About this file

This is Amendment 0008 to solicitation 36C77624R0154 issued by the Department of Veterans Affairs Program Contracting Activity Central for the Expansion of Medical Center Site project in Saginaw, MI. The amendment provides corrected RFI responses that were cut off due to formatting issues in Amendment 0007.

The amendment includes 72 questions and answers covering technical specifications, clarifications on requirements for storm sewers, electrical work, fencing, signage, and other site work elements. Key clarifications include: reduction of Factor 1 minimum requirement from $5M to $2M, extension of proposal due date to January 31, 2025 at 1pm ET, specifications for gas line installation, confirmation that temporary trailers/Conex boxes do not need to be relocated, and details about fence heights, storm water management, and security features. The document maintains that CAD files will only be provided to the winning vendor and affirms that contractors must be registered in CPARS though CPARS documentation is not required in technical proposals.

QUESTION GOVERNMENT RESPONSE

1. Please consider an extension to the bid due date (01/03/2025) due to the holiday season and difficulty in putting together and receiving accurate quotes while people take time off of work.

Solicitation due date extended to January 31, 2025, at 1pm ET in accordance with Amendment 04.

2. Please reconsider $5M minimum requirement on Factor 1.

Minimum requirement has been reviewed and revised to $2M minimum for Factor 1 in accordance with Amendment 0005.

3. kindly request an extension of the bid due date to January 13, 2025.

Solicitation due date extended to January 31, 2025, at 1pm ET in accordance with Amendment 05.

4. Have the railroads been decommissioned? is there more information about ties on railroad?

Also, is there any specific site to recycle those railroad metals?

Yes, the railroad spurs near the east property line have been decommissioned, but have no information related to the ties. The railroad metals are to become the contractor’s property to dispose of according to all local and federal regulations.

Check with local recyclers on acceptance of rails.

The Government will provide proof of ownership.

5. Can the phasing plan be done concurrently because when we do rough grading, we are going to do it all at once?

The phasing may be adjusted with coordination and approval of the VA project representatives. All temporary parking and access paths must be maintained.

6. Will topsoil or spoils be stockpiled on site? Topsoil and spoils that will be reused may be stockpiled on site. Excess topsoil and materials not scheduled for reuse shall be removed from the site.

7. CD102 shows clearing and grubbing for the vegetation area. Does it mean all trees along the railroad and vegetations need to be removed?

All trees within the area scheduled for clearing and grubbing according to sheet CD102 shall be removed. Any vegetation within the railroad property to the north shall remain. Contractor shall stay out of railroad property during all phases.

QUESTION GOVERNMENT RESPONSE

8. I cannot find the drawings for Low Voltage cabling/ Fiber for cameras if possible could you let me know where it may be?

Check the SAM posting for Attachment 02-01 and 02-02. Sheet TY601 shows all the low voltage for this project. TS100 and TS101 show routing information. Sheet CU118 shows all the signal structures that the low voltage cabling passes through as well as listing the type and quantity of cables. Attachment 11 on the Sam.gov site is also an excel file of this information. Specification Sections 27 and 28 provide further requirements.

9. Ref drawing CJ108 detail #71- How many linear feet of handrails is required and where will it be located based on the site geometric plans?

See sheet CS101. There is a note near the center of the page that states, “REMOVE EXISTING

HANDRAIL. FILL HOLES WITH NON-SHRINK GROUT.

REPLACE WITH NEW HANDRAIL. SEE DETAIL #71”

There is approximately 8-feet on each side of the sidewalk to be replaced (16-feet total).

10. Ref drawings CS104 & CS105- Will a sign schedule be provided? Will details be provided for each type of sign such as sign type EN-10.01, EN10.09, EN10.03, etc.…?

A sign schedule will not be provided. Signs reference US Department of Veteran Affairs Exterior Signs document. VA Signage Design Manual. Section 3.5 EXTERIOR SIGNAGE DRAWINGS included with this amendment for convenience.

Reference is also given to MUTCD sign standards in brackets. MUTCD has standard sign sizes, refer to single lane sign sizes.

11. Ref drawing CS104- What sign bases are applicable to the various sign types?

If the sign is located within the pavement, the Portable Sign Installation (Det #71) shall be used. If the sign is located within a grass or landscape area, the Sign Installation (Det #40) shall be used.

