About this file
This is Amendment 0002 to Solicitation 36C78626Q50142, issued by the Department of Veterans Affairs National Cemetery Administration Contracting Services for a single firm-fixed-price purchase order. The amendment's sole purpose is to answer additional solicitation questions posed by prospective offerors.
The solicitation covers event services for Memorial Day ceremonies at Crown Hill National Cemetery in Indianapolis, Indiana, requiring a 2,700 square foot tent (pole or frame style acceptable), 250 folding chairs, a 24-inch high stage capable of supporting six adults, and a fire safety package consisting of illuminated exit and egress signs with extension cords, fire extinguisher, and no-smoking sign. The evaluation method is Lowest Price Technically Acceptable. Key clarifications include: open-side tent configuration is preferred; two tents are acceptable to meet size requirements; approximately 400 guests must fit and be able to hear; the tent footprint is accessible by flatbed or box truck without lawn protection mats required; stage specifications do not require power, electrical, audio, or lighting provisions; folding chair color/material has no preference; 811 utility verification will be completed by the cemetery the week prior to the May 20, 2026 delivery window; city permits are the contractor's responsibility if the historical waiver no longer applies; and past performance references must come from verifiable sources of similar requirements. The NAICS code is 532289 with a $12.5M size standard. Award is anticipated during the week of April 27-May 1, 2026. A corrected pricing schedule addressing a typographical error in CLIN 0001 (tent rental quantity) was uploaded with this amendment.

Q7 — Ref: SOW Section 4(f) — Fire Package
Please define "fire package for safety." Does this require fire extinguishers only, tent flame-retardant certification (NFPA 701) documentation, fire watch personnel, or a combination of all three? This significantly impacts pricing. Fire package consist of illuminated exit and egress signs with extension cords. Fire extinguisher. No smoking sign
Q8 — Ref: SOW Section 4(a) — Tent Specifications

Q9 — Ref: SOW Section 4(c)(d)(e) — Stage

For the Past Performance Questionnaire, do non-federal commercial event references (e.g., municipal ceremonies, private memorial events) qualify, or are federal contract references required? Past performance must be a verifiable source of similar requirements.
Q14 — Ref: General / Pricing
Can the Government provide the prior year award amount or independent government cost estimate
(IGCE) for this requirement to assist vendors in preparing competitive and realistic pricing? The government is not providing non public information.
Q15 — Ref: SOW Section 6 / City Permits
The SOW states that in prior years the City of Indianapolis has waived the licensing requirement because the site is federal property. Is this waiver currently in effect for 2026? If not, what specific city permits or licenses are required, and should the cost be included in the quote?
The SOW states “The City of Indianapolis may also require licenses. In prior years, they have waived the requirement because our site is Federal property, and we maintain adequate procedures for fire safety. In case that status changes with the City, the Contractor should be aware of what is needed. If so, it is the responsibility of the Contractor to assure that these licenses have been obtained prior to beginning work. The Contractor is expected to maintain frequent and timely communications with Cemetery staff while these matters are resolved.
The use of AI to interpret a solicitations requirement is strongly discouraged. An individual who substitutes AI-generated analysis for independent legal or procurement review demonstrates a lack of due diligence and critical evaluation. Because AI tools do not exercise professional judgment, verify facts against the authoritative record, or assume accountability for compliance, reliance on them as the primary interpretive source reasonably calls into question whether the individual possesses the expertise and analytical rigor necessary to competently interpret and respond to a federal solicitation
The government plans to make award during the week of 4/27/2026-5/1/2026
