Fermilab drawing F# to a shortened name such as H1, H2, V1, V2, etc…Each piece of steel must be marked for ease of identification.
12. Are there any restrictions regarding the Contractor’s use of subcontractors with respect to confidentiality requirements?
Yes. The Contractor is responsible for ensuring that any subcontractors comply with all confidentiality requirements contained in the subcontract. The Contractor must ensure appropriate confidentiality protections are in place with its subcontractors.
13. If partial deliveries are allowed (either by Subcontractor proposal or FFDG approval), may they be invoiced upon receipt and FNAL inspection?
Partial deliveries are allowed only if specified in the subcontract. When permitted, they may be invoiced upon receipt and successful inspection at FNAL.
