Fort Gibson National Cemetery Gravesite Expansion Contractor Questions & GOV Responses
The Bid opening for 36C78620B0002 is extended from 2-12-2020; New bid opening date is 2-24-2020.
75. Who do the two existing ProBox storage containers belong to and will we need to remove those? Is the existing fencing around the storage boxes available for relocation for the temporary construction fence with privacy netting?
75. GOV Response: The cemetery will move the boxes and fence.
76. Who is responsible for removing existing concrete, rebar, pallets, post auger attachment, concrete pipe, and other miscellaneous debris.
76. GOV Response: The cemetery will move the concrete liner lids and the equipment, pallets and concrete pipe. All other material with be dispose of by the contractor.
77. Paragraph 17 tells the Contractor to fill out Sect. B1_Price/Cost Schedule & complete SO2_Attachment 08-Contractors Cost Estimate worksheet as part of the Bid Package.
a. I am not able to find Sect. B-1. Attachment 08 is plan sheets. There is an Excel document – Attachment 09 for Lump Sum pricing by Division – Is this what we use. I also found in the NCA Specifications, Section 01 32 17, Part 1, pp.1.5A –
b. We are to submit a Schedule of cost on AIA Document G703, which I assume would be after the bid, with the Construction Schedule.
77. GOV Response: Amendment-0002, question 60. GOV Response should read:
a. Minimum required bid documents mailed in accordance with the solicitation Bid Instructions page are: 1 set (Unstapled) originals of the following documents:
Completed and Signed, 2 pages of SF1442;
Completed, 1 page of SECTION B, B.1 A.3 PRICE/COST SCHEDULE;
Completed, as many pages needed of, S02_Attachment-8 _IFB Contractor Cost Estimate Worksheet Executed 20% Bid Bond
b. Schedule of cost is produced by and provided after a contract is awarded
78. There is also an Add Alternate described on Plan Sheet G-004, Note 9 for additional channel work, however there is not a place on the Bid Proposal to price it.
78. GOV Response: All work shown on contract document are part of the based bid, items note in CLIN 2. The quantity schedules are for reference only final quantities for bidding are the responsibility of the contractor to verify. The quantities are to be determined by the bidder.
79. Sheet CS101 shows 6’ temp fencing at one location however the specifications 01 00 02-7 states a 7 foot fence minimum around the entire construction area. Which is correct 6 foot only at the location on CS101 or per specification around the entire construction area per specifications
79. GOV Response: Provide the 6-foot fence and shown on the plan.
80. (a) Please clarify the use of 3500 psi indicated on drawings or 4000 psi concrete written in specifications. (b) Also, it is required that HES be used for intersection. (c) Will the HES psi be based on 3500 or 4000 psi mix designs.
80. GOV Response:
a) Specifications shall govern concrete strength. Use 4,000 psi.
b) yes
c) If HES is used, use 4,000 psi.
81. In review of the signage specifications, Section 10 14 00 Exterior Signage, and Drawing CS107 and CS501, there appears to be significant discrepancies that have significant cost implications. For example, on the contract drawings, there only appears to include four (4) types of signs (CDC#1, CDC#4, CDC#5 and Section Markers for Section #26, 27, 28 and 29). However, the Section 10 14 00 appears to include a lot more signage that aren’t shown on the drawings. These include Flag Type Street Signs, Electronic Readerboard Signs, Bronze Plaques – Service Emblems, Incised Letters, and Granite Section Markers (the section markers shown on the drawings call for precast concrete post, not granite). With these discrepancies, it is difficult for offerors to comparatively price the signage and would cause costly disagreements post awarded. We respectfully request the VA consider clarifying the signage requirements (i.e., provide as shown only on CS107 and CS501) prior to the bid date so Offerors can price equal scopes.
81. GOV Response: Provide Signage as designated on Sheets CS 107 and CS 501. Section markers are to be pre-cast concrete as designated in plans.
