About this file

This document is a Request for Information (RFI) responses file for the Salisbury National Cemetery project (Solicitation 36C78625R0014), covering two related construction projects: 876CM3024 (Public Restroom Renovation) and 876CM3025 (Cemetery Expansion). The projects involve comprehensive construction and renovation work at a VA National Cemetery in Salisbury, North Carolina, including building renovations, infrastructure improvements, columbarium installations, utility connections, and site development. Key project elements include new metal buildings, cemetery expansion, public restrooms, memorial sections, utility infrastructure, fence installations, and various site improvements.

The solicitation involves complex construction requirements with multiple contract line items (CLINs) and options, requiring detailed cost breakdowns for each major construction element. The government anticipates awarding a contract within 90 days of the proposal due date, with an expected Notice to Proceed (NTP) approximately 30 calendar days after award. The projects will be awarded to a single contractor, with separate invoicing for each project number. Contractors must provide comprehensive documentation, including detailed schedules, cost proposals, and compliance with specific technical specifications. Notable requirements include unclassified excavation, specific equipment installations (such as gate operators, security systems), and adherence to local construction regulations and environmental guidelines.

Solicitation: 36C78625R0014 Project: 876CM3024 and 876CM3025 Salisbury NC Construction Projects PRFI-01 Contractor Questions & Government Responses

1. 3024: LS-102 States to refinish existing 8’ HT chain link fence to remain.

0. Detail 5-LS-502 seems to be calling out the wrong detail. Can this be corrected?

0. Please clarify the scope of work to be completed by refinishing the existing fence.

1. GOV Response: This detail reference should be corrected to 2/LS-502, which shows the scope of the refinishing work.

1. 3024: LS-105 shows a new memorial section M1 being built. It appears the only work associated with Memorial Section M1 involves final grading, installation of 2 section markers and installation of 6 Gravesite Grid Monuments. Are there any precast boxes or excavating required for the Memorial Section M1 plots 1-144?

2. GOV Response: The summary above is incomplete and does not list all the work shown on LS-105. In addition to LS-105, refer to the other site plan sheets for this area (e.g. GC-101, CG-105, LD-105, LG-105, IR 101, IR 102, and related details and specifications) for work in section M1. Section M1 does not have pre-placed crypts.

1. 3024: There appear to be several wood sheds to be moved, stored and reinstalled. Where will the existing wood sheds be stored during construction?

3. GOV Response: We would suggest the lawn area southeast of the maintenance area, with approval of the Cemetery and COR.

1. 3024: Please identify where each wood shed will be installed after construction.

4. GOV Response: See response to question #3.

1. 3024: Sheet LD-104 calls for existing bronze service plaques to be removed, restored and reinstalled. Please identify exactly what is needed for “restoring” the existing plaques.

5. GOV Response: Refer to LS-104, detail 2/LS-503, and specification section 101400. The existing bronze plaques shall be cleaned with mild soap and water, and coated with a clear protective coating such as Matthews Bronze Gloss Diamond Shield Protective Coating or approved equal.

1. 3024: It appears drawing LD-108 is not present in the drawing set. In the place where LD-108 should be is a duplicate of sheet LS-103.

6. GOV Response: The correct LD-108 will be provided.

1. 3024: It appears drawing LS-107 is not present in the drawing set. In the place where LSD-107 should be is a duplicate of sheet LG-102.

7. GOV Response: The correct LS-107 will be provided.

1. 3024: Are the existing lockers in Building A Room 122 and 123 being replaced with new lockers?

8. GOV Response: Yes, the existing lockers are being replaced with new ones in rooms 122 and 123.

1. 3024: Is the contractor to provide new refrigerator in Building A break room?

9. GOV Response: New refrigerator is furnished by contractor, installed by the contractor. Refrigerator to be Side by Side Refrigerator GE GSS25GGPWW, White, 25.3 Cu Ft.36 Inches w by 69-5/8 inch high by 34 5/8 inches deep with built-in icemaker or equal, include water supply and power.

1. 3024: Is the contractor to provide new microwave in Building A break room?

