About this file

This document is Amendment 0001 to Solicitation 36C78626Q50253 issued by the National Cemetery Administration, Department of Veterans Affairs, located in Triangle, Virginia. The amendment provides vendor questions and answers regarding a solid waste and recycling services contract.

The primary service requirement is weekly pickup and disposal of general waste using a 30-yard roll-off dumpster that averages 10 tons per pickup, with 52 scheduled pickups annually (every Wednesday between 8:00 AM and 3:30 PM). Historical data shows weekly tonnage ranges from 1.5 tons to 16 tons. Additional services include on-call container delivery (48-hour response time) and retrieval (24-hour response time), estimated at 2 jobs annually, plus optional unscheduled pickups for holidays and events. The contractor must identify all waste disposal and single-stream recycling facilities before performance begins. Critical clarifications address vehicle weight limitations (maximum 15 tons loaded or unloaded on cemetery roadways; use of the new Cougar Way and Rittiman Road entrance is recommended), overhead clearance restrictions (11 feet 6 inches maximum), and container color requirements (dark brown for trash). Experience requirements state contractors must have a minimum of five years in recycling and waste services, though the evaluation criteria reference three years; contractors may demonstrate experience through subcontractors or key personnel. On-call pickup pricing must match scheduled pickup unit prices. Insurance proof must be submitted at contract award. The procurement is conducted under FAR Part 12 procedures, with quotations submitted to David.Hester@va.gov; electronic signatures are acceptable. All dumpsters require Contracting Officer Representative approval before use.

This amendment to answer vendor questions.

Vendor 1

As part of our review of the Statement of Work, we would appreciate clarification regarding the estimated waste tonnage. The solicitation references approximately 10 tons of general waste. Could you please clarify whether the approximately 10 tons represents the estimated amount per weekly pickup, per month, per year, or another period?

Additionally, if historical average tonnage per scheduled pickup or historical annual tonnage is available, we would greatly appreciate that information. This will assist VFCC in developing an accurate and responsive quotation.

The contractor shall provide one (1) 30-yard roll-off dumpster for the disposal of general waste that averages 10 tons.

The contractor shall perform pick-up (empty dumpster) every week (52 pick-ups per year).

Dumpsters will be picked up and emptied every Wednesday between 8:00 am and 3:30pm.

2. SOW paragraph 7 requires five years of prior experience in recycling and waste services, while the evaluation criteria require the prime contractor to have a minimum of three years of experience. Which requirement controls?

Contractors shall have the necessary knowledge, skills, abilities and resources to perform the work herein; within the best industry standards and practices; and have a minimum of five (5) years prior experience in the business of recycling and waste services. Additionally, the Contractor represents that it is familiar with the scope and nature of the work required by the National Cemetery and understands the conditions under which it will be obligated to operate.

Prime Contractor has the necessary knowledge, skills, abilities, and resources to perform the work herein; within the best industry standards and practices; and has a minimum of three (3) years prior experience in the business of waste services

3. May an offeror demonstrate technical experience and comparable past performance through an identified subcontractor, teaming partner or key personnel, or must the prime contractor independently possess the required three or five years of corporate waste-service experience?

Past performance shall be evaluated based on the Contractor’s technical qualifications on projects within the last 3 years that are comparable in size, complexity, and scope. Past Performance information shall be obtained by the following methods. The Contracting Officer’s knowledge of previous experience with the service is being acquired. Contractor’s past performance descriptions. The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov Any other reasonable basis.

4. The SOW states that the permanent container averages ten tons of waste. Is ten tons the expected weight of each weekly pickup, an estimated maximum weight, or a monthly average?

30-yard roll-off dumpster for the disposal of general waste that averages 10 tons (based on historical data, 2021 weekly high = 16 tons, low =1.5tons. The contractor shall perform pick-up every week

5. The SOW states that vehicles may not exceed 15 tons loaded or unloaded when using cemetery roadways. A roll-off truck, 30-yard container and ten-ton waste load would ordinarily exceed 15 tons. Please clarify whether the restriction is a gross-vehicle-weight limit, axle limit, bridge rating or another measurement.

Maximum weight limitation for bridges within the cemetery is fifteen (15) tons. Therefore, the contractor’s truck if using the cemetery roadways unloaded shall not exceed this 15-ton limit. It is highly recommended to use the new back entrance on Cougar Way and Rittiman Road.

6. Please confirm that the 11-foot-6-inch clearance applies to the complete roll-off truck and container during both delivery and removal.

The maximum clearance at some locations in the cemetery is limited to 11’ 6”. It is highly recommended that the contractor uses Cougars Way as an entrance and exit with no height limitations.

7. The pricing schedule establishes a November-through-October performance period, while the delivery schedule establishes a January-through-December period.

Please confirm the controlling base and option-period dates.

Contract states 52 pickups and when it goes over a new task order will be assigned.

8. Please clarify the distinction between the two annual on-call container jobs and the five optional unscheduled pickups.