12. During discussions with my IT staff, I realized the furthest camera is over 2000ft away point to point and multimode fiber is not capable of those distances.

The Bosch VG4-SFPSCKT fiber to copper media converters that are being used for this project support cabling up to 1.2 miles on multi-mode fiber. This should cover the all cabling for this project.

13. Who’s responsible for Temporary construction fence?

Temporary construction fence is the responsibility of the general contractor to erect, maintain, and move as needed.

14. Existing plan shows wetlands flagged by others.

Are those areas need to be protected?

Existing wetlands on site were determined to be non-jurisdictional.

15. An excavation/site utilities subcontractor has asked us to request CAD files for this project from the engineer. Please advise.

The VA will only provide the CAD Files to the winning vendor.

QUESTION GOVERNMENT RESPONSE

16. We have an RFI regarding some discrepancies we are seeing with the structure sizes and inverts within the drawings. Looking at the inverts, rim, and structure sizes between sheet CU116 and the profile views for storm and sanitary utilities, they are showing differing values. Please advise on which sheet is correct.

See RFI response #56 for clarification.

17. The following cameras in the SOLICITATION NO.

36C77624R0154 Expand Medical Center Site 655-401 has been replaced with current models that meet Federally funded government projects. I have attached full data sheets for the current models as well. Based on the input from the Manufacturer for use and looks, it is recommended that you specify the most updated equipment with the latest software and firmware that will allow the best audio and video quality. I’ve attached the recommended Commend emergency call box system

VA has updated the following Specifications.

28 23 00 Video Surveillance, Sections 2.6 G, H, I, & J.

28 26 00 Electronic Personal Protection Systems, Section 2.3 C & 3.1F

18. Ref drawing CU110 & CU116- Manhole 355 is shown to have a Rim elevation of 600.50, on drawing CU110 the Rim is shown as 600.72.

Drawing CU110 notes a 12” RCP with an invert of 595.4. Drawing CU116 does not list 12” RCP and lists 18” and 24”. There are other manholes that also show indifferences from profile drawing to the structure list drawing. Which is correct?

Manhole 355 shall be constructed as follows.

Rim = 600.50 EJIW 1040 Type M1 Flat Grate Inv=594.75 SW 24” RCP Inv=595.40 E 12” RCP Inv=594.85 N 18” RCP Inv=598.72 N/S 4” Perforated Pipe Bottom=593.05

See RFI response #55 for additional clarification.

19. Ref detail #65 drawing CJ106- Neenah Foundry bollard 8401 is no longer available since Neenah no longer manufactures bollards. Will model R- 7584 from Reliance Foundry be acceptable?

Yes, Reliance Foundry R-7584 is an acceptable bollard to replace Neenah bollard 8401

20. On plan sheet CS103 it shows a path (possibly heavy duty) to the west of the “Concrete pad for motorcycle parking” but that area is not shown as being included on plan sheet CS102.

Please clarify.

This is part of phase 2 water main and electric utility work per GC101. The area west of the proposed motorcycle parking is standard duty asphalt pavement proposed to be replaced in kind for the installation of new medium voltage conduit feed as shown on sheet CU102. See sheet CD102 for removal notes associated with this work.

QUESTION GOVERNMENT RESPONSE

21. HMA Specs - Penetration Grade 50/60 roughly translates to PG 64-16 according to my research. I also, found that penetration grades were developed over 100 years ago. PG 64-16 is NOT available in Michigan. Options for common performance grade binders in Michigan are PG 58-22, PG 58-28, PG 64-22 or PG 64-28. Could we please have the modern PG number that the engineer is seeking?

Use PG64-28

22. Does the 72x48 building for demolition contain a slab on grade that will need to be removed as well?

Yes, concrete slab on grade will need to be removed.

23. The asphalt layout and paths are difference on the landscaping plan vs the north paving and restoration plan and also there is conflicting site geometric plans. Can you please clarify what is the correct layout for this project?

Geometric changes revised the east-west pedestrian crossing to be on the south side of the intersection. See sheet CS102.

24. MH 345 in the Structures excel file states that it is a 72” Pre Cast Manhole. The drawing detail states MH 345 is a 96” Hydro Dynamic Separator. Are we installing both a 72” MH and the 96” separator or just one. Please clarify.

