CEDAR CITY_ Rural Initiative – New Cemetery Development Contractor Questions & GOV Responses

1. The chain link specifications refer to bottom rail and the drawings shows 7ga spring coil tension wire at the fence bottom. Please advise which one you would like as you would not do both.

1. GOV Response: Use 7ga spring coil tension wire. The fencing is continuous to underground, so there is nowhere to put a bottom rail .

2. The specs and drawings both refer to ½” vinyl coated mesh. Please confirm that ½” mesh is required since 2” mesh is industry standard. ½” is about 8 times the cost. At Snake River National we used the 2” mesh which is the industry commercial standard.

2. GOV Response: 2” mesh is too large for the prairie dog protection. ½” mesh is correct.

3. The drawings show the chain link fence extending 6’ underground and 8’ above ground. This makes the mesh height 14’. Please confirm that this is the intent and why as we will have to have trench boxes at every post to insure safety.

3. GOV Response: That is correct. Fence needs to extend 6’ underground for prairie dog protection.

4. The specs say the mesh is to be 9ga Vinyl coated mesh has either an 11ga core with a 9ga finish or 9ga core and 8ga finish. Please advise. At Snake River National Cemetery, we used the 9ga core with an 8ga finish as this is the commercial grade. The 11ga is a residential grade.

4. GOV Response: Use 9ga core with an 8ga finish.

5. The specs refer to ASTM F 1083 for the framework. Would ASTM F 1043 be an acceptable alternative since it is domestic? At Snake River Canyon National Cemetery, we used the ASTM F 1043 as 1083 is an imported material. And the 1043 is stronger and meets the Buy American Act.

5. GOV Response: ASTM F1043 is acceptable so long as the pipe meets the requirements of Table 3 Group IA - Summary of Requirements for Hot Dipped, Welded Schedule 40 Regular Grade and High Strength Grade Heavy Industrial Steel Pipe Hot Dipped. Group IC is not acceptable. Also note, ASTM F1043 Table 2 states that Group IA Round Steel Pipe shall be produced to conform to Specification F1083, standard weight (Schedule 40). Weight shall not vary more than ±10 % from that prescribed.

6. The specs refer to both vinyl coated pipe and powder coated pipe. Please confirm that powder coating is acceptable for all the posts, rails and fittings. At Snake River Canyon National Cemetery, we powder coated them. Please advise.

6. GOV Response: Powder coating is acceptable.

7. In specification Part 2 section 2.2 C square posts are called out. Please confirm that round posts and rails are acceptable. At Snake River Canyon National Cemetery, we used round posts. Please advise.

7. GOV Response: Round posts are acceptable.

8. There were site investigations done by GEM Engineering. We know there is Basalt Rock on this site, and we want to know if there were any borings or a Geotechnical report made about the site?

At Snake River National Cemetery, we hit a ton of this rock and we want to head off this issue if we can.

8. GOV Response: It is already included at the end of spec section 31 20 00 Earthmoving in the combined volume II specs as an appendix. It is also included as individual spec section 31 20 00.

Geotechnical report also provided as a separate file.

9. Drawing A-512 C5 shows a panel of some sort on the bottom of the slide gates. This doesn’t appear to be an option with the specified Transport II Gates. Please explain the panels.

9. GOV Response: The steel panel should have been removed from detail A-512 C5. The transport II gates specified or equal are acceptable.

10. What are the required specifications for the slide gate operators?

10. GOV Response: The performance of the gates is specified in spec section 32 31 19. The fence supplier must supply an operator that will operate their specific gate and meet all the performance specifications in that section.

11. Please specify the type of key card system for accessing the gates.

11. GOV Response: They are specified in division 28 electronic safety and security specifications and must be tied into and run by the security system.

12. How many key cards will be required?

12. GOV Response: Twenty key cards.

13. Are you wanting these posts and panels out of cast bronze or are looking for them out of metal/aluminum? We did them in aluminum painted bronze and adhered a decal at the Snake River National Cemetery? The paint code for Matthew Paint is 7458, BUT there is also bronze casting company/manufacture in the same city with the name Matthews the supplies the seals, emblems and plaques to the VA as well. Please clarify.

13. GOV Response: They are to be prefinished powder coated aluminum, background color to be MP 7458 (cast bronze) and lettering to be surface applied white vinyl. They are not to be real cast bronze.

14. Are you wanting these section markers that go on the precast posts to be bronze or aluminum? We did them in aluminum painted bronze and adhered a decal at the Snake River National Cemetery? The paint code for Matthew Paint is 7458, BUT there is also bronze casting company/manufacture in the same city with the name Matthews the supplies the seals, emblems and plaques to the VA as well. Please clarify.

14. GOV Response: They are to be prefinished powder coated aluminum, background color to be MP 7458 (cast bronze) and lettering to be surface applied white vinyl. They are not to be real cast bronze.

