1.0 INTRODUCTION
In preparation for the renovation of the Chattanooga National Cemetery, the Administration Building
(Building 1001), Restroom Building (Building 1501), and Maintenance Complex (Building 3004-1) were surveyed. These structures are currently in use by Chattanooga National Cemetery customers and staff and contain equipment and supplies.
The National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation defines the sampling of suspect asbestos containing materials necessary in existing buildings that will be subjected to either demolition or partial demolition for renovation. The sampling consists of collecting multiple samples of both friable and potentially friable materials that may be disturbed when a building is being renovated or razed. The sampling will also supply information for compliance with OSHA and proper disposal of the waste.
In addition, representative samples of painted finishes were collected and were analyzed for lead content.
Painted finishes that contain regulated amounts of lead could impact demolition, disposal, or worker exposure. Flaking finishes that contain regulated amounts of lead are to be analyzed by TCLP.
1.1 Objective
The objective of the survey was to evaluate the presence of asbestos and lead-containing paint in the structures. The information gathered as part of this survey will be used to remove any identified regulated materials prior to demolition of the structures. Abating and disposing of regulated materials will help minimize amounts of the material to be handled as special waste.
1.2 Site Description
The site is an operational national cemetery. The site consists of three (3) main structures: the
Administration Building (Building 1001), Restroom Building (Building 1501), and Maintenance Complex
(Building 3004-1). The Maintenance Complex (Building 3004-1) also consist of two (2) detached metal canopies and one (1) detached wood, metal, and brick shed with shingled roof for storage of equipment of supplies. Access to these structures was provided by Mr. William Catoe of the Chattanooga National
Cemetery. A site layout is provided in Figure 1.
Maintenance Complex (Building 3004-1) is a single-story concrete, block, stone, and brick masonry structure with slab on grade and triple-shingled roof. The building has exposed concrete floors in garage and storage areas, tile flooring in the restrooms, breakroom, hallway, and utility room, and vinyl flooring in the office. The walls are painted drywall, concrete, block, stone, and brick. A concrete retaining wall comprises the north and east walls of the facility and extends west. The retaining wall appears to be painted the same tan color as the remainder of the facility.
Wood Project No 6166180895 Page 4
Restroom Building (Building 1501) is a single-story stone structure with a slate roof. The building has tile flooring in the men’s and women’s restrooms and concrete in the mechanical room. The men’s and women’s restrooms are colored tile and portions of the exterior and interior mechanical room walls are painted drywall and plaster.
Administration Building (Building 1001) is a single-story, stone structure with a slate roof similar to the
Restroom Building. The building has tile flooring in the main lobby, hallways, housekeeping closet, and restroom, carpet in the offices, and concrete in the utility room. The interior walls are painted drywall.
2.0 INSPECTION
2.1 Personnel and Date(s) of Inspection
2.1.1 Asbestos Sampling
The asbestos sampling and field activities were performed on 7 November 2018 by Andy Foy and Nicholas
Smith, Accredited State of Tennessee Asbestos Inspectors. A copy of the inspectors’ accreditation and
Wood’s, current accreditation from the State of Tennessee is included in Appendix A. Accredited State of
Tennessee Asbestos Inspectors
The asbestos survey was conducted in general accordance with the asbestos survey requirements identified in the National Emission Standards for Hazardous Air Pollutants (NESHAP), for buildings that are to be renovated and/or demolished. The Tennessee asbestos regulations found in Chapter 1200-03-11-.2 adopts by reference the federal NESHAP regulations.
The identification of ACM is performed by collecting bulk samples of suspect materials and having those samples analyzed by a laboratory. ACM are those materials found to contain greater than 1% asbestos by polarized light microscopy (PLM). Bulk sampling is a procedure in which representative homogeneous sampling areas in a structure are identified and then sampled. A homogeneous sampling area is defined as an area that contains material of the same type (uniform in color and texture) and is applied during the same general time period. Suspect ACM was grouped into homogeneous sampling areas and categorized according to 40 CFR 763, as thermal systems insulation (TSI), surfacing material, or miscellaneous material.
Once the homogeneous areas (HAs) are identified, bulk samples of suspect materials are obtained at the discretion of our inspectors, based on site conditions and past experience.
For asbestos samples collected during the survey, a unique identification that identifies the homogeneous sampling area and unique sampling number for each sample collected was used.
