About this file
This document is a modification to a Pre-Solicitation Notice for a Department of Veterans Affairs architectural-engineering (A-E) services contract to design an EHRM Data Center at the Hampton VA Medical Center in Hampton, VA. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, with a NAICS code 541330 and a small business size standard of $25.5M. The project involves developing complete construction documents, including design services, working drawings, specifications, and construction period services for a project valued between $10-20 million.
Key details include a projected award in September 2025, with a 365-calendar-day performance period for design completion. Firms must submit Standard Form (SF) 330 Architect-Engineer Qualification Packages by May 5, 2025, at 3:00 PM Eastern Time. The selection process will evaluate firms based on professional qualifications, specialized experience, technical competence, capacity, past performance, and construction period services experience. The VA will select at least three highly qualified firms for discussions, with the highest-rated firm receiving a Request for Fee Proposal and potential contract negotiation.

Is changed to read:
“Include documentation that demonstrates your firm has discussed this opportunity with each subcontractor and agreed to a Part II being submitted as a proposed subcontractor. Inclusion of a subcontractor’s signed Part II will satisfy this requirement.”
RFI Log For the Professional Qualifications requirement to include documentation that demonstrates we’ve discussed this opportunity with each subcontractor, and they’ve agreed to submitting a Part II, will the inclusion of their signed Part II cover this requirement? If not, can the VA please clarify what documentation in particular they want to see here?
Update: A modification has changed the language referred to in this question. Please see above.
