About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs National Cemetery Administration Contracting Services for solicitation 36C78626Q50230. The amendment, numbered 0002, announces a site visit scheduled for Wednesday, July 29, 2026 at 10:00 a.m. and provides responses to solicitation questions submitted by offerors.

The document addresses questions and answers regarding janitorial and facility maintenance services at a cemetery location. Key clarifications include: the facility contains 17 trash bins in the main cemetery portion and 2 in the annex/expansion area; staffing levels (one or two cleaners per shift) are the offeror's responsibility to determine based on facility requirements; contractors must provide their own vehicles for exterior trash removal as the government provides none; trash receptacles are located throughout the grounds in visually prominent areas along cemetery roads; the temporary Maintenance Office is government-owned and the contractor is responsible for initial floor finish and maintenance; janitorial services are billed monthly as a 12-month unit covering daily cleaning requirements; and estimated consumable usage includes approximately 1.5 boxes of paper towels monthly, 96 rolls of toilet paper yearly, 250 33-gallon trash bags every 6 months, 1,000 small trash liners every 6 months, 6 hand soap dispensers every 6 months for the Administrative Office, and 12 hand soap refills yearly for the Maintenance Building. The amendment also clarifies that while SDVOSB prime offerors may reference subcontractor experience, proposals demonstrating direct prime contractor experience are strongly encouraged and preferred in technical and past-performance evaluations.

Contracting Officer

For purposes of the technical and past-performance evaluation, may an SDVOSB prime offeror rely upon relevant experience and past performance of a proposed similarly situated SDVOSB subcontractor, joint-venture member, or identified key personnel? If so, please advise how that experience should be presented in the quotation.

Offerors are strongly encouraged to demonstrate their own relevant experience and capabilities. Reliance on subcontractor experience to meet these requirements is discouraged and may not be considered sufficient in the evaluation of proposals. Preference will be given to proposals wherein the prime contractor clearly illustrates its direct experience and ability to successfully perform the required work without significant dependence on subcontractor past performance.

We would like to know how many trash bins are in the facility.

17 trash bins in the main portion of the cemetery and 2 trash bins in the Annex/expansion side of the cemetery.

Would one cleaner be enough per shift or 2 would be needed? We would like to know how many worker the incumbent had on site for each shift.

Quoters are responsible for evaluating the staffing needs based on the requirements of the facility and scope of work outlined in the contract. It is up to the quoter to determine whether one cleaner per shift is sufficient or if two cleaners per shift are necessary to meet the cleaning standards and workload.

For exterior trash removal throughout the cemetery grounds, is the contractor required to provide a UTV or other vehicle? The cemetery will not provide any vehicles. Any vehicles for performance of work will be provided by the vendor.

Is there a site map identifying the locations of the outdoor trash receptacles?

We do not have a map identifying the locations of the outdoor trash receptacles. I can note that 2 trash cans are at the expansion/annex site at this time, 1 is located at the committal shelter, and approximately

16 are located throughout the cemetery grounds. They are all in visibly prominent areas, right along cemetery roads.

The current Maintenance Office is a temporary mobile unit. If the permanent Maintenance Building reopens during the contract period, will the contractor be required to clean both locations? The government may recompete the requirement if/when the building reopens. There is no anticipated plan of reopening at the moment.

The temporary Maintenance Office currently has no floor finish on the VCT flooring. Will the contractor be responsible for applying the initial floor finish, or is that the responsibility of the company leasing the mobile unit? The temporary maintenance office is cemetery owned. The contractor is responsible for initial finish and maintenance of the finish of the floor.

The pricing schedule lists janitorial services using a unit of 12 months, while the PWS describes daily cleaning requirements. Please confirm the required cleaning frequency for the Administration and

Maintenance Buildings.

The PWS requirement of 12 months is for the billing of daily cleaning requirements. Each month, the contractor will be required to perform the daily cleaning tasks, but this will be billed as a single unit at the end of the month.

Are historical consumable usage quantities available for items such as toilet paper, paper towels, hand soap, and trash liners?

Paper Towels:

• Estimated usage: About 1.5 boxes per month (each box contains 8,000 towels).

Toilet Paper:

• Estimated usage: Approximately 96 rolls per year.

33-Gallon Trash Bags:

• Estimated usage: 250 bags every 6 months.

Small Trash Liners:

• Estimated usage: 1,000 bags every 6 months.

Hand Soap (Administrative Office):

• Estimated usage: 6 dispensers every 6 months.

Hand Soap Refills (Maintenance Building):

• Estimated usage: 12 refills per year.
