About this file
This is a Request for Information (RFI) Response Summary Sheet for a USCG Sector Key West facilities project involving surveillance and security system upgrades across multiple buildings.
The project encompasses video surveillance system installation at the Cittadella location using Hanwha cameras and integration with an existing WAVE VMS system. Fiber infrastructure exists between buildings for CG-1 secured networks and the PA system, with contractors permitted to propose alternative point-to-point antenna solutions. Existing conduit may be reused, and new devices can be mounted to existing racks except for building B108, which requires an entirely new enclosure. Contractors must provide their own lifts for installation work. Drawings have been provided by the government. For the Miami Business Telephone security system component, equivalent alternatives to the existing Ademco Vista panel are acceptable, with part numbers required for alarm components. Federal Protective Services (FPS) will provide alarm monitoring, relieving the contractor of this responsibility. Wireless antenna installations must reliably transmit information across measured distances of approximately 1,400 linear feet, with no maximum distance preference specified. Permits are not required for government facilities, and contractor-prepared shop drawings are acceptable for final project records. The equipment list includes 300 feet (not units) of cabling and various mounting hardware for exterior cameras across multiple buildings. Contractors should state assumed cable footage calculations based on site visits, with pricing preferably broken down by building but acceptable as single firm-fixed-price totals. WAVE Professional licenses and intrusion detection system modules require contractor expertise to determine appropriate quantities based on proposed system design. Direct-burial Cat6 cable will utilize existing conduit without requiring trenching or hardscape restoration. Contractors must hold manufacturer certifications at the time of installation, not merely at quote submission.

USCG Sector Key West – RFI Response Summary Sheet
Cittadella:
1. Hanwha is the preferred camera brand, is WAVE VMS also the preferred VMS. Is the site currently utilizing WAVE and would transfer the new devices to an existing system? – We are not currently utilizing WAVE, but we do have an existing system that WAVE does pair to.
2. Is there any fiber running between the buildings, or are all networks connected via network bridges? – Yes, we have fiber running between buildings, but these are for CG-1 secured network as well as our PA system. Contractors are permitted to submit fiber alternatives to Point-to-point antennas.
3. Will the conduit need to be replaced or can it be reused? – Conduit may be reused.
4. Is new network racking a part of this scope, or are all devices mounted to existing racks? – All new devices are able to be mounted to existing racks with the exception of B108 which calls for an entirely new enclosure.
5. Are the lifts on site able to be used by the contractor or do we need to provide our own lifts? – Contractors are to provide their own lift.
6. Are there any drawings? – Yes, please see attached.
Miami Business Telephone:
1. Will the USCG provide any floor plans, drawings, or system schematics for this project? – Yes, please see attached visual aid.
2. Is there a preferred manufacturer for the intrusion/security system? We noted that the existing system utilizes an Ademco Vista panel. Should the replacement system remain with the same manufacturer, or are equivalent alternatives acceptable? – Equivalent alternatives are acceptable.
1. Please include part numbers if possible for alarm components.
3. During the site visit, we were informed that alarm monitoring will be provided through the U.S. Navy. Can you please confirm that the monitoring service will be coordinated by the Government and will not be the responsibility of the awarded contractor? – The monitoring service is to be performed by FPS (Federal Protective Services). - Monitoring not an expectation of the installing contractor.
4. Is there a maximum preferred distance for the wireless antennas? Based on our measurements using Google Earth, the longest point-to-point distance appears to be approximately 1,400 linear feet. – There is not a maximum preferred distance. All antennas and other equipment installed shall be of such quality that they transit information from the distances you were able to measure via Google Earth.
5. Will a permit be required for this project? If so, could you please confirm the permitting authority/jurisdiction and whether the permit will be obtained by the Government or will be the responsibility of the awarded contractor? – Permits are not required for government facilities. The contractor does not have the responsibility to go through a permitting process.
6. If a permit is required and no existing floor plans or drawings are available, will contractor-prepared shop drawings be acceptable for permitting purposes and for final project closeout/acceptance, or will engineered drawings/as-built drawings be required? – Not applicable. Contractor prepared shop drawings are acceptable for final records of this project.
7. Please confirm the (300) qty on the equipment list represents a total of 300 feet. (not 300 boxes of 1,000 = 300,000ft). – Yes, 300 refers to feet. 300,000 feet is beyond the scope of the project. Should any measurements included in the SOW be inaccurate, the contractor may request fair and reasonable modification for additional work as an unforeseen condition.
8. Equipment list: there are a few items that require more info: (highlighted items in yellow need clarification) – These are for the exterior cameras. Please see attached drawing for locations which may help you understand the need for poles and other mounting hardware.
9. 3. Sector Key West B108 (Storage Hanger/ANT Shop):
10. • (2) Wall and Pole Mount Adaptor, White, 3-Pack---For what device?
11. 4. Sector Key West B48 (Command):
12. • (2) Wall and Pole Mount Adaptor, White, 3-Pack---For what device?
13. • (2) Mounting Hole Cover, Polycarbonate, White----For what device?
14. • (2) Wall Mount, White---------For what device?
15. • (2) Corner Mount Adapter, White-----For what device?
16. 5. Sector Key West B102 (Outdoor Gym):
17. • (1) Wall and Pole Mount Adaptor, White----For what device?
18. • (1) Mounting Hole Cover, Polycarbonate, White------For what device?
19. • (1) Wall Mount, White--------For what device?
Total Network Consulting:
20. The updated Statement of Work lists “Cat 6 Dir Bur Black 1M, Honeywell cable” for Building 108 without a quantity. What cable footage should offerors assume for pricing, or should each offeror state its own assumed footage in the quote? – Please state your assumed footage calculation based on your site visit. For bidding purposes, the existing cables planned to be reused but as needed replacement may be required support by Part 6 notes 1 and 10 of the SOW.
21. Does the government prefer a single firm-fixed-price total, or an itemized price breakdown (by building or by line item)? If itemized, is there a required format? – The government prefers prices be broken down by building, if possible, to aid in our technical evaluation of your proposal that summarizes into a single price, but a single firm fixed price alone is acceptable. This would mitigate the need to ask follow-up questions during the evaluations phase.
22. Is an updated or consolidated Bill of Materials available for this requirement beyond the equipment lists in the updated SOW? If so, please post it to the SAM.gov notice.
– The updated SOW is complete and has the granularity to provide accurate quotation.
23. The Building 107 equipment list includes WAVE Professional licenses without a stated count. How many licenses of each type should offerors include? – This is dependent on the system you are proposing. I believe the license is only required for the license plat reader but the government defaults to your expertise to know how many licenses the system you are proposing requires.
24. The IDS scope lists two octo-input modules while naming three reporting locations (Sector Armory, Sector Command Center, and Station Key West Armory). Please confirm the module count. – The SOW assumed that the feeds within B48 servicing both the Sector Armory and Sector Command Center can use a singular octo-input module. If your understanding of IDS differs and each area requires its own octo-input module, please increase the quantity to three and note the addition in your final proposal.
William Stewart:
25. For the direct-burial Cat6 listed on pages 2 and 3, will the cable use existing conduit or pathways, or should the quote include trenching, saw-cutting, and removal and restoration of asphalt or other hardscape? – Cables will utilize existing conduit. The work you listed should not be required to complete the SOW.
26. Page 2 states that the contractor must hold current manufacturer certification as an approved installer of the proposed equipment. Must that certification be held when the quote is submitted, or may the successful offeror obtain it after award but before installation? Takes 2 1/2 days. – The contractor must hold the manufacturer certifications at the time of installation.
