About this file

This document is a permit revision application for the addition of an emergency generator engine and other insignificant activities at the Lexington VA Health Care System-Leestown Road facility in Kentucky. The application includes the required DEP7007 forms, emission calculations, and manufacturer data for the new emergency generator. It analyzes the regulatory applicability, including 40 CFR 63 Subpart ZZZZ and 40 CFR 60 Subpart IIII requirements, and determines the installation of the new equipment does not require an advance permit revision. The insignificant activities include a diesel fuel tank, five small natural gas-fired boilers, and four small natural gas-fired water heaters associated with the construction of two new buildings and renovations to an existing building.

The related federal contract opportunity is for architect-engineer (A-E) services to develop construction documents, including working drawings, specifications, cost estimates, and construction period services, for a new radiation oncology building at the Lexington VA Medical Center. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project has an estimated construction cost between $10-20 million and a 280-calendar-day design completion period. The A-E selection process involves evaluating Statement of Qualifications (SF 330) submissions based on primary criteria like specialized experience, professional qualifications, capacity, and past performance, as well as a secondary geographic location criterion.

Mr. Zachary Bittner Division for Air Quality – Combustion Section Supervisor Kentucky Department for Environmental Protection 300 Sower Blvd., 2nd Floor Frankfort, KY 40601

RE: Permit Revision Application for State Origin Permit No. S-21-012 R1 Lexington VAHCS-Leestown Road (AI #1106)

Dear Mr. Bittner:

Lexington VA Health Care System-Leestown Road (VAHCS) is hereby filing a permit revision application for the addition of an emergency generator engine, in accordance with 401 KAR 52:040 Section 13 Actions that Do Not Require a Permit Revision in Advance. As part of this revision application, VAHCS has included notification of planned installation of insignificant activities, including the diesel fuel tank serving the generator, 5 small (< 1 MMBtu/hr) natural gas-fired boilers, and 4 small (< 1 MMBtu/hr) natural gas-fired water heaters. The new equipment will be associated with the construction of two (2) new buildings, Buildings 204 and 205 and, the renovations being done for building 39, at the Leestown Road campus.

The State Origin permit for the Leestown Road campus requires revisions to include a new engine in the existing Section B diesel-fired engine emission unit group, starting on page 12 of 24, as Emissions Unit 43.

This letter and its attachments contain all the required elements of a permit revision as specified in 401 KAR 52:040 Section 5, except pursuant to 401 KAR 52:040 Section 4(c), the application will provide only the information related to this change.

APPLICATION CONTENTS

This application letter provides a description of the new equipment being added and an analysis of the air permitting and regulatory requirements. A completed set of applicable DEP7007 series application forms (AI, EE, N, and V) are provided in Attachment 1 for the emergency generator engine being added and DEP7007 Form DD for insignificant activities. Emission calculations for the emergency generator engine can be found in Attachment 2. The engine’s Emission Data Sheet and Certificate of Conformity are provided in Attachment 3. A process flow diagram of the emergency generator engine is provided in Attachment 4.

REGULATORY APPLICABILITY AND AIR PERMITTING REQUIREMENTS

40 CFR 63 Subpart ZZZZ – Stationary Reciprocating Internal Combustion Engines (RICE) Pursuant to 40 CFR 63.6590(c)(1), a new stationary RICE located at an area source of hazardous air pollutant (HAP) emissions must meet 40 CFR 60 Subpart IIII requirements in order to meet the 40 CFR 63 Subpart ZZZZ requirements. VAHCS is an area source of HAP and; therefore, no further requirements apply for such engines under 40 CFR 63 Subpart ZZZZ.

Mr. Zachary Bittner - Page 2

40 CFR 60 Subpart IIII – Stationary Compression Ignition (CI) Internal Combustion Engines (ICE) Owners and operators that commenced construction after July 11, 2005, of a stationary CI ICE manufactured after April 1, 2006, and are not fire pump engines are subject to 40 CFR 60 Subpart IIII pursuant to 40 CFR 60.4200(a)(2)(i). Pursuant to 40 CFR 60.4205(b), the new emergency stationary CI ICE with a displacement less than 30 liters per cylinder that are not fire pump engines shall comply with the emission standards referenced in 40 CFR 60.4202(a)(2), which refers to the certification emission standards for new nonroad CI engines in 40 CFR 89.112 Table 1. According to the manufacturer emissions data sheet, provided in Attachment 1, the diesel generator engine is well within the required emission standards for Table 1 in 40 CFR 89.112 of 4.0 g/hp-hr for NMHC + NOX, 3.5 g/hp-hr for CO, and 0.20 g/hp-hr for PM.