10. GOV Response: New microwave in the break room is furnished by the contractor, installed by the contractor. Countertop microwave oven to be GE Profile PGHK1151WWW , White, 1.1 Cu Ft. 11-3/4 inch by 24 inches by 12-7/8 inches or equal, include power.

1. 3024: Is the contractor to provide new ice maker in Building A break room?

11. GOV Response: New icemaker is furnished by the contractor, installed by the contractor. Maxx Ice MIM125H, include water supply and drain.

1. 3024: Detail 1, A-412 shows two Note 8 items in room 129. This lower note appears to be a window being furred out (note 7) instead of note 8 (new drinking fountain). Please clarify which is correct.

12. GOV Response: In room 129, the correct location for the new drinking fountain is near the kitchenette. Please disregard the additional note 8 next to the window. This window will remain as it is and will not be furred. Please refer to the elevations.

13. 3025: 02 41 10 states we are to maintain controls in accordance with the Erosion and Sedimentation Control Drawings, notes, and details, and Storm Water Pollution Prevention Plan and as directed by RE/COR to sustain compliance with NPDES permit. Can we get a copy of the approved NPDES Permit?

13. GOV Response: A copy of the NPDES Stormwater Construction General Permit is included with this response. Also included is the NC DEQ Erosion Control Permit.

14. 3025: CG101, What is meant by “Recycling items and garbage are to be collected daily and disposed of properly offsite.” Does this mean dumpsters need to be emptied daily?

14. GOV Response: All items to be recycled and garbage generated from work shall be collected at the end of the day and stored onsite in proper containers. Waste shall be removed from the site at minimum weekly. Refer to specification section 01 00 02 General Requirements, Section 015719 Temporary Environmental Controls, Section 017419 Construction Waste Management, and 024110 Demolition and Site Clearing. The intent is to keep the site clean and prevent garbage and other material from migrating into undisturbed areas and offsite.

15. 3025: Detail #9 Sheet CG501 shows a wattle ditch and check dam. However, this detail has not been located on any plans. Please confirm if this item is used or not and provide the location on the plans it is shown.

15. GOV Response: Ditch check dams are shown on the erosion control plans. Detail 8 (rock check dam) is referenced. Detail 9 (wattle ditch & check dam) can also be used. The intent is to provide guidance as to the wattle detail and installation if the contractor chooses to use that instead of the rock check dams.

16. 3025: Detail #3 Sheet CG501 shows a two inlet protection details. One is a bag in an inlet box and the other is a CMU box with built up stone berms and a galvanized fence around the perimeter. The plans do not seem to distinguish between the two details. Please confirm if the CMU box with fence is used anywhere and provide the location on the plans.

16. GOV Response: The gravel and wire around the inlet shall be used. For curb inlets, when the gravel and wire inlet protection needs to be removed for curb and paving and inlet protection needs to be maintained, install filter bags as shown in the detail.

17. 3025: Sheet CU101 denotes SD Storm Collector. There does not appear to be any information regarding what this system is. Please provide details for cleanout, inlets, pipe type and size, etc.

17. GOV Response: See plan sheets CU103, CU104 for more details about the size and length of storm collectors and underdrains. Storm collector profiles are shown on sheet CU107. Cleanout details and trench details are shown on sheet CU501.

18. 3025: Sheet CU101 denotes UD Underdrain. There does not appear to be any information regarding what this system is. Please provide details for cleanout, inlets, pipe type and size, etc. Sheet CU102 denotes detail 3/CG502 for details of the water meter by Salisbury Rowan Utilities. However, detail 3/CG502 shows the temporary sediment basin with skimmer. Please provide the correct detail for the water meter.

18. GOV Response: See plan sheets CU103, CU104 for more details about the size and length of storm collectors and underdrains. Storm collector profiles are shown on sheet CU107. Cleanout details and trench details are shown on sheet CU501.

Water meter detail and water meter box detail is shown on CU502, details number 3 and 4.

19. Can the offeror submit multiple $5-$10M projects as recent relevant projects, as this solicitation is similar to multiple smaller $5-$10M projects lumped into one project.

19. GOV Response: Offerors will be evaluated in accordance with evaluation factors criteria specified in the solicitation.

