29. Reference the PWS, Section 16.3, the Transition CONOPS. We see that you are now requiring the IOTA contractor, in addition to working with the COR, to work with the VHA SimLEARN Lab to develop the day in the life scenarios. Here is the reference from page 17:

16.3.2 Transition

CONOPS

Create and update Transition CONOPS. Transition CONOPS support the schedule development, acquisition, installation, and occupancy timelines. The contractor shall provide Transition CONOPS by functional areas. Transition CONOPS shall include a Day in the Life Plan, which describes the IOTA contractor’s plans for preparing Day in the Life scenarios to help prepare employees to work in the newly activated space and identify gaps, concerns, or safety hazards in the newly constructed environment that can be mitigated and resolved prior to opening for patient care. The IOTA contractor will work with the COR and the VHA SimLEARN lab to develop day in the life scenarios. The IOTA contractor will compile a single list of recommendations and outcomes for incorporation into transition CONOPS.

In order to determine the level of effort of working with the SimLEARN Lab, please provide more context on the expectations in working with SimLEARN in this endeavor. There is no doubt a great benefit here, but how is the IOTA contractor to work with SimLEARN on the scenarios; we assume the IOTA contractor remains the lead in developing the scenarios and does not take direction from SimLEARN. Or has scenario development taken a different approach?

ANSWER: The IOT&A contractor remains the lead developer of the Transition CONOPS and Day-in-the-Life exercises. Collaboration with the SimLEARN Lab will be pursued as a stakeholder engagement, not as a directive or contractual authority.

The existing language in Section 16.3 supports this engagement model. The COR will ensure the contractor consults with SimLEARN to enrich scenario realism, but final scenario development and execution remains the contractor’s responsibility, as originally scoped.

30. If no further guidance can be provided on how the IOTA contractor is to work with the SimLEARN Lab, should we assume there is no change to the contractual expectations or prior processes as awarded on previous IOTA projects?

Is the expectation that all medical equipment will be inspected, tested, and labelled at the warehouse prior to delivery to the main facility? If so, will the government or IOTA BMET conduct these tests, and re-box/repackage equipment to prep for transport to the main facility?

ANSWER: Logistics would need to initially inspect to create a Equipment Record for the Biomedical Equipment Maintenance Technicians (BMET) which initiates their inspections. (this statement reference for answer for 44 – 51)

45. If equipment is BMET inspected at the warehouse, is there a requirement to re-inspect/test again upon delivery to the main facility, prior to installation and/or being put into service?

ANSWER: No, however, depending on time on station, or due to time in storage it may need re-inspected to ensure it still meets certification.

Maintenance Technicians (BMET), contractor shall unpack and install or assemble the equipment...IOTA contractor to support VA Biomedical Engineering personnel with inspection (i.e.

acceptance test) for compliance with manufacturer specifications and VA standards prior to initial use.

Does this imply that there is a requirement for a second acceptance test/inspection to be completed upon installation, in addition to the testing and inspection performed at the warehouse when initially received?

Please provide a list of items to be installed by the manufacturer/vendor.

ANSWER: Once contracts for the FF&E are initialed and it is determined which contracts for the FF&E has “baked in” built-in agreements, it will be determined what then be established what items will be installed by the contractor.

49. The Government will identify items that require biomed checks/testing to be performed by the Government.

Please provide a list of JSNs that will be checked/tested by the government.

ANSWER: Once a comprehensive inventory is created of all medical equipment, including each item’s name, type and manufacture during purchase. A list of what will be inspected/ tested can be generated.

50. During room outfitting, logistics will provide the IOTA Contractor with (VA) barcode labels to attached to each item and capture product data to satisfy internal and government inventory management requirements.

Will all barcode labels be provided to the IOTA contractor before the equipment is delivered to the main facility, so that labels can be attached and necessary information gathered during the initial deployment—thereby reducing the need for multiple visits to each room?

ANSWER: Logistics would need to initially inspect to create a Equipment Record for the Biomedical Equipment Maintenance Technicians (BMET) which initiates their inspections.

51. Ref - 17.4.4 Warranty Management and Maintenance Support Plan (MSP): The MSP will clearly describe installed building equipment by name, type, manufacture, date installed, location and photo of the item.

Does the picture have to be of the actual item in the installed location, or can it be a photo of the item taken from the mfr. website, brochure, or specification sheet?

ANSWER: It is acceptable to utilize a photo of the item taken from the manufacturer's website, brochure, or specification sheet. This approach provides a clear and accurate representation of what the equipment should look like.

52. Ref - 17.4 Training and Simulation Plan: Assist in coordination of training for Clinical, Biomedical Engineering, Environmental Services and Safe Patient Handling (SPH) staff on operation of installed equipment to include, but not limited to, patient lift equipment, slings, and maintenance equipment. If training is requested by the end user, will the VA cover the cost of vendor-provided training for the applicable items?

ANSWER: Training for new Biomedical equipment should have the training baked into the purchase (referring to the inclusion of certain features, services, or conditions as an integral part of the initial purchase agreement).