CU107 and CU116 shows manhole 345 is a 96” Hydro Dynamic Separator. Only the 96” manhole is to be constructed at MH 345.

The excel spreadsheet was provided to help Electrical and Signal Trades locate the structures required for their cabling as they are located on CIVIL sheets and seems this may have caused some confusion. The only relevant tabs on Attachment 11 are labeled CU116 (for CIVIL structures), CU117 (for Electrical Structures), & CU118 (for Signal Structures) which are identical to those same Drawings sheets. The other tabs on the excel spreadsheet are to be completed by the Contractor as As-Builts. A revised sheet has been attached, however no data has been revised to correlate with the RFI changes noted in this amendment.

See RFI response #56 for additional clarification.

25. Is there a backflow preventor needed for the electrical manholes storm piping?

WBK recommends an inline 4” PVC vertical backflow preventer accessible from the electric manhole

QUESTION GOVERNMENT RESPONSE

26. Storm sewer profile does not identify the length of pipes between storm structures. Would you please ask engineers to revise their drawings.

What I assume is that it’ll pipe length from center to center of structures. They have the same problem with sanitary and water main profile.

The drawings are scaled, and pipe lengths shall be measured center of structure to center of structure.

27. Looking at storm sewer profile, and there are two storm structures that have discrepancies regarding structures sizes and pipe inverts.

Drawing CU107 : MH-345, is 8’ Diameter structure and there is no information of 18” RCP that goes to MH 351.

Manhole 345 shall be constructed as follows.

96” Diameter Hydro Dynamic Separator Rim = 600.41 EJIW Type A Solid Cover Inv=593.02 N 36” RCP Inv=592.92 S 36” RCP Inv=595.46 E 18” RCP Bottom=591.99

Refer to sheet CU109 for more information related to the storm work between MH345 and MH351.

See RFI response #56 for additional clarification.

28. Will a geomembrane liner be required for retention basin as called out in sheet P2 of the CONTECH drawings?

Yes, the geomembrane line should be as shown on sheet CJ107 on CONTECH sheet P2

29. Can CAD Files be made available for bidding purposes?

The VA will only provide the CAD Files to the winning vendor.

30. What is the existing material of the 120” combined sewer tie in?

Reinforced Concrete Pipe

31. Are there u-trap cleanouts intended to be installed with the proposed u-trap for the sanitary sewer?

The cleanouts shown on sheet CJ102, detail #22, are not required.

QUESTION GOVERNMENT RESPONSE

32. Please confirm that the existing electrical is the only utility within the existing building to be demolished.

Per drawing CD101, the only utility surveyed going into the building to be removed is underground electrical. No other utilities appear to be fed to this building.

33. Please provide a detail on the connection between electrical structures and storm drainage system.

See Sheet E502 detail #1 Power Manhole Details

34. In the pre-bid it was mentioned that the relocation of Conex boxes and trailers would be excluded from this project. Please confirm that the contractor will not have to include moving trailers and Conex boxes.

No trailers or Conex boxes are required to be relocated as part of this project.

35. See detail 28/CJ103. Does the perforated pipe need to have geotextile around the pipe or around the trench stone?

Yes, a geotextile liner shall be installed around the perimeter of the stone trench

36. See detail 27/CJ103. Does the sidewalk require subbase? If so, what material and how thick?

Yes, 4 inches CIP of 21AA aggregate base course shall be installed under all proposed sidewalks. See combination curb and sidewalk detail #34 on sheet

CJ103.

37. See AD101. What are the depth and details of the existing building foundation to be demolished?

No existing drawing information is available. It should be assumed that there is an existing foundation below the standing pole barn structure of the building and that the slab on grade could be 5”, unless thickened further below building structure.

38. Can you clarify what class of Ductile Iron you are looking for, for watermain piping?

Thickness Class 52

39. Can you please give some more detail/information on the Sump Pump Removal shown on CD102?

The sump pump was a temporary drainage solution to alleviate flooding near the property line in the area. A temporary power line and pedestal was installed to the area to power a small pump (pump size unknown, but likely ½ HP). The pump was placed in a shallow sump and the discharge pipe ran stormwater to the north toward the wetland area. Once the new drainage ditch and system is in place, the contractor shall remove this temporary power line, pump, and discharge pipe. This is a 120V 20-amp circuit ran with type UF cable back to the electrical panels that feed the construction trailers.

