About this file

This document is a Request for Information (RFI) response file for the VA Fort Meade Infrastructure Upgrades Construction project. The RFI contains 115 detailed questions and corresponding government responses covering multiple technical disciplines including telecommunications, electrical, mechanical, architectural, civil, and life safety systems. Key technical clarifications include:

Telecommunications scope involves fiber optic cabling, access control systems, video management systems, and network infrastructure upgrades across multiple buildings. The project will utilize existing pathways, require specific connector types (APC), and integrate with current C-Cure 9000 software and Johnson Controls systems. Electrical and mechanical requirements include coordination studies, arc flash studies, heat trace installations, and specific equipment specifications. The government extended the RFI response deadline to July 16th and provided additional context around project-specific requirements like conduit installations, cabling methods, and infrastructure integration across the VA facility's existing systems.

36 VA

We looked through all the documents provided and did not immediately find a geotechnical report. Do you know if one is available for this project to review?

Record of geotech report will be provided by VA

37 Civil

It looks like the only excavations might be trenches for the new fiber optic lines and they extend maybe 5-8 ft below grade. Do we have any information that would identify if these extend below the water table and would indeed require dewatering?

There is also drainage scope near the new utility yard. The conduits and drainage are in dry condition to our knoweldge.

38 General

We know it says to check all conduits via Underground radar prior to starting work but that does not always reveal broken or obstructed pathways. We have had a few of the existing fiber ducts that we are supposed to be used to run new fiber blocked or broken underground, and wanted to know how VA would approach this issue if it is encountered on this project?

In the event of this or any other major conflicts or discoveries, the contractor would notify the VA and GDM project manager immediately. VA/GDM project manager will provide direction on how to proceed ie, virtual meeting to discuss the situation and next step

39 Civil

Can we get GDM to add a scale bar to their site drawings pages CU0101 thru CU0111 for the new fiber pathways or give us an actual footage per as it just shows 1" = 20'-0" and that means we would have to print full size for the take offs on the pathways.

No, there will be no revisons to the civil drawing to add a scale bar.

ISTS ver 4.0 is available on the VA Office of Construction & Facilities Management website. https://www.cfm.va.gov/til/telecom.aspTelecom

12 Telecom

It represents the CAT6a routing in Jhook. Areas with hard lid ceilign types and open to structure areas where cabling might be susceptible to damage will require conduit.

Does the ‘CJ’ cat6A routing symbol imply these cables are free-air and not in conduit?

40 Telecom

Can we get GDM to give us details on the depth and thickness of the existing foundations of all the buildings where we are adding new pathways into the existing buildings? It shows it going into concrete vaults but nothing on the buildings themselves. We need to know how deep and what kind of foundation we are going under or through for an accurate proposal. Fiber Profiles pages and site plans say see telco drawings for details and telco drawings say see site plan for details.

No depth or thickness of foundations will be provided. Contractor to bring conduit up the outside of the building and penetrate in using a 18"x18" Nema 3 box to transition from vertical to horizontal.

41 Civil General Notes on the Civil pages #5 state boring or jacking can be approved the COR, can you tell us now if it is approved and if so how deep will it need to be to not have to have concrete encasement?

Boring and Jacking are not allowed.

42 Civil Why is minimum cover to top of envelope so deep at 54" - this seems quite extensive as usually they are at 24 - 36" MAX on other EHRM projects.

The frost line is approximatley 42" below grade and the VA site design manual requires utilities to be buried 12" below frost line.

43 Civil Can the minimum cover to top of envelope be reduced under roads or walkways? If so what should that minimum cover be?

The minimum cover is set by the frost line which is continuous throughout the campus. No reduction is allowed unless an exception is approved by the VA.

44 Civil Page CG0100 Note #1 states Contractor to verify existing ADA slopes, can VA tell us if it is or not so we know what is actually required in our offer? And how do we recoup the extra cost if it is not?

The intent of this note is to ensure if ant trenching work conflicts with ada routes, the contractor must replace the existign routes to meet the ADA criteria.