40 CFR 63 Subpart JJJJJJ – Industrial, Commercial, and Institutional Boilers at Area Sources – Not Subject Pursuant to 40 CFR 63.1195(e) and (f), neither a gas-fired boiler nor a hot water heater is subject to this regulation. Therefore, this regulation does not apply to gas-fired boilers and water heaters to be installed per this permit revision application.

401 KAR 59:015 – New Indirect Heat Exchangers – Not Subject Pursuant to 401 KAR 59:015 Section 1, an affected facility is an indirect heat exchanger having a heat input capacity greater than one (1) million BTU per hour. None of the new natural gas-fired boilers nor hot water heaters have a capacity greater than 1 MMBtu/hr; therefore, this regulation does not apply to the equipment to be installed per this permit revision application.

40 KAR 59:050 – New Storage Vessels for Petroleum Liquids – Not Subject 401 KAR 59:050 applies to certain storage vessels which store “petroleum liquids”. Pursuant to 401 KAR 59:050 Section 2, a “petroleum liquid” does not mean Number 2 through Number 6 fuel oils, gas turbine fuel oil Number 2-GT through 4-GT, or diesel fuel oils Numbers 2-D and 4-D. The diesel fuel tank associated with the emergency generator engine stores only Number 2 fuel oil and, therefore, is not subject to this regulation.

QUALIFICATION FOR TREATMENT AS “ACTIONS THAT DO NOT

REQUIRE A PERMIT REVISION IN ADVANCE”

As a natural minor source subject to state-origin permitting requirements, Sections 12 and 13 of 401 KAR 52:040 establish two (2) categories of permit actions:

1. Actions that Require a Permit or Permit Revision in Advance. Per Section 12 of 401 KAR 52:040, for the modification of a source that will increase its potential to emit (PTE) by 2.5 tpy or more of a HAP, 7.5 tpy or more of combined HAPs, or 25 tpy or more of a nonhazardous regulated air pollutant, the permittee must obtain a permit or permit revision prior to commencing construction.

2. Actions that Do Not Require a Permit Revision in Advance. For all permit revisions except those covered by Section 12, the permittee must submit a complete application for the permit revision and may implement the change immediately upon submittal of the application.

Mr. Zachary Bittner - Page 3

Based on the minimal emissions increases from installation of the new emergency generator and insignificant activity boilers and water heaters, shown in Attachment 2, this action does not require an advance permit revision.

If you have any questions or comments about the information presented in this letter, please do not hesitate to call me at 859.233.4511 ext. 3354.

Sincerely, Richard J. Archer, MPH, CIH Lexington VA Health Care System – Safety Manager

To take into account the lower sulfur content of the diesel fuel burned, for purposes of representing SO2 emissions from the engine, the factor in AP42 Table 3.4-1 (Large Stationary Diesel Engines, 10/1996 edition) is used as shown below. This factor expresses SO2 as a function of sulfur content. As required under NSPS Subpart IIII, the ultra low sulfur diesel (ULSD) must be used in the new emergency generator engine.

Based on maximum sulfur content in ULSD of 15 ppm

AP-42 Table 3.4-1 (S is sulfur content in %)

Emission factors for organic HAP compounds expected to be emitted are based on emission factors in AP-42 Table 3.4- 3 (10/96 Edition). Emission factors are converted from lb/MMBtu as provided in AP-42 to lb/Mgal as applicable to the SCC designation.

CO2, CH4 and N2O emissions for diesel fuel combustion are estimated using the Distillate Fuel Oil No. 2 emission factors published in 40 CFR 98, Subpart C, Table C-1 & 2. CO2e emissions for diesel fuel combustion are estimated using the global warming potentials published in 40 CFR 98, Subpart A, Table A-1.

The test engine is intended to represent nominal production hardware, and there is no guarantee that every production engine will have identical test results. The family parent data represents multiple ratings and this data may have been collected at a different engine speed and load. Emission results may vary due to engine manufacturing tolerances, engine operating conditions, fuels used, alternate test methods, or other conditions.