QUESTION GOVERNMENT RESPONSE

40. Ref drawing CU102 and Specification 33 51 00- A new natural gas line is shown from building 17 which runs north and east to service future buildings. When contacting Consumers Energy at number shown on drawing VA101, I am told they need the total connected load in MCFH for each future building that will be constructed, the delivery pressure, and the estimated annual usage in MCF/year OR estimated operation schedule (for example 24 hours a day for 365 days a week or 16 hour days on weekdays) to be able to provide a cost estimate. Will this information be forthcoming?

This is privately owned, and consumers will not be involved in the installation. Calculations for sizes and pressures have already been completed for future connections.

Final pressure to the future buildings would be 2psi and once constructed, dropped to 7-14 in wc at the building entry.

41. Is Camera 29 a License plate Camera. Yes, Camera 29 is a Fixed License Plate reader.

Keynote 2 is applies to this camera.

42. In accordance with Solicitation the project type is identified as a 237990 NAICS Code Heavy Civil Construction. This is the first Solicitation we have encountered being issued under this NAICS code. The project involves multiple trades and required coordination requiring the Prime Contractor to perform the “primary and vital” requirements of NAICS code for General Contracting which is “management, supervision, and oversight of the project, including coordinating the work of various subcontractors, but not actual construction performed”. We have identified subtrades involved to include Earthwork, asphalt, concrete, site utilities, electrical, etc.

We respectfully request that the NAICS Code that this project falls under be revised to 236220 for General Contracting. This will result in more competitive bids by qualified General Contractors. We believe that the requirements of the Technical Section requiring past performance of (2) awards under the 237990 exceeding $3.5mm will exclude the majority if not all of the SDVOSBs currently interested in this Solicitation.

Careful consideration was given to choosing the most appropriate NAICS of this acquisition as it relates directly to the project specifications and details found in RFP package.

The code 237990 – other heavy and civil engineering construction was chosen because it contains the highest relevance and dollar values associated to work identified in the cost estimate, specs, and drawings; specifically earthwork, utilities, heavy machine operators, and low voltage supply and install. Only a small portion of building construction is present, which is best represented by 236220 – commercial and institutional building construction. Although most VHA projects are building construction, this project is mostly civil-based. There may be more SDVOSB firms with 236220, but SDVOSB competition also exists under 237990. The contracting teams sustains its decision to solicit and award with NAICS 237990 to best support the project while also meeting Veteran’s First contracting laws.

Please see response #43 for the answer to the Factor 1 question.

45. Is a CPARS required for the projects provided in the technical proposal?

CPARS is not required to be provided in the technical proposal. Past performance is not included in the LPTA evaluation factors. However, contractors are required to be registered in the CPARS database.

46. Is the construction management software indicated under 01 00 00 – 1.34 of the specifications a licensee provided by the VAMC or is the prime contractor responsible for the cost?

The Prime is responsible for providing this service then providing access to the AE and the VA and its team.

47. Can the quality control manager or site safety health officer indicated under 01 35 26 – 1.9 be performed by one individual at each site or are these roles to be separate? Are triple hatting efforts of superintendent, quality control manager, and SSHO acceptable on this project?

It is acceptable for the Site Superintendent to perform multiple duties such as SSHO, however the QCM must be a separate qualified individual.

48. Can the contractor’s consultant indicated under 01 32 16.15 – 1.3A be a scheduling assistant in house of the prime contractor or does this individual need to be a 3rd party consultant separate from the prime contractor?

01 32 16.15 Section 1.2 C The Contractor’s representative shall have the option of developing the project schedule within their organization or to engage the services of an outside consultant. If an outside scheduling consultant is utilized, Section 1.3 of this specification will apply.

49. CD 101 shows underground electric needs to be removed, can you please tell me if it is direct buried or duct bank? What’s the depth of removal?

The underground electric shown for removal on CD 101 appears to feed the outlet which is powering the sump pump discussed in response #39. No records were available as this was a temporary fix to flooding issues.