15. Are you wanting these Flower Water Station signs that go on the precast posts to be bronze or aluminum with an adhered detail? We did them in aluminum and adhered the decal the sign at the Snake River National Cemetery? The paint code for Matthew Paint is 7458, BUT there is also bronze casting company/manufacture in the same city with the name Matthews the supplies the seals, emblems and plaques to the VA as well. Please clarify.

15. GOV Response: They are to be prefinished powder coated aluminum, background color to be MP 7458 (cast bronze) and lettering to be surface applied white vinyl. They are not to be real cast bronze.

16. The Spec calls for AmeriStar for the fencing. If we are able to offer an equivalent style, finish and strength as the AmeriStar in steel could we propose this as an alternate? As we did this same fencing at Snake River Canyon National Cemetery.

16. GOV Response: Equivalent items will not be reviewed or accepted until the General Contractor is under contract.

17. The CXT building shows a sloped to the center of the building, CXT cannot do this with a building as all parts of the building are prebuilt forms and a slope can’t be achieved.

17. GOV Response: The manufacture stated they can provide both the block out and slope floors.

18. Can the Superintendent fulfill multiple roles; such as SSHO and QCM, or do these need to be separate individuals?

18. GOV Response: Superintendent may fill multiple roles.

19. On the plans it shows two areas on the northside of the property that are not included in the clearing & grubbing, but all of the areas sounding these two areas are marked for clearing and grubbing.

19. GOV Response: . Only clear and grub as much as required in that area for construction.

Leave as much native vegetation in place as possible.

20. The prairie dog fence that is required, does not meet the spec in the area as the ½” mesh usually extends 2-3’ above the grade then a 2” mesh is used about that. Also in many areas that have prairie dog fences also have a 2” piece of metal that surrounds that the top of the ½” mesh to prevent them from climbing the fence. Would these options a change order or would just the 2” flat metal just be possible?

20. GOV Response: The ½” mesh is to extend the full height, not to just 2’-3’ above grade.

21. Prairie Dog Fence depth vs. rock. The depth of the prairie dog fence shows a 6’ depth below grade, but as with the soils shows the rock shelves are at depths of 5’ to 8’. So could the ½” mesh depth follow the rock selves?

21. GOV Response: The prairie dog fence and cobble filled trench under the ornamental fence must extend to a depth of 6’ below finish grade per the design details. If a boulder is encountered in the trenches excavated for the prairie dog fence or cobble filled trenches under the ornamental fence, it may be left in place only if it could be visually verified to extend to a depth of 6 ft below existing grade on both sides of the trench.

22. Boulders vs Rock Shelves. Many of the about ground basalt rock/boulders are part of a larger continuous basalt shelf like what was encountered at Snake River National Cemetery. With all the test pits being dug, we can see the areas selected or dug were only in areas where there were easy access with an excavator, but nowhere need the areas of the committal shelter, columbiums, and monument areas.

Many of these areas have the continuous rock shelf. We scraped the ground today with a spade shovel and found the continuous basalt shelf from the exposed basalt “boulders”. How will these shelves be addressed?

22. GOV Response: Test pits 9, 10 and 11 were dug where the committal shelter, columbarium and memorial walls are. If rock or boulders are encountered, it will have to be removed as required for construction per spec section 31 20 00 – Earth Moving. See Geotechnical Report in 31 20 00 Earth Moving spec section. Geotechnical report also provided as a separate file.

23. Traditional Burial Fill – There is nothing in the spec or on the plans that calls out the fill material for the Traditional Burial areas. At the Snake River Canyon National site, since there is basalt and caliche rock made digging traditional burial nearly impossible so that material was removed and replaced with a fill material. Will that be the same on this site since the ground conditions are the same?

23. GOV Response: Contractor shall provide fill material for the traditional burial section to a depth of 7 feet below finished grade. This fill material shall meet the requirements of “General Fill” per Part 2.1 of spec section 31 20 00 - Earth Moving.

24. Are Utah Prairie Dogs known to inhabit this specific site area, and are they expected to be encountered?

24. GOV Response: The prairie dogs were not present on this specific site at the time of the initial assessment on May 2019. They were located approximately 800’ to the east of the site.

They are not expected to be encountered but needs to be verified by the contractor with the pre-construction assessment required.

25. Sheet G-001 General conduct says that worked could be stopped due to burial ceremonies. Please confirm that this will not be required as this is a new cemetery.

25. GOV Response: There will be no burial stoppages on this project.

26. Please provide a geotech soils report for this project.

26. GOV Response: It is already included at the end of spec section 31 20 00 - Earth Moving in the combined volume II specs as an appendix. It is also included as individual spec section 31 20 00 geotech.report.appendix. Geotechnical report also provided as a separate file.