20. Spec Section 01 00 02 General Requirements (Minor NCA Projects) appears to be missing from Annex II Project 876CM3025 Project Specs. Can this be provided?

20. GOV Response: Spec section will be provide with response to PRFI

21. There are several new utility connections / services required for Annex II. Who is responsible for Tapping / Impact / Connection fees if required by Utility Providers (Salisbury Rowan Utilities, Duke, AT&T, etc…)?

21. GOV Response:

Per 01 00 02 Paragraph 1.7.K.6:

Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, payment of such fee shall be the responsibility of the Government and not the Contractor. The contractor is responsible for acquiring all public utility services, utility permits, and utility connections required for a fully functional project. The government shall reimburse the contractor for the actual utility permit application costs and utility connection costs charged by the utility companies, the government shall issue a contract mod for the actual costs paid to the utility companies for this project. These costs shall not include any contractor fees or markups.

Refer to the response to question 34 for a list of known permits and approvals.

22. Sheet LS-104 includes notes regarding Option 1 Columbarium Walls 13-24 stating to Omit Underdrains…Columbarium Walls and Paving… This wording makes it seem like Columbarium Walls 13-24 are included in the Base Bid with a credit to remove them with Option 1. Please clarify if.

22. GOV Response: The label indicates that the dashed area is CONTRACT OPTION 1, and lists items in this area that are to be omitted from the BASE BID. To clarify, contract option 01 includes niche walls 13 thru 24, underdrains, irrigation, walls and paving, benches, trees, and planting, and all other items of work in this area designated by dashed line. Base bid does not include any of this except for grading as shown, 6” topsoil, and lawn seeding, and establishment of lawn.

23. Spec 31 20 00 Earth Moving 1.4 Classification of Excavation and Includes Rock Excavation as separate from Unclassified. The Spec also includes definition of rock (including within the Geotech Report). We do not see that there is a payment method for rock if encountered. Is the intent for rock to be paid for separately as a change or part of the general excavation and not paid for as a change?

23. GOV Response: All excavation will be unclassified regardless of type. Refer to response to question 145.

24. Spec Section 01 45 29 Testing appears to be missing from Project 876CM3024 (Historic/Annex 1) Spec. Please provide.

24. GOV Response: Spec section 01 45 29 for 2024 will be provided with response to PRFI

25. Spec 03 48 21 Crypts F. 1. States to install approved (rounded) that meets specified gradation. Please verify.

25. GOV Response: Rounded pea gravel is required between the crypts

26. Spec 03 48 21 Crypts F.1.a. States that angular stone may be used if determined that rounded stone is not available for less than 4 times the costs of a cut/crushed stone. Please verify that 4 times the costs is intended.

26. GOV Response: Yes 4 times the cost is intended, pea gravel is easier to place between the crypts in order to completely fill up the narrow space between them without gaps in the fill material, it does not jamb up.

27. Public Renovation Drawings No. 37 (LD-108) is missing. LS-103 is inserted as Drawing No. 37.

27. GOV Response:Sheet LD-108 will be provided with response to PRFI

28. Public Renovation Drawings No. 45 (LS-107) is missing. LG-102 is inserted as Drawing No. 45.

28. GOV Response:Sheet LS-107 will be provided with response to PRFI

29. Are CAD files of the civil drawings available.

29. GOV Response: CAD files can be made available to the selected contractor. CAD files will not be provided for bidding purposes.

30. Can the bid date be extended for an additional two (2) weeks?

30. GOV Response:Has been extended

31. The Flower Vase Litter Receptacles call for tapered formed lids in the specifications but call for stainless steel domed lids on the drawing details. Which is correct?

31. GOV Response: Provide domed lids

32. Is this project tax exempt? If so, will the VA provide the documentation after contract award?

32. GOV Response: No tax-exempt certificate will be provided.

33. Utility Coordination & Easements

· Issue: There is unclear guidance on how the contractor must coordinate with existing utility providers and any third-party easement owners (e.g., gas pipeline, sewer lines).

· References:

· Utility Plan CU502 (Drawing File Bk03) references pipeline & sanitary sewer easements but does not specify notification lead times or approval requirements.

· FA481424R0002 does not fully detail permit responsibilities for these easements.