Example: MC-01-01
Site Identification
(ex. Maintenance
Complex) Homogeneous Sampling Area ID
Sample Sequence Number
Wood Project No 6166180895 Page 5
Samples were collected by carefully removing small portions of the suspect material with a clean, sharp knife or other hand tool suitable for the material being sampled. Each sample was placed in a labeled plastic container immediately after collection. Sample containers were then placed in a large re-sealable plastic bag for transportation to the laboratory. The sampling instrument was wiped with a clean moist cloth to decontaminate the tool and minimize the potential release of asbestos fibers or cross-contamination of subsequent samples. Data pertinent to each sample (e.g., date, sample number, material description, and material category) was recorded on a field data sheet.
Wood collected bulk samples of suspect asbestos materials in a random method with a focus on materials appearing homogeneous with like color and composition. Metal, fiberglass, concrete, and wood materials were not considered as suspect ACM and were not sampled.
A total of 102 samples from 34 homogeneous area (HAs) were collected were submitted for laboratory analysis. Photographs of the structure and various sampling locations are presented in Appendix B, and laboratory analytical data sheets are included in Appendix C.
2.1.2 Lead Sampling
The lead sampling and field activities were performed on 7 November 2018 by Andy Foy and Nicholas
Smith.
The identification of lead-containing paint is performed by scraping bulk samples of the paint from the substrate and having those samples analyzed by a laboratory using Flame Atomic Absorption, also called, Chip Sampling. Sampling includes as many layers as possible. Lead-based paint is defined as having greater than 0.5% lead by weight. Chip sampling was limited by the scope of work to one sample per predominate paint color during this survey.
For Lead samples collected during the survey, a unique identification that identifies the homogeneous sampling area and unique sampling number for each sample collected was used.
Example: MC-L-01
Samples were collected by carefully removing the paint with a clean, scraper or other hand tool suitable for the material being sampled. Sample were funneled into a labeled plastic container during collection.
Sample containers were then placed in a large re-sealable plastic bag for transportation to the laboratory.
The sampling instrument was wiped with a clean moist cloth to decontaminate the tool and minimize the potential release of asbestos fibers or cross-contamination of subsequent samples. Data pertinent to each sample (e.g., date, sample number, paint description, and location) was recorded on a field data sheet. A

3.0 ANALYTICAL PROCEDURES
3.1 Asbestos Analysis Procedures
The bulk samples are analyzed in the laboratory using Polarized Light Microscopy (PLM) coupled with dispersion staining (EPA Method 600/R-93/116). PLM is an analytical method for asbestos identification, which identifies the specific asbestos minerals by their unique optical properties. The optical properties are a result of the mineral's chemical composition, physical atomic structure, and visual morphology. This is the U.S. Environmental Protection Agency (EPA) recommended method of analysis for asbestos identification in bulk samples.
Samples which contain multiple layers, or that have associated mastic or adhesive backing, are analyzed as two or more separate samples when possible. Drywall and joint compound are initially analyzed as layers, and the results reported along with the composite sample results as allowed by the EPA.
3.1.1 Asbestos Laboratory Name and Accreditation
The bulk samples collected for this inspection were analyzed by a laboratory that has received accreditation from the National Institute of Standards and Technology (NIST) under the National Voluntary
Laboratory Accreditation Program (NVLAP). The name and accreditation number of the analytical laboratory that analyzed the samples for this inspection is indicated below in Table 1:
Table 1: Asbestos Analytical Laboratory
Laboratory Wood, Atlanta
NVLAP Number 101066-0
3.2 Lead Analysis Procedures
The Lead chip samples collected for this inspection were analyzed as specified in OSHA 1926.62. Each sample was analyzed in accordance with EPA Method SW 846 3050B/7000B. The detection limit for this type of analysis is approximately 0.010 percent by weight. Materials containing more than 0.5% percent
Lead by weight are considered to be Lead-based paint. However, for OSHA purposes any measurable level of lead in the paint or coatings detected by the methodology is noted herein as containing lead.