27. Is rock excavation expected?

27. GOV Response: See Geotechnical Report in 31 20 00 Earthmoving spec section.

Geotechnical report also provided as a separate file.

28. The card reader spec 28 05 00 is vague and does not provide specific system requirement. What system is the basis of design?

28. GOV Response: See specs 28 05 00. A system comprised of cards, readers, gate controllers, servers, and software to control the physical ingress and egress of people within a given space.

The model is on sheet T-101 (keynote 10) that include all components.

29. Please confirm that the contractor is only required to provide the Taps Player required per 6/E601, but that the VA will be responsible for the digital content.

29. GOV Response: Confirmed, the VA will provide the digital content.

30. Please provide mounting/ storage details for the Taps Player and black start push button.

30. GOV Response: See key note 19 for lockable enclosure. See detail D9/A-506 for enclosure installation detail. Black push button can be mounted recessed into the stone wall using suitable switchbox and cover.

31. Sheet D101 shows two areas that require household refuse, trash and other debris to be removed. Are hazardous materials expected to be encountered? Please specify what types refuse, trash, and debris are present.

31. GOV Response: The trash consists of domestic waste; no hazardous waste is anticipated.

32. Sheet D-101 calls out a requirement to coordinate with Rocky Mountain Power to relocate the existing overhead power line, please provide a routing plan that shows the location for the rerouted overhead power line.

32. GOV Response: The route is shown on sheet E-101 (Noted: 3” conduit to existing pad mounted switch) on the north side of the incoming roadway.

33. Has Rocky Mountain Power already performed the design for the new electrical service required for this project?

33. GOV Response: Yes, see Electrical Relocation Clarification, response 63.

34. Please confirm that the VA will be responsible for any fees related to Easements for the re-routed power lines.

34. GOV Response: No easement fees are required.

35. Are we able to use our own form for the contractor cost breakdown worksheet, or are we required to use the form that was provided?

35. GOV Response: Use the form provided.

36. Will the VA be responsible for design and engineering fees applicable to the overhead power line relocation, that may be imposed by Rocky Mountain Power?

36. GOV Response: Any fees associated with Rocky Mountain Power will need to be lumped in with the construction cost from Rocky Mountain Power to the contractor. See Electrical Relocation Clarification response 63.

37. Who is responsible for the installation of the new 3” conduit connection from the existing pad mounted switch to the new transformer location shown on detail 1/E101?

37. GOV Response: . See Electrical Relocation Clarification, response 63.

38. What is the required depth for the feeder per note 8/E101? Is the intention to bore under 1600 South Street, or sawcut, and patch back the existing roadway?

38. GOV Response: 3’ deep. Jack and boring under the road will be required. No sawcut and patch.

39. What is the required depth for the 3” conduit from the pad mounted switch to the new transformer location? Please provide a trench detail for this scope.

39. GOV Response: . See Electrical Relocation Clarification, response 63.

40. What is the depth of the existing domestic water service?

40. GOV Response: Depth is not known. .

42. Please confirm that an existing Electric Meter /Service entrance will be provided by the utility and not the contractor.

42. GOV Response: There is no existing electric meter/service on the site. The contractor is to coordinate with Rocky Mountain Power and subcontract with them to install the new power lines, transformer, etc. for a complete project. See Electrical Relocation Clarification response 63.

See sheet E‐101 Note 1. Although the Electric Meter Enclosure and Transformer pad would be provided by the contractor the Utility meter and transformer would not. Coordinate with utility company for transformer pad size

43. What is the fault current for the electrical utility shown on 5/E601?

43. GOV Response: The fault current from the utility transformer has not been provided. The utility requires an application for a new service and fees to be paid before providing this information. For bidding purposes, assume 65KAIC for equipment withstand ratings.

44. What is the required AIC rating for the new electrical panels shown on sheet 5/E601?

44. GOV Response: This will be dependent on the size of the provided and installed transformer by the utility. This is information will not be available from utility until the contractor is awarded and has the utility has created a new service. For bidding purposes, assume 65KAIC for equipment withstand ratings.

45. Detail 5/E601 shows a new disconnect that ties into the existing utility, but it does not show how this connection is to be made, feeder sizing from the transformer to the new disconnect, location for the new disconnect, or feeder length from the transformer to the new disconnect. Please provide a complete one-line drawing that shows the required details of this connection.

45. GOV Response: The feeder from the transformer to the disconnect to be the same size as after the disconnect to panel LA1. (3) #4/0 in 2 ½”C. Note 1 on sheet E‐101 says that the disconnect is to be field coordinated. Assume it is to be mounted on a Unistrut support frame min. of 4’ from utility transformer for bidding purposes.