Power for the pole barn is 1” Pvc conduit, 24” deep, not in duct bank. Power for the sump pump is direct burial type UF cable 24” deep. Power to the transformer (T-20) is connected via the existing duct bank from EMH-185 to EHH-305 then to the transformer disconnect in 3” pvc conduit not in duct bank. The Raceways to provide power for construction trailers are in pvc conduit 24” deep not in duct bank.

No existing drawing information is available. It should be assumed that there is an existing foundation below the standing pole barn structure of the building and that the slab on grade could be 5”, unless thickened further below building structure.

52. GC 102 (Phase 3) shows 6’ & 24’ Wide Road, can you please provide thickness of those roads, and can 21AA limestone be used as temporary stone at 24’ Wide Road?

All temporary drives and parking areas for parking lot staging and VA access shall be a minimum of 6 inches thick. All temporary walking paths to be a minimum of 4 inches thick. 21AA limestone would meet the material expectation.

53. #37 / CJ 103 shows excavated materials during underground utilities excavations can be used as backfill where pipes are laid under green belt areas. Can you please verify if materials are suitable for backfilling and not contaminated?

Details 36, 37, and 38 show backfill requirements.

Contractors shall expect to bring in MDOT Class III materials for backfilling under pavements as native soils will not meet requirements for Class III.

Existing soils may only be reused as backfill outside of pavement if they are not wet and unstable.

54. When we strip topsoil, can we stockpile stripped topsoil on site?

CD 101 shows a detail for railroad spur removal, can you please provide how deep we need to excavate the ballast?

Yes, stripped topsoil may be stockpiled on site as long as stockpiles are not in areas of ongoing work, temporary parking, or staging and stockpiles are maintained from soil erosion. The ballast depth is not known but shall be completely removed.

55. Sheet AD101 Note 3 directs the contractor to remove and salvage all existing equipment and furniture. What type and approximate quantity of equipment and furniture should be anticipated?

This building contains miscellaneous construction materials and equipment. Contractor to plan on providing two 40-yard dumpsters and dispose of the items doesn’t not want to salvage.

The General Contractor is completely responsible to coordinate shutdowns with the VA and modify the gas manifold in Building 17 according to detail #76 on sheet CJ109 and install the gas line as shown on the drawings. There shall be no additional cost to the Government.

68. Reference the Site Signage Plans CS 104 and CS 105: There are many of the numbered signs that do not have details indicated nor is there a sign schedule such as you have for the traffic signage for Drawing GC 105 and GC 106. Detour Plans. Can signage details be provided as well as a sign schedule?

Reference RFI Question #11.

No sign schedule will be issued.

Signage details are provided on the drawings, specification 10 14 00 SIGNAGE, and the VA Design manual (VA Signage Design Manual) as illustrated below.

Notes for signs on CS-104 & CS-105 show the type & construction. e.g. EN-10.01 (STOP SIGN) Sign Designation Each sign in the program manual has been given a specific sign type number designation. This designation provides a common description that can be referenced when ordering signs. The following explains how the sign type designations are derived.

EN – 10.01 Designates stop sign.

(E) Designates an exterior sign.

(N) Identifies that the sign is non-illuminated.

(10) Two-digit numbers identify a particular sign type family.

(01) The two-digit number following the period identifies a specific sign within the sign family.

72. In Spec. Section 34 71 13 – Passive Vehicle Barriers, it states to provide these concrete barriers in front on the security fence at building entrances where there are vehicle drop-offs. We cannot find these shown on the drawings and we believe that the requirement as to how many or how long and exactly where they must be placed is up for interpretation.

Can you give us a better idea where these are to be located or at least the length of barriers to be included in our proposal. Our idea of where they are to go and the COR’s could be different.

We cannot be sure where the VA will have vehicle drop-off during construction as these are not indicated either.

SECTION 34 71 13

PASSIVE VEHICLE BARRIERS

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Stationary anti-ram rated vehicle barriers adjacent to perimeter security fence, at building entrances, at vehicle drop-offs.

Revised to read:

“1. Stationary anti-ram rated vehicle barriers adjacent to perimeter security fence.”

This section applies to Architectural Columns shown on Sheet CJ106 #67 and Bollards shown on Sheet CJ106 #67. Spacing is shown on CS101.
