About this file
This document provides an amendment to a solicitation and related federal contract opportunity. The amendment provides responses to contractor questions about construction requirements for a gravesite expansion project at Fort Smith National Cemetery. Key details include that the project involves constructing granite section markers, control markers, and a columbarium plaza without reinforcement. The amendment specifies using compacted drainage aggregate and geotextile fabric beneath pre-placed crypts due to existing soil conditions. It also addresses limestone requirements, tree removal procedures, and provides missing specification sections. The solicitation is for the Fort Smith National Cemetery Gravesite Expansion Project numbered 847CM3019, with bids due via electronic submission. The opportunity is a 100% SDVOSB set-aside for a construction project valued between $2-5 million under NAICS 237990.

Contractor Questions & GOV Responses
1. Will the Granite Section Markers require concrete bases/foundations?
1. GOV Response: No, construct as shown.
2. Will the Control Markers require concrete mow collars? If so, cast-in-place or precast?
2. GOV Response: No, construct as shown.
3. Will the Section Markers require concrete mow collars? If so, cast-in-place or precast?
3. GOV Response: No, construct as shown.
4. Are hard copies of Bid Bonds to be mailed to address in Block 7 in addition to the scanned Vendor Portal submission?
4. GOV Response: A digital copy shall be uploaded into the Vendor Portal with darkened seals as part of the bid package. The original bid bonds will not be mailed in at this time. Due to COVID-19, no one is in the office to receive the mail.
5. Drawing CG503-Crypt Details (Details 1, 2 & 3) directs the Contractor to furnish & install Compacted Drainage Aggregate #67, over Geotextile Fabric, at 6” thickness beneath the Pre-Placed Crypts for entire Section 31 Burial Field and within the Irrigation Aisles. Please verify this is the intent of the VA to install #67 stone as drawn in lieu of select fill. Trying to determine if intent was to have Contractor install #67 stone for the perimeter and irrigation aisles?
5. GOV Response: Yes, because of the existing soil conditions, the intent is to install #67 stone along perimeter and irrigation isles. Soil borings show lean to fat clays in the area of the crypt field. Using the existing clay material for backfill would not allow the drainage to filter down to the underdrain pipe.
6. Drawings referenced: CG301 Paving Typical Sections, AY301 Columbarium Wall Sections and S200 Columbarium Foundation Details; all depict a 4” thickness for general Columbarium concrete paving. Please verify the pedestrian concrete paving (exclusive of footing areas with thickened edges) within the Columbarium Plaza is to be placed at a 4” thickness with no WWF reinforcing.
6. GOV Response: Yes, the concrete is to be four inches in depth. See Sheet AY 301, Detail 4 for the reinforcing. Per this Detail, use #4 REBAR @ 12” O.C. BOTH WAYS.
7. Drawing CD 101 Demolition Plan instructs Contractor to remove two (2) trees that are precariously close to FSNC Section 19 burial field. The root systems are probably going to be in/around existing headstones and grave markers and will likely be disturbed by tree removal efforts. To what extent of root removal can we be expected to perform in order to achieve desired outcome while minimizing disturbance of graves?
7. GOV Response: Fully comply with all specified conditions, Section 02 41 10. Contractor shall maintain control of Means and Methods and may consider trench cutting down two feet cutting all exposed roots outside of adjacent graves prior to felling the designated tree. Coordinate with the RE/COR per Contract Document requirements
8. Are we matching existing Limestone seats walls, caps and veneer? Can you give additional requirement specifics on the limestone?
8. GOV Response: The Basis of Design for the limestone is: Indiana Limestone, Vanderbilt Classic Grey, full bed veneer smooth face and split fact. It is our intent this Basis of Design will certainly blend if not match the existing limestone used in the Cemetery entrance gates and some of the building accents. The limestone is further specified in Section 04 72 10, 2.1 Products.
9. Specification Table of Contents, page 5 of 294, lists section 32 33 00 entitled Site Furnishings. This section does not appear to be included in the Specifications
9. GOV Response: See attachment 1 of AMENDMENT-0001 for section 32 33 00 – Site Furnishings.
10. In the electronic file for Specifications (pdf format), the index indicates a section 02 41 00 entitled DEMO SITE CLEARING. This specification section is not listed in the Table of Contents but shows up in the index. When clicking on the indexed link 02 41 00, it takes the reader to section 01 57 19 Temporary Environmental Controls. Please confirm that the Specifications for the project are intended to include or not include a section 02 41 00. If the intent is to include, please provide the spec section?
10. GOV Response: See attachment 2 of AMENDMENT-0001 for section 02 41 00 – Demo Site Cleaning.