3.2.1 Lead Laboratory Name and Accreditation
The chip samples collected for this inspection were analyzed by a laboratory that has received accreditation from the Environmental Lead Laboratory Accreditation Program (EELAP). The Environmental
Lead Laboratory Accreditation Program (ELLAP) is an approved lead laboratory accreditation program under the Environmental Protection Agency's (EPA) National Lead Laboratory Accreditation Program
(NLLAP). The name and accreditation number of the analytical laboratory that analyzed the samples for this inspection is indicated below in Table 2:

4.0 RESULTS
4.1 Results of Asbestos Bulk Sample Analysis
A total of 102 samples were obtained from the three (3) buildings. Multiple samples of each homogeneous area were collected in accordance with the NESHAP regulation and delivered to the laboratory for visual observation and microscopic analysis. The samples were selected based on homogeneous areas of suspect materials, as described in Section 2.1.1. The sample locations of the asbestos samples are depicted on the attached Figures 2, 3, & 4. The analytical results of all the samples collected from the property, along with the chain-of-custody records, are included in Appendix C.
Asbestos was identified in one (1) material out of the 34 homogeneous areas samples. Asbestos (2%) was detected in vinyl floor tile in the office in the maintenance complex. The office is located in the southern portion of the maintenance complex, next to the break room (Figure 2). Asbestos was not detected in the yellow mastic on the back of the floor tile. Since the vinyl floor tile contains greater than 1% asbestos, it meets the definition of asbestos-containing material and must be abated prior to renovation/demolition.
Asbestos was not detected in the restroom or administration buildings.
4.2 Results of Lead Chip Sample Analysis
A total of ten (10) chip samples were analyzed for the presence of lead. Samples were delivered to the laboratory for analysis by Flame Atomic Absorption. The samples were selected based predominate paint colors, as described in Section 2.1.2. The sample locations of the lead samples are depicted on the attached Figures 2 & 3. The analytical results of all the samples collected from the property, along with the chain-of-custody records, are included in Appendix D.
Four (4) samples contained lead compounds as a constituent in the paints. Lead-based paint (LBP) is defined as having greater than 0.5% lead by weight. One (1) sample met the definition of LBP. Black paint
Wood Project No 6166180895 Page 8 observed on window shutters, pillars, and exterior doors outside the restroom and office buildings had lead compounds detected at 6.7%. The paint on the shutters/pillars/doors was in good condition, and the material should be removed from the buildings with minimal disturbance.
Lead was also detected in brown paint around door frames in the maintenance complex (0.12%), yellow paint on exterior walls and posts at the maintenance complex (0.010%), and white paint on exterior walls and pillars of the restroom and office buildings (0.026%). While some of the paint is flaking, it is not regulated because it contains less than 0.5% lead. While OSHA recognizes the definition of LBP, they are more concerned with the exposure of workers due to cutting, grinding, or burning that could expose workers handling the materials. These items should be able to be disposed of as C&D waste if removed generally intact.
5.0 QUALIFICATIONS
The conclusions within this report are professional opinions based solely upon visual site observations and interpretations of analytical data as described in this report. The survey limited to asbestos materials. The survey did not include assessments for other environmentally sensitive building issues such as chemical contamination, PCBs, etc. that were not specifically requested.
Typical demolition techniques can expose portions of the building that are inaccessible. As a result, asbestos-containing materials (ACM) may be present in inaccessible areas (e.g., between walls, and above hard ceilings). Suspect materials encountered beyond this report within inaccessible areas should be presumed to contain asbestos until characterized.
The opinions presented herein apply to the site conditions existing at the time of the survey, and interpretation of current regulations pertaining to asbestos. Opinions and recommendations provided herein may not apply to future conditions that may exist at the site. Regulatory Requirements in effect at the time of the work should be verified prior to any work that impacts regulated materials. This report represents the findings of this survey and is not intended to establish scope or contractual terms for regulated materials abatement.

These samples were analyzed by layers. The first percentage is the overall asbestos content for the sample. Specific layer or component asbestos content is indicated when relevant. The EPA considers a material to be asbestos containing only if it contains more than one percent asbestos by Calibrated Visual Area Estimation (CVAE).
EPA regulations also state that Regulated Asbestos Containing Materials (RACM) -- materials which are friable or may become friable -- be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. Our laboratory utilizes CVAE on a routine basis and does not include point counting unless specifically requested. These reports may not be reproduced except in full. Any unauthorized use or distribution of these reports shall be at the client's and recipient's sole risk and without liability to Wood Environment & Infrastructure Solutions, Inc.
