DESCRIPTION

Presidential Memorial Certificate (PMC) Holders - National Cemetery Administration (NCA), Memorial Products Service (MPS) The purpose of this amendment is to address submitted questions and provide a revised Combined Synopsis/Solicitation (CSS) and Statement of Work (SOW).

The Government received several questions after the established question deadline of August 25, 2026. Although the question period has closed, the Government has elected to provide responses to certain late-submitted questions where additional clarification may benefit all interested parties.

Quoters are reminded that there are two postings associated with this solicitation on SAM.gov: the original solicitation posting and a separate posting containing the subsequent amendments. Quoters are responsible for reviewing both postings in their entirety, including the original solicitation, all attachments, all amendments, and all revised documents. Several questions received are addressed by information already provided in the solicitation documents and attachments.

The solicitation response due date and time is extended to September 16, 2026, at 2:00 p.m. CST.

Note: There will not be an SF30 to sign for this amendment. Quoters shall provide a statement of acknowledgement and receipt of any and all amendments. Failure to acknowledge all amendments may result in the Quoter being considered ineligible for award.

Questions and Answers:

1. Question: Do the PMC Holders need to be made to order in the United States? We utilize a combination of importing completed covers, importing partially finished covers and completing them in the United States, and manufacturing covers at our U.S. facility.

Answer: Quoters shall comply with all applicable clauses and provisions of the solicitation, including the Buy American and Nonmanufacturer Rule requirements. Quoters shall provide the information required under Volume A regarding the Buy American Certificate, Place of Manufacture, and Manufacturer/Nonmanufacturer status.

2. Question: The solicitation describes the Department of Veterans Affairs seal and border as embossed. Please clarify whether the seal and border are required to be embossed (raised) or debossed (recessed), and whether the VA seal is to be applied using gold foil.

Answer: The VA seal and border shall be debossed (recessed), not embossed (raised). The VA seal shall be applied in gold foil. The CSS and SOW have been revised accordingly.

3. Question: Please clarify whether the acetate sheets are to be inserted into each PMC Holder or bulk packaged in the shipping carton.

Answer: For production shipments, each box of 30 PMC Holders shall include 33 acetate sheets packaged in a separate, clearly marked envelope within the box, as specified in the SOW. The requirement to insert one acetate sheet into the PMC Holder applies only to the sample submitted for evaluation. The CSS has been revised to clarify this requirement.

4. Question: The revised Statement of Work requires a “white silk interior lining.” Must the lining be 100 percent silk, and must it have a moiré pattern, or would a white moiré lining manufactured from another fiber be acceptable?

Answer: The interior lining is not required to be 100 percent silk. The interior lining shall be a white moiré-finish fabric. The CSS and SOW have been revised accordingly.

5. Question: What are the required dimensions of the Department of Veterans Affairs seal?

Answer: The Department of Veterans Affairs seal shall be 3-1/2 inches in diameter. The CSS and SOW have been revised accordingly.

6. Question: Will the Government provide a vector or production-ready artwork file of the Department of Veterans Affairs seal for preparation of the required sample?

Answer: The Government will not separately provide a vector or production-ready artwork file. Official VA logo artwork is publicly available through the VA.gov Design System at:

https://design.va.gov/foundation/logos Quoters are responsible for obtaining the appropriate artwork and ensuring the VA seal on the submitted sample meets all solicitation requirements.

Except as specifically revised or clarified by this amendment and its attachments, all other terms and conditions of the solicitation remain unchanged See attached document: Combined Synopsis Solicitaton - PMC Holders - Rev - 09.03.2026.

See attached document: Attachment B - SOW - PMC Holders - Rev - 09.03.2026.