46. Note 11/C101 lists a mow curb, and also references sheet A-511. Note 11 mow curb is not shown anywhere on C101 and is also not listed anywhere on sheet A-511. Please clarify?

46. GOV Response: The mow strip is keyed note 15 on sheet A-511. It shows up on all the plans and sections of the ornamental fence and also on sheet A-512 at the chain-link fence detail.

47. Who will be the Authority having jurisdiction for this project?

47. GOV Response: The Contracting Officer and Contracting Officers Representative/Project manager.

48. Will this project require permitting with the local municipality?

48. GOV Response: No permitting charges. There will be water hook up charges which will need to be included in the contractors pricing.

49. Is there temporary power currently onsite? Location?

49. GOV Response: No.

50. Please provide a location to access water for construction.

50. GOV Response: Water for construction will need to be coordinated with Cedar City since there is a new tap being installed in this project to get water to the site.

51. Please confirm that water for construction is available at no cost to the contractor.

51. GOV Response: There is currently no water available on the site. See note 50 above. Fees for water usage will need to be coordinated with Cedar City and paid for by the contractor.

52. How the new water service tap (6/C102) connection to be made to the existing water utility main?

52. GOV Response: See detail below.

53. What is the actual PSI at the irrigation point of connection?

53. GOV Response: The Cedar City Public Works Department has stated that the static pressure at the high point of the property is approximately 40 psi

54. Please provide a specification section for doors.

54. GOV Response: The door specification is included in spec section 10 73 46.I.

55. How many of the items under the Storm Drain Category are considered Curb Inlets and should be Fabricated using Drawing C-504? Please include Structure ID’s.

55. GOV Response: See Chart F4 on Sheet C-202. All structures labeled JB, MH and DI are to be built based off detail F8/C-504. Make sure manhole locations are built as shown over the step locations. Do not center in the manhole.

56. How many are to be Fabricated using the Curb Inlet Storm Drain Manhole Detail and there Structure ID’s?

56. GOV Response: See Chart F4 on Sheet C-202. All structures labeled CB are to be built based off detail F9/C-504. Also see detail F8/C-504 for multiple pipe connections for CB locations.

57. What does the lid need on the Structure labeled (JB), Is it both Curb Inlet Frame and Grate along with a Manhole Ring and Cover? There is one labeled a DI as well. Any particular size or detail?

57. GOV Response: See detail F8/C-504 for JB, MH and DI structures. Sizing is based off the pipe size per chart in detail. None of them have the curb inlets associated with them, just the manhole rings and grates. The curb inlet frame and grate are shown for CB structures with multiple pipes coming in and out. Make sure manhole locations are built as shown over the step locations. Do not center in the manhole.

58. The CLIN Bid Schedule only shows 428 of the 807 vaults shown on the plans. Are all the other vaults, grading, preparations to be lumped together into Item 0001 "General Construction"?

58. GOV Response: There are 428 Pre-Placed Crypts, remainder are In-Ground Cremated Remains without vaults and Traditional Burial sites.

59. The specs call out our standard tapered lid with a self-close door. Unfortunately, those are two separate lid options. We have our standard tapered lid, shown on the left and a convex lid with self-close door on the right. Please let me know which would be best.?

59. GOV Response: Convex lid with Self-Close Door.

60. Is there a special decal for the hinged lid?

60. GOV Response: Decal is detailed on A6/LI-501 and F1/LI-502.

61. Also on the specs page 237 it says the site furnishings should be bronze. However, on page 606 it says they should be black. If you know the standard color please let me know.?

61. GOV Response: The color Bronze on pare 237 is to be used, not black.

62. ? For bidding purposes, what estimated volume of household refuse, trash and other debris is to be removed from the site?

62. GOV Response: Assume 20 CY of trash/domestic waste to be removed.

63. Is VCI paying for the power pole scope of the project? If no, Rocky Mountain Power won’t give pricing till a signed contract is in hand by the awarded contractor.

63. GOV Response: Electrical relocation clarification. For bidding purposes, the contractor is to price installing all electrical from the future transformer location to the rest of the project.

The awarded construction contractor (after award) will contract with Rocky Mountain Power for the existing power line relocation project. Rocky Mountain power at that time will give the contractor the price to relocate the electrical lines and the VA will reimburse the construction contractor for the work with a MOD to the construction contract.

64. If there is no useable topsoil available on the site, will it be the responsibility of the contractor to include this cost in their base bid or would it be a differing site condition? In areas where there was clear soil it has recent evidence of a large homeless encampment that has recently been cleared. In other areas there is too much rock, organic material and old waste in get clear topsoil.

64. GOV Response: See Geotechnical Report in 31 20 00 Earthmoving spec section, Geotechnical report also provided as a separate file.

See attached document: S06_Amendment-0001_Attachment-1_Geotechnical Report_Cedar City_942CM3001.
