About this file
This document is a Pre-Solicitation Notice for an Architect-Engineer (A-E) services contract issued by the Veterans Health Administration Program Contracting Activity Central. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, seeking a firm to provide complete construction documents and services for the Design EHRM Data Center project at the Hampton VA Medical Center in Hampton, VA. The contract will involve investigative and feasibility design services, schematic and design development drawings, construction documents, specifications, cost estimates, and construction period services.
Key details include a projected award in September 2025, with a 365-calendar-day performance period for design completion. The project's construction magnitude is between $10-20 million, using NAICS code 541330 (Engineering Services) with a $25.5M small business size standard. Firms must submit Standard Form 330 (SF 330) qualification packages by May 5, 2025, at 3:00 PM Eastern Time. The selection process will evaluate firms based on professional qualifications, specialized experience, technical competence, capacity, past performance, and construction period services experience, with geographic location serving as a secondary tie-breaking criterion.

DESCRIPTION
RFI Log The last sentence of the first paragraph on page 7 states “At least two projects must have been completed by the SDVOSB proposing as Prime for this project; all projects cannot be from stand-alone subcontractors.”
We are planning to pursue this project under a joint venture. Our firms have a history of working together and have had multiple JV entities together over the history of our JV partnership. Are projects performed under our previous JV entities applicable as Prime project experience?
VA Response: Yes as long as the JV was the prime on the projects and met requirements listed in this Request for SF330 notice.