· RFI Question: Will the VA confirm if the contractor is responsible for all notifications to pipeline/utility companies, obtaining work-permit approvals within those easements, and any required lead times or fees?

33. GOV Response: The contractor is responsible for notifying utilities and pipeline company and coordinating work with their inspectors. An encroachment permit application has been submitted to the pipeline but not yet approved. Lead times and fees are unknown. See response to PRFI question 21 above and PRFI question 34 below.

34. Permit Responsibilities & Pending Approvals

· Issue: The Government states it already holds some permits, and others are pending. The contractor’s responsibilities to secure further permits remain unclear.

· References:

· FA481424R0002 references a set of Government-obtained permits but does not clarify the contractor’s additional permit obligations or timeline.

· RFI Question: Will the VA confirm the full list of permits that have been approved or are pending, and which permits the contractor must obtain, including required timelines or fees?

34. GOV Response:

Permits that the government has acquired which have been included in this solicitation documents. See response to PRFI question 21 above.

35. Proposal Page Limit

· Issue: The RFP sets strict page limits for technical responses, potentially restricting detailed construction or logistics discussions. Clarity is needed on whether these can be extended or if certain details may be excluded from the count.

· References:

· FA481424R0002, Table 1 – Proposal Organization states page limits for each volume and section.

· RFI Question: Will the VA consider extending the proposal page limits may for sections that require additional technical detail, such as technical approach and schedule line-item summary?

35. GOV Response: No, the intent is for the offeror to tailor their proposal specifically per the evaluation factors that target required qualifications, the page limit is set intentionally to limit content of proposals to directly relevant information about the offerors qualifications for this specific project per evaluation factors.

36. GFE Delivery & Phasing

· Issue: While the VA will furnish certain items (e.g., niche covers, memorial wall markers), the delivery schedule and handling responsibilities remain ambiguous.

· References:

· Spec Section 03 48 21 (Precast Concrete Burial Crypts) references Government-Furnished niche covers but not the exact logistics (timing, offloading, storage).

· FA481424R0002 does not expand on GFE scheduling.

· RFI Question:

· Will the VA confirm the expected delivery timeline for Government-Furnished Equipment (GFE) such as niche covers and markers, as well as who is responsible for unloading, on-site transport, storage, and potential security measures?

· Will the VA confirm the phasing and delivery approach, including whether partial deliveries will occur, any maximum daily placement rates, and how that interacts with other site prep activities?

36. GOV Response: Subsequent to construction award the government will require a detailed project performance schedule that shall include target dates for niche and memorial cover installations, the government shall procure and have the covers delivered to the site prior to target installation dates, contractor shall assist with offloading the covers when delivered, and assist with inspection and culling of the covers for color consistency and condition. Contractor shall store niche covers and protect from weather damage until they are installed and the project is delivered.

37. Crypt Installation Phasing & Delivery

· Issue: The 2,937 crypts are confirmed (Item 0003, PDF p.7/81 in FA481424R0002), but there is no stated phasing plan or whether deliveries will be in batches. This affects the contractor’s storage, labor scheduling, and site logistics.

· References:

· FA481424R0002, Price Schedule confirms total crypt count.

· Spec Section 03 48 21 (Precast Concrete Burial Crypts) does not detail phased deliveries or daily placement rates.

· RFI Question: Will the VA confirm the phasing and delivery approach for the 2,937 burial crypts, including whether partial deliveries will occur, any maximum daily placement rates, and how that interacts with other site prep activities?

37. GOV Response: Pre-Cast Crypt procurement and delivery to site is by General Contractor, the phasing and delivery approach is means and methods by the contractor.

38. 876CM3024 - Public Restroom Renovations, Repairs, and Improvements Please confirm. Section 8 of the SOW provided by the Government seems to request a summary of cost to be provided for each of the items listed below under each CLIN (see SOW section 8):

0. 876CM3025 Option 01

5. Columbarium phase 2

38. GOV Response: Confirmed, To properly evaluate cost proposal as accurate, fair and reasonable the government needs cost detail broken out for each major element of construction.

39. If the proposal amount is to be broken-down per the list above (see SOW section 8), can our General Conditions cost and our profit and overhead be a lump sum for 876CM3024 and 876CM3025?

