About this file
This document is a Technical Questions and VA Response Tracking Sheet for the EHRM Infrastructure Upgrades project at the Fayetteville VA Medical Center. The document contains 121 technical questions and corresponding government responses covering various aspects of the project, including telecommunications infrastructure, data center upgrades, access control, cameras, fiber optic cabling, construction requirements, and facility modifications.
Key details include specifications for server cabinets (white color), cable tray requirements, air-assisted fiber installation, seismic zone category C, and contractor responsibilities for phasing, scheduling, and equipment installation. The VA provides clarifications on existing systems, noting that network switches and configurations will be provided by the VA, while the contractor is responsible for jumpers and compatible system integration. The document also addresses requirements for patch cords, cable colors, and installation details for various telecommunications rooms across multiple buildings, with an emphasis on maintaining compatibility with existing campus infrastructure.

13. 4-19-25 Can the VA provide information about if the contractor is to provide fiber jumpers for the airblown fiber system? Additionally provide information on how many fiber jumpers are to be provided for each 24strand fiber.
For example, (1) jumper at each end or (12) jumpers at each end.
CONTRACTOR IS TO PROVIDE 1 JUMPER
FOR EVERY 2 STRANDS AT EACH END.
SEE TNG101 – GENERAL NOTE 32.
JUMPERS ARE ALL TERMINATED WITH LC
CONNECTORS
14. 4-19-25 The New data center shows 20 new server cabinets, the plans sheet TN505 only shows 18 server cabinet according to that diagram. Please confirm correct count of server cabinets.
CORRECT COUNT IS 20 CABINETS. TN505
DETAIL IS DIAGRAMMATICAL ONLY,
SHOWING ONLY FIBER AND CAT6A
CABLING TERMINATION POINTS.
15. 4-19-25 The new data center shows vertical wire managers between the server cabinets. The details sheet only provides information on the TR rack vertical wire managers but there is no detail information on the wire manager between each server cabinet in the new data center. These are typically much larger. Please provide part number or width of preferred vertical wire manager that is to be installed between each sever cabinet.
A/E CANNOT DIRECT CONTRACTOR TO

CONTRACTOR SHOULD FOLLOW
SPECIFICATIONS AND NOTE THE
VERTICAL WIRE MANAGERS SHOULD BE
LARGER THAN 12 INCHES IN WIDTH.

17. 4-19-25 Fiber Diagram on sheet CU500 shows a 288-strand fiber to BLD 1? Please clarify if that fiber is to be a 288-strand fiber OR a 12-tube micro duct with (12) 24 strand ABF to BLD 1 Plus tubing for the CCTV and fire alarm. If it is a 288 strand it will require splicing/ cross connecting in BLD 1 to the TRS and as noted splicing is not allowed.
Please clarify your intent.
THE TOTAL NUMBER OF STRANDS
REQUIRED IS 288. IF THAT IS A
CONFIGURATION OF A SINGLE JACKETED
CABLE, THAT MEETS THE DESIGN INTENT.
IF IT IS BROKEN OUT AS DESCRIBED IN
THE QUESTION, THAT ALSO WILL MEET
THE DESIGN INTENT. IT IS THE
CONTRACTOR’S CHOICE ON WHICH
SYSTEM THEY OFFER IN THEIR
PROPOSAL.
18. 4-19-25 Will the Low Voltage/ Fiber Contractor be required to provide their ABF installer Certification of the airblown fiber system they are providing with bid package?
CONTRACTOR TO COMPLY WITH
SOLCITATION REQUIREMENTS. THE
CONTRACTOR PROPOSING AIR ASSISTED
FIBER WILL NEED TO BE CERTIFIED BY
THE MANUFACTURER AND PROVIDE
PROOF. THIS WILL MAINTAIN THE
FACTORY WARRANTY.
19. 4-19-25 The Fiber micro duct tubing 7,12,19 is a “extremely” rigid tubing. The proposed sizes on the hand holes will not accommodate any slack or turns in a handhole with our kinking the tubing. Please confirm if any slack will need to be provided in each handhole.
THE CONTRACTORS ARE FREE TO DESIGN
THEIR SPECIFIC AIR ASSISTED FIBER
SYSTEM WITH ANY CHANGES
RECOMMENDED BY THE MANUFACTURER
BUT THAT DOES NOT VIOLATE THE
OVERALL DESIGN SUCH AS STRAND
COUNT OR FIBER TYPE.
20. 4-19-25 Due to the structure of this ABF fiber system, it does not have a way of locating and tracing the line in the future as a direct buried fiber would. Will a tracer wire for locating purposes need to be installed in the new duct bank system?
CONTRACTOR SHOULD INCLUDE A
TRACER WIRE (AND UTILITY ID TAPE).
SEE DETAIL C7 ON CU160.

103. 4-19-25 Please remove factor 2 key subcontractor requirement for the technical proposal. Unfortunately, subcontractors do not send their proposals until the day of the bid, leaving little time to make a selection and submit the bid. The proposal should be based on the SDVOSB’s past performance and resumes only.
Factor 2 (key subcontractors) will not be removed. Communication installation is a vital part of this project and evaluation is necessary.
Note, we are not asking for subcontractor pricing information as part of the technical proposal.
Divisional pricing is required for the price proposal. Please see the solicitation for further details.
104. 4-19-25 Please Remove Factor 3 project execution. It is an unreasonable burden to be expected to hire a scheduling consultant at no cost to the VA to develop a CPM schedule and phasing plan for a factor that is only graded as pass or fail for a lowest price technically acceptable proposal. In lieu of a project schedule and phasing plan please consider requesting a resume for the GC’s scheduling consultant.
Factor 3 (project execution) will not be removed.
Factor 3 is being evaluated to validate the offerors ability to meet specification requirements. Note, cost loading will not be required as part of the draft schedule submission as solicitation guidance clearly states there is to be no pricing information in the technical proposal. Divisional pricing will be required in the price proposal. Please see the solicitation for details. You may utilize July 15, 2025 as an anticipated NTP date when building your draft schedule. Please understand that the July 15, 2025 is not an agreed upon date, it is only being used to aid in draft schedule development.
Note, a schedule consultant is only needed if the offeror does not have the capability in house. See specification section 01 32 16.15 for details.
105. 4-19-25 Will the VA please consider using the same technical proposal requirements as other EHRM’s. “Factor 1 Past Performance” only.