82 There are a significant number of Div 26 specification sections. However, in review of the drawings, there only appears one detail on LI502, Detail 8, that calls for 120V, 24V and grounding wire to come out of the pedestal mount controller assembly. There is no indication as to where the power for this controller is to be provided from. We respectfully request the VA consider clarifying where the power source for this controller is to be found so our subcontractors know how to price this scope.
82. GOV Response: The power source for connection to the Irrigation Controller is to be stubbed in the same valve box as the stubbed 6” POC connection. The Contractor is to verify this site condition as part of their scope of work.
83. Since this project is located in Oklahoma and the project submission is due in Virginia, in order to avoid having small business contractors incur the expense of flying someone to Virginia, would the VA consider allowing electronic submissions of the bid, in a single PDF file, in lieu of mailing or hand delivering the two hard copies?
83. GOV Response: Bidders shall mail their bid in accordance with the solicitation instructions. Attendance is not mandatory and a notice to unsuccessful offerors will be sent out.
85. Drawing CI502, Detail 15, shows a handicap pavement marking. However, neither CI105 nor CI106 quantify handicap striping requirements. Since there is a cost difference between a simple straight line versus a handicap, please clarify how many handicap spaces are to be stripped.
85. GOV Response: One additional handicap pavement marking is to be installed to duplicate the existing single stall marking.
86 Sheet G-003 references “Add Alt #1 Existing Drainage Channel Improvements” but the cost schedule provided in the RFP does not provide a line for an Add Alt. Is this Add Alt desired and if so, please provide a revised cost schedule?
86. GOV Response: All work shown on contract document are part of the based bid, items note in CLIN 2. The quantity schedules are for reference only final quantities for bidding are the responsibility of the contractor to verify. The quantities are to be determined by the bidder.
87 Sheet CI101 states that “The contractor and the owner’s representative shall inspect the pavement after milling operations are complete to determine the extent of repair work required”. For bidding purposes, can you please provide an estimated quantity of repairs or a separate CLIN for price per SF of asphalt repairs?
87. GOV Response: After milling any area of asphalt the require additional work beyond what is stated in the contract documents will be covered under differing site conditions.
88 Sheet CI 101 states that “any deteriorated curb and gutter shall be replaced prior to placement of 2” overlay”. Can you please provide a linear footage of curb and gutter to bid towards?
88. GOV Response: After milling any deteriorated curb and gutter that need to be replace beyond what is stated in the contract documents will be covered under differing site conditions.
89 Could Drivable Grass be an approved alternative to the Flexamat product listed.
89. GOV Response: The manufacturer/supplier would need to present their detailed proposal through the winning bidder. The proposal would need to compare the products called out in the contract documents with proposed products and show how they are equal or better and how it is beneficial to the Government. Additionally, if used this product change would require a cost savings to the Government before any product change could be accepted after award.
90 Please specify the expected LF and the expected location of the 7' privacy construction fencing required on this project.
90. GOV Response: The Project Work is defined by the Contract Documents. Provide the fencing designated on Sheet CS 101 for location and quantity.
91 If construction fencing is placed on east side of expansion area, is the temporary / privacy fencing required as shown on drawing CS101?
91. GOV Response: Yes
92 Section 01 00 02, paragraph 1.5(L)(2) appears to require Offerors to completely demobilize from the jobsite when there is a committal service taking place at the cemetery. Since this is a great expense on the contractors, please confirm that the requirement is only to cease work, and that equipment can be located at the jobsite laydown area during these cemetery activities.
92. GOV Response: When construction work is near the committal service shelter the contractor near to cease the work in that area until after the service is completed. The contractor does not need to demobilize from the jobsite.
93 Spec 01 35 26 para 1.12 Infection Control- Would the government consider removing this section from the specifications as it is written for the VA Medical Center and Indoors?
93. GOV Response: Specification section 01 35 26 deleted
94 Spec 01 35 26 para 1.13 Tuberculosis Screening- Would the government consider removing this section as it is written for VA Medical Center?
94. GOV Response: Specification section 01 35 26 deleted
95 Spec 01 35 26 para 1.18.B Excavation Permit- Would the government consider dropping the requirement to have a PERMIT to enter a trench considering that we have JHA's, CP's and OSHA 30 Superintendents on site for all operations. This requirement will place an undue administrative burden on the contractor considering the scope of work.