39. GOV Response, Yes we would expect this on all cost proposals we receive, contract option cost line items shall include general conditions and profit separate from the base contract price.

40. If the proposal amount is to be broken-down per the list above (see SOW section 8), will the award be based on the total sum of the CLIN’s or each of these breakout items?

40. GOV Response, Award will be for total contract sum, not broken down by cost detail line item, a schedule of cost values for each work element will be required for review and approval by the government after award. However any costs broken out for the listed contract options must include the cost of general conditions and profit and overhead for that specific contract option cost.

41. The bid form from the solicitation appears to include one additional CLIN which is not shown in section 8 of the SOW. The bid form includes a CLIN 0003 for the Preplaced Crypts. Should cost for the PPC be included in 0002AA Base Bid or broken out into CLIN 0003?

41. GOV Response: All costs associated with procurement and delivery of Pre-placed-crypts to the project site is a separate Contract Line Item to be included in the base bid and should include all associated costs as part of CLIN 0003, Federal funding for PPC procurement and delivery to the project site is a separate funding source from the construction contract and is paid from a different funding source.

42. The solicitation SECTION 14.4.1 states schedule is to be submitted in letter sized format. A letter sized schedule will not be large enough to show the detail on a project schedule. Since the proposal is digital format can the schedule be created in tabloid size?

42. GOV Response: Yes but please include milestone start and completion dates adjacent to each work element line item on the schedule spread sheet.

43. Due to a lack of bidding participation from the local contractors and the complexity of this bid (two sets of plans and specs combined into one solicitation), we respectfully request a three-week extension to the bid date to allow all GC’s to widen the search and find qualified bidders.

42. GOV Response: Proposal date has been extended.

44. At the site visit a Government rep stated that there are some permits which will need to be acquired by the Contractor. Section 6 of the SOW document provided by the Government lists the permits which have been acquired by the Government and those which are pending approval. There is no section for permits to be obtained by the Contractor. There was a discussion regarding which permits should be by the Contractor and whether or not the Contractor should be responsible for any permits at all. Please clarify if the Contractor is responsible for any permits. If so, which permits are the responsibility of the Contractor.

44. GOV Response: See response to PRFI questions 21 and 34 above.

45. The new administration has indicated that they intend to impose tariffs on many imported goods. Under the Buy American Act components of end products that are sold to the federal government can also be subject to tariffs. These tariffs will most likely cause a significant escalation in material and equipment prices at the time of implementation not only for imported goods, but also items produced domestically that compete with imported goods. Tariffs may also delay the receipt of material/equipment processing times at the ports of entry. The potential monetary and schedule impacts are impossible to quantify prior to any action being taken by the administration. If tariffs are instituted after the award of a contract, will the Government provide relief through a contract modification for any unforeseen cost escalations and/or schedule delays created by tariffs?

45. GOV Response: If delays in the work arise from unforeseeable causes beyond the control and without the fault or negligence of the contractor the issues will be handled under the authority of contract FAR clause 52.249-10.

46. Sheet Section 1/A-311-A between column lines F1-N and F, notes: 16” Stainless Steel Metal Soffit. There does not appear to be a specification for this flashing. Please provide a basis of design product, gauge, product type, backing, etc. for this stainless-steel flashing.

46. GOV Response: Contractor can submit prefinished aluminum soffit product during the construction submittal process for review and consideration.

47. The Breakroom 129 on the Enlarged Plan 1/A-412-A, shows note #8 on the south wall pointing to a window. However, note #8 on the Keynote Legend denotes this as an ADA drinking fountain. This appears to be incorrect, please clarify.

47. GOV Response: Window in question is existing to remain, note is incorrect.

48. A note at the top of 3/A-111-BSC Foundation Plan says for the contractor to test soil bearing capacity. Has the A/E performed the soil bearing test?

48. GOV Response: No, contractor to test and verify that elastic clay is not present prior to installation for footings.

49. A note at the top of 3/A-111-BSC Foundation Plan says for the contractor to test soil bearing capacity. If the contractor is to perform, we will need the top of footing elevation. Please provide the TOF elevation.
