About this file

This is Amendment 0003 to solicitation 36C78625R0006, issued by the Department of Veterans Affairs National Cemetery Administration, providing responses to submitted RFIs regarding repairs to a Committal Shelter, Columbarium, and Perimeter Fence. The amendment was issued on November 19, 2024, with offers due December 4, 2024, at 12:30 PM EST.

Key clarifications include: the entire roof must be removed and replaced with steel standing seam roofing (not copper) with matching gutters and downspouts; the glu-lam beam must be fully replaced rather than spliced; damaged granite panels on the retaining wall must be replaced; contractors must use electronic document tracking software (Procore or similar is acceptable); bid guarantee is corrected to 20% of bid price or $3,000,000; temporary fencing is required at the committal shelter; and contractors must coordinate with cemetery operations as services may be ongoing during construction. The work involves OSHA standard safety requirements, and contractors cannot park vehicles on the road while performing brick repairs. The ceiling is specified as Cedar Tongue and Groove, and metal fence sections must match the existing aluminum fence.

A.1 ADDITIONAL ATTACHMENTS

RFI Responses:

1. Drawing Number 7 clearly shows the area of work where we are only supposed to remove and install plywood, roofing, gutters, etc… However, sheet notes 1 through 3 on Drawing Number 7 states to remove “all”. Can we get clarification?

a. 1. Remove ALL existing roofing, gutters and downspouts.

2. Inspect ALL plywood underlayment. Besides apparent damage at tree fall area, inspect for other damage existing plywood is exposed.

2. The SOW has contradictions to Drawing 7 scope of work as well. For example, the SOW states to remove entire roof but 2 part (c) states to “use 10 sheets for our estimate.” I think the biggest question is are we just replacing the damaged areas of the building or are we fixing the entire structure (plywood, TJI roof joists, metal roof, gutters/downspouts, cedar soffit, Glu-lam Beam(s)) or maybe even a combination of both?

a. All roofing will be removed. Replace glu-lam, repair TJI in damaged area as required. Install new steel roofing (not copper) on entire structure. Gutters and downspouts to match. While roof is off. Inspect existing plywood for damage, dry rot, etc. and replace as necessary.

3. On the SOW 1(d) states to “removed damaged gutters and downspouts” but 2(d) states “Install new standing seam roof for entire structure with gutters/downspouts.” Please clarify.

a. Remove all of the existing metal roof and replace with matching gutters, downspouts.

4. The SOW states electronic document tracking software is required for this contract. Will ProCore be sufficient to use on this project?

a. Yes, Procore is acceptable to this requirement.

5. On drawing 3, Section 1, there is a note “Standing Seam Copper Roof,” Can you please confirm you want, copper roof, flashings, gutters, and downspouts?

a. Remove existing copper roof and replace with new steel standing seam roof with gutters and downspouts.

6. Since the roof is going to be replaced, would you want to add an alternate to the bid to replace the four skylights?

a. No

7. The solicitation, item 2.7.c, states that the gid guarantee shall be 10 percent of the bid price or $3,000,000.00 whichever is less. Standard bid bond percentage is 20 percent of the bid price, please verify that only 10 percent of the bid is expected.

a. 20% of bid price or $3,000,000. 10% is an error.

8. Do you have the name of the manufacturer of the existing fence?

a. No-match existing.

9. Will the mason be allowed to leave his truck on the road while working on the brick repair?

a. No

10. Are we required to use temporary fencing at the committal shelter?

a. Yes

11. What are the safety requirements for this project?

a. Standard OSHA requirements

12. Are we responsible for polishing any surface damage on the underside of the wall that fell over?

a. It needs to be brought back to condition before it fell.

13. The specs say install Aluminum-Zinc Alloy Coated Sheet a standing seam roof and provide a color chart. The drawings read new copper roof and copper gutters. Can you verify which product is to be installed?

a. Steel

14. The SOW states that electronic document tracking will be required to be provided by the contractor. Will a shared cloud-based file system that each user has access to and can view and modify the files be acceptable?

a. Yes. As mentioned in #4 of the RFI responses, ProCore is acceptable or something similar. The software will have to be an acceptable site.

15. Can you provide the manufacturer of the brick at the fence?

a. That information is not available.

16. Can you provide the species of wood at the tung and grove ceiling at the committal?

a. Cedar Tongue and Groove Ceiling

17. Are we to replace the granite panel area that the columbarium stones fell in to? The left side of photo #6.

a. No, don’t replace the panel. If possible, you may buff out scratches.

18. What access route can we use to repair the brick columns/fence?

a. There are gravesites adjacent to the fence. You will need to work with the PM, COR and cemetery for accommodation.

19. Can we splice the existing glue lam instead of replacing the whole thing?

a. The Government is requesting for the whole beam to be replaced.

20. The section of Granite wall that fell appears to have hit the backside of the retaining wall in front of it. Are the damaged granite panels on the retaining wall to be replaced?

a. Yes

21. Metal fence sections to match existing. Please confirm we are to match the most recently replaced existing metal fence that appears to be aluminum and not wrought iron.

a. Confirmed

22. Are contractors expected to be impacted by cemetery services or operations during construction. If so, please describe.

a. There’s a possibility that cemetery Services and Operations will be going on. It is the contractor’s responsibility to check with the COR daily. The COR will provide the contractor with weekly schedules when available, but changes can be implemented as required.