95. GOV Response: Specification section 01 35 26 deleted
96 Dewatering operations are uncontrollable and unforeseen conditions. Weather patterns based on farmer’s almanac can be predetermined to an extent. Will the government consider dewatering operations as unforeseen conditions? If detwering is expected to occur then what is the measurement to use to properly estimate a competitive value.
96. GOV Response: Refer to the Geotechnical Report for ground water conditions. Dealing with Ground water is to be included in the bid. The Contractor is to maintain control of the means and methods of the construction functions. Uncontrollable and unforeseen weather conditions are as stated not within the contractor’s control.
97 Spec Section 01 35 26, para 1.7(C) states, “However, the SSHO has be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as SSHO.” Question #1: In an effort to minimize cost, would the VA please consider allowing the Prime Contractor’s Superintendent to serve as the SSHO as long as the Superintendents the qualifications for both positions. And 2) Since there is no requirement stating so and no quality control spec section, please confirm that a Quality Control Manager is not required for this project.
97. GOV Response: Specification section 01 35 26 deleted
98 Can 3/8" chips or 3/8" clean rock be used in place of pea gravel for placement between crypts?
98. GOV Response: Alternate materials may be considered but must meet the criterial in specs SECTION 03 48 21 - PRECAST CONCRETE BURIAL CRYPTS. This is a substitution, Contractor to submit a Proposal Request.
99 What are the subgrade, subbase, backfill and/or seeding or sodding requirements for the grass pave path installation?
99. GOV Response: The existing subgrade shall be proof rolled, subbase shall be 6” thick with a mix of 30% topsoil & 70% sand/gravel mixture. Grass pave system shall be backfilled with topsoil and seeded.
100 . I just wanted to confirm with you that the lid for the trash receptacle is our convex lid with the self close door. This is usually what is specified for the VA cemeteries, but the wording on the specifications is a little unclear.
100. GOV Response: The Contract Documents call out the Victor Stanley S-424 unit, Sheet LI 502, Detail 5. The unit is to comply with the manufacturer’s current product production conditions. Any additional variations or proposals can be addressed with a Proposal Request but must follow the basis of design of the designated unit.
101 . Are we to include any quick couplers for the irrigation system?
101. GOV Response: No. Connection for on demand water is to be through the Flower Water Station spigot.
102 Are we required to install a backflow preventer at the point of connections with the existing system?
102. GOV Response: No backflow device is required for this expansion of the irrigation system. It is included in a previous phase.
103 The Griswold master valve is listed on the legend as 8”. Is this size correct, as the mainline is only 4” at this location?
103. GOV Response: Mainline connection in that location is 6”, and the Griswold Master Valve is to be 6”. Past this point, the mainline drops to 4”.
104 Are Carson valve boxes acceptable in lieu of the Applied Engineering valve boxes?
104. GOV Response: Yes
105 What is the size, make and model of the air relief valve?
105. GOV Response: Crispin A-20, Size 2” (or equal).
106 Is the 2” POC for the flower watering system in the middle of the existing road, as depicted on drawing LI101?
106. GOV Response: This point of connection should be located adjacent to the Flower Watering Station on the south side of the road curb in the turf area. Contractor to verify this site condition as part of the scope of work and provide direction if connection is not as anticipated.
107 Are we required to install all 24V signal wire in conduit, as shown in detail drawing 7 on sheet LI501?
107. GOV Response: Yes 108 Are we to include drip irrigation per section 32 84 00 item 3.7?
108. GOV Response: No drip irrigation is included in this Project.
109 Per section 32 84 00 item 3.8.E, contractor shall install system for both manual and automatic draining. Can you provide more information as to what is required?
109. GOV Response: This item of the Specification is deleted.
110 . Does the contractor need special certification to bid the project?
110. GOV Response: Bidders shall be a a certified Service Disable Veteran Owned Small Business
111 Would you be able to provide some additional detail on the grass pave path to the south of the grave expansion area?
