About this file
This is a Request for Information (RFI) Amendment 1 document for a National Shrine Project renovation at Golden Gate National Cemetery (Solicitation 36C78626B0024, Project 895-NS-FY26-001).
The document contains 31 questions and answers addressing project logistics, site conditions, and contract requirements. Key operational details include: renovation sections are referenced in SOW Section 1.3 and Exhibit A; the contractor laydown area is located between sections E, F, and G with water access available but no electric; all renovation sections are fully irrigated with water points available on-site; work hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., with extended/weekend hours permissible by coordination with the Contracting Officer Representative (COR); the cemetery averages three services per week and the chapel is distant from work sections; sod replacement measurements are based on curb-to-curb specifications; and no beam support systems are required for markers in the renovation area. Contractor responsibilities include independent site verification of dimensions and quantities, removal of all spoils off-site, protection of monuments and irrigation systems, and compliance with Davis-Bacon Act wage determinations (WD CA20260018, Mod #5, dated May 18, 2026). Contract requirements state that performance and payment bonds (SF 25/25A forms) are required for awards exceeding $150,000, due within two weeks of award; a bid bond is required at submission; bonds must be issued in the prime contractor's legal name as registered in SAM.gov; and the Notice to Proceed will be issued after receipt of bonds and insurance documentation. The interment layout map will be provided to the contractor after award.

With the upcoming compaction specs of this project, this may be exasperated and potentially lead to erosion/wash away, or standing water despite grading which will make harder to root sod. Is there plans for french drain additions orin lieu of, can language be added to mitigate contractor liability for drainage/standing water issues? Please refer to SOW for this answer.
4. Please consider updating the wage determination to the recent updated General Decision Number: CA20260018 - Mod #5 (5/18/2026) Please adhere to most updated Applicable Wage Determination Davis-Bacon Act WD #: CA20260018 Published Date May 18, 2026

9. Does the COR have a required cutoff time for the afternoon to complete all material R&R work for inspection? Will the cemetery be open to changing (now or after award) the stated work hours to accomodate earlier inspection, but also to stage/pull the stones before hours to mitigate disruption to the cemetery and complete more stones/rows per day with earlier starts? Normal hours of operations are M-F 8-430pm see answer to #10
10. Will the committal shelter be close enough to any section during the project that would require shutting down during each service in order to not disturb?