45 General

During the site visit we only were able to see a few of the rooms and told they all look alike so no need to see the rest of them. This has caused major issues in the past with rooms not being all the same and existing rooms having major existing issues. Can we get photos on the interior of all TRs to verify conditions? If all rooms are not the same how can we recoup the additional costs if there are problems?

Contractor shall assume that the rooms are the same per the VA’s comments.

The awarded contractor will have a chance to see all the rooms during the pre-construction meeting. If it is determined that there are discrepancies, then the VA will provide direction.

46 VA/Architectural Will ICRA carts be acceptable to use for hallways and corridors when working above the ceilings?

HEPA carts are required in hallways and corridors for above ceiling work.

47 Telecom

Drawing #00-TS-003 note between Bldg. 113 and Bldg. 145. Per this note there is a 4” conduit for the A Feed and a 4” Conduit for the B Feed. If this is the case then will there be 17 A Feed cables in 1ea 4” Conduit. The maximum number of cells of innerduct in a 4” conduit is 9 cells. This scenario is repeated in several locations on the drawings? Can the VA explain their thoughts on how to install the large amounts of cable in a single 4” conduit?

(2) Fiber cables per sleeve. Fiber OD shall not be larger than .6" to meet 40% conduit fill.

48 Architectural Storage / TE - 201A seems to only show Ceiling Tiles to Demo but states to reinstall all salvaged devices, light fixtures and sprinkler heads to match previous location. How can we know what these items are?

TE’s are installed in existing spaces and do not require the removal of ceilings beyond the extent required to run cabling, conduit etc. existing ceilings and systems to remain.

49 Telecom

How large are the new 3/4" backboards being installed in all TR's supposed to be in total? It just says bottom @ 6" AFF and Top 8'-6" AFF - but how wide?

4 ft x 8 ft AC grade ¾ in. trade size fire-rated plywood backboard painted high-gloss white with two coats of fire-resistant paint for service provider/security/video/etc.

around three perimeter walls of TRs, entrance rooms, antenna entrance rooms, and as required for computer rooms. Do not paint over fire rating label.

50 Telecom

00-TG-001 schedules states all distances are approximate and our responsibility to make sure they are correct. Should we be using these numbers as the basis of our proposal? And if the numbers are off how can that cost be added to our contract if awarded?

You should use your own numbers and not depend on the schedule located on 00-

TG-001.

51 Telecom Can we get a total # at the bottom of each of the "Existing Cables for Demolition" and "New" Cable Schedules Cable QTY column? We tried to copy them and paste into excel but is not working correctly.

This is the contractors responsibility.

52 Architectural

There seem to be a lot of notes that say to patch and level concrete floor in TR's but doesn’t give us any indication of how bad the dame to be repaired

is. Can we get that info for the TR's?

Unless noted on drawings to apply self leveling compound to full extent of room, assume floors are “flat” patching and leveling applies to cracks and mounting holes from removed devices. Leveling of patch material to match existing floor.

Yes. RFI due date extended to July 16th per Amendment 0001

59 General

Does the Period or Performance account for winter weather work or winter weather stoppage? Depending on project award date, some work may not be feasible in the cold months or potentially cost more money to perform in winter conditions.

The period of performance was extended to 36 month to accommodate winter months. Contractor should factor all exterior work in their schedule to accommodate the cold winter months.

60 General Does the Period of Performance account for all long lead time items from the electrical equipment needed?

Yes. The contractor will be expected to provide submittals of long lead items such as padmount transformers, ATS, CRAC, switchboards within the fist 21 days of NTP

61 General Does the Period of Performance account for employee badging time frame?

65 Mechanical

According to the new code in chapter 11 of the International Mechanical Code - the new refrigerant is flammable. If the units have over 21 lbs. of refrigerant in them, the line sets must be encased in a one hour rated shaft.

The shaft must be ventilated by mechanical means 24 hours a day, seven days a week. If certain rooms are classified as machinery rooms, they need to be ventilated. Are the engineers aware of this new code change?

ASHRAE Standard 15 (which is the source of the shaft requirement) has been updated and (refer to addenum a for Standard 15, page 1) shafts (including ventilation) for A2L refrigerants are no longer required where IMC table 1103.1 conditions are met. This update is already approved for inclusion in the 2027 IMC also.