Upon notification of cemetery personnel, the contractor shall deliver, and pickup of one thirty yard roll-off dumpster on an as needed basis. The government estimates that this service will be required 2 times (2 jobs) during each performance period of 12 months. The five optional unscheduled pickups would be for holidays, excessive waste or events hosted at the cemetery.

9. SOW paragraph 5 states that on-call pickups will be priced at the same unit price as scheduled pickups. Does this mean that CLINs 0002 and 0003 must use the same unit price as CLIN 0001?

Yes

10. Please confirm the applicable response standard for each service:

• Delivery of an on-call container;

• Retrieval of an on-call container;

• Additional emptying of the permanent container; and

• Replacement of a defective container.

The Contracting Officer Representative (COR) will contact the contractor to request the delivery of the dumpster. The contractor shall deliver the dumpster within 48 hours of receiving the call from the government. Cemetery personnel shall determine dumpster placement upon delivery of the dumpster the contractor shall deliver, and pickup of one thirty yard roll-off dumpster on an as needed basis. The government estimates that this service will be required 2 times (2 jobs) during each performance period of 12 months. The Contracting Officer Representative (COR) will contact the contractor to request the retrieval of the dumpster. The contractor shall retrieve the dumpster within 24 hours of receiving the call from the government. Upon receipt, the government shall hold the on-call dumpster for no longer than five (5) business days. The Contractor shall provide substitute dumpsters within 24 hours of notification of defective container/dumpster, including weekends and holidays, for areas that the CO determines to be critical. The Contractor shall provide a substitute container within 72 hours for areas determined to be non-critical by the CO. All dumpsters shall be approved by the COR before use

11. The evaluation criteria require identification of a single-stream recycling facility, but the SOW identifies only general-waste service. Is recycling included in the requirement?

The Contractor shall identify all sites/facilities to be used for waste disposal and single stream recycling disposal before contract performance.

12. May a similarly situated SBA-certified SDVOSB subcontractor’s performance count toward the technical and past-performance evaluation factors?

Yes

13. Please identify the required method and email address for quotation submission and confirm whether electronic signatures are acceptable.

This procurement is being conducted pursuant to FAR Part 12 procedures

David.Hester@va.gov

Electronic signatures are acceptable

14. Please confirm the required insurance limits applicable to this contract.

The Contractor must submit to the Contracting Officer proof of insurance coverage and the amount of coverage at contract award. The Contractor shall notify the Contracting Officer if the insurance coverage is terminated or modified below the limits originally provided to the Contracting Officer.

Vendor 3

1. 15-Ton Weight Limitation / 11'6" Clearance The solicitation states that the maximum weight limitation for cemetery bridges is 15 tons and that contractor vehicles using the cemetery roadways shall not exceed 15 tons, loaded or unloaded. It also states that certain areas have an overhead clearance limitation of 11'6".

During the site visit, we were advised that roll-off trucks are now using the new rear entrance and that these limitations would not be an issue. However, because the 15-ton and 11'6" limitations are still included in the solicitation, could the Government please confirm whether these requirements apply to the roll-off trucks performing this contract?

Yes, it does apply to the roll-off trucks performing this contract. It is strongly recommended to use the new rear entrance to avoid any height limitations.

Container Color The solicitation states that the containers are required to be painted dark brown. The existing container onsite is green. Can you please confirm whether the dark brown color requirement will apply to the containers provided under the new contract? We would appreciate clarification on these items so that we can make sure our pricing and proposed approach are fully compliant with the solicitation.

The dumpsters shall be dark brown in color for trash; however, the National Cemetery Administration is primarily concerned with weight and height limitations.

Vendor 4

Could you please clarify whether subcontracting is permitted under this requirement and, if so, whether the experience and past performance of a qualified subcontractor may be considered toward satisfying the five-year experience requirement specified in the solicitation?

The Contractor shall make no substitutions or subcontracts without obtaining prior Contracting Officer’s approval of the persons. The Contractor shall describe the educational background, directly related work experience, professional development, and demonstrated performance record of key personnel.

Vendor 5

3.Will the Government confirm that contractor vehicles may access the maintenance yard by way of Cougar Way and Rittiman Road without the need to cross any bridges and issue an amendment conforming Section 7.d to the list the actual route contractors are to use?

Yes, contractor vehicles may access the maintenance yard by the way of Cougar Way and Rittiman Road.

6. What must a quoter submit to be evaluated under Evaluation Factor 1.b, and will the Government confirm whether that submission is to identify the collection vehicles, containers, and drivers to be used in performance of this contract, including whether each is owned by the quoter, leased by the quoter, or provided by a subcontractor?

This procurement is being conducted pursuant to FAR Part 12 procedures. Proposed price will be evaluated for LPTA and accuracy in the provided CLIN structure. The contractor shall provide all management, supervision, labor, tools, materials, supplies equipment and any other items necessary to perform and solid waste disposal for the National Cemetery
