Due to the lack of design-build opportunities throughout the region, it is nearly impossible for a SDVOSB company to reflect previous project experience as a complete design build team. Will the VA accept project experience from both the SDVOSB General Contractor and the Designer/Engineer even if they were not part of a single team in lieu of the above stated requirement (and not result in lower rating)? Additionally, will the VA consider allowing the inclusion of non-design build projects (still meeting the $200k threshold) from a SDVOSB company in the project experience factor due to the overall lack of opportunities made available
If a prime contractor does not have Design-Build experience, they are permitted to provide up to three relevant non-Design-Build projects that are completed for improvement of concrete street and parking projects similar in size and scope to this project. The designer for the team can also provide up to three relevant projects that fall under the requested criteria for the project. A maximum of total six (6) projects may be submitted for Factor 1 Experience. This same direction also applies to Factor 3 Past Performance.

In the Scope of Work item K it states the features of the work shall be accomplished by architects or engineers registered in the State of Minnesota. Please clarify if this statement is relevant to the project.
A/E’s shall be registered in the State of South Dakota.

Our company bid on a project in the same location and during a debriefing we were told that our proposal didn’t show the relationship between our strategic alliances. With that being said would it be successful to show an Organizational Structure and are Resumes required for this Phase I project?
This information is not a requirement of Phase 1 submittal.
4.
7.23.18
7.24.18
The Phase 1 Proposal should contain responses to the 3 evaluation factors noted (i.e., Experience, Technical Approach, Past Performance), correct? In other words, you are not interested in resumes, information about the firms, organizational charts, or similar information unless it fits within these 3 evaluation factors.
As per C3.A., “The Phase I proposal shall address the following evaluation factors.” The factors as listed are Experience, Technical Approach, and Past Performance. Each factor shall be demonstrated by providing the information indicated.

7.24.18
Since Mark VII and CLH have not worked together on these types of projects in the past 5 years, you would like each of us to offer one (1) to three (3) projects under the experience section, correct?
As per C3.A.1, “ If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner.” A/E firm and GC (not subs) are considered the Joint Venture partners.
6.
7.23.18
7.24.18
Following on Question 2, the other design team members (e.g., MEP engineers, structural engineer) have worked with CLH on several relevant projects. If CLH includes a project under Experience that includes the other design team members, does that sufficiently demonstrate the experience of these other team members? In other words, if the entire team consists of Mark VII as prime, CLH Architects, an MEP Engineer, a Structural Engineer, and a Radiation Physics consultant, are you expecting to see one (1) to three (3) example projects from each, or is it sufficient that CLH presents experience that includes the engineers and other consultants?
As per C3.A.1, “ If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner.” A/E firm and GC (not subs) are considered the Joint Venture partners.
7.
7.23.18

The SOW states in paragraph K that the design portion “… shall be accomplished by architects or engineers registered in the State of Minnesota.” Should that read, “State of South Dakota” instead?
A/E’s shall be registered in the State of South Dakota
