36C77624Q0204 Oklahoma City Surgical Intensive Care Unit & Operating Room Area IOT&A Solicitation Questions & Answers
***Performance Work Statement (PWS) has been updated to include the Construction Contract # 36C10F24C0002***
1. 16.1.2 It says our deliverables must not delay or conflict with the lessor/building contractor – is this negotiated item or mandated item? If mandated what is the remedy if the award date of this contract, existing project timelines, or other items yet to be discovered do not align so there will be schedule risks outside of our control?
Answer: Deliverable due dates can be updated via modification to align with the overall project schedule.
2. 16.1 If the general contractor dictates the timeline needed for all the MEP information, if there is not enough time to complete this effort in time based upon the very intensive needs during user group meetings and time required for a project such as this, what is the remedy?
Answer: IOT&A Contractor shall work to provide necessary information timely to limit any impact to the general contractor. If additional time is needed, per the Government’s schedule – the IOTA contractor, COR and CO will determination a potential need for contract modification.
3. 16.1 It says we cannot make any changes to the equipment that may affect the MEP without approval from CFM RE, CFM CO - will there be enough time to stay on schedule with this requirement? Often these approvals take a great deal of time which could affect the project schedule other deliverables?
Answer: IOT&A Contractor’s requests will be processed expediently so that impacts are minimized, preventing impact to other efforts for the project.
4. When will we be provided design documents and will we be provided them in REVIT? Along with the utility drawing layers? And prior to meeting with the end users?
Answer: All design documents from the general contractor (REVIT/CAD/PDF) will be provided upon their availability (once produced). Any documents already available will be provided as soon as the IOT&A contractor is on the project (post award).
5. Once we identify changes that are required to MEP and we submit and these changes are approved will we be provided with updated REVIT drawings showing these changes or will we be required to update our own drawings and will not receive any updated REVIT drawings from the AE?
Answer: IOT&A contractor can be provided any revised documents from the general contractor when they are provided to the government.
6. Will we be asked to send our REVIT drawings back to the government so these drawings can be shared with the AE so they will include our FF&E layouts in their drawings?
Answer: IOT&A contractor’s REVIT can be shared however any revisions to FF&E layouts by the general contractor is not contractual unless CFM’s Contracting Officer decides to issue a modification.
7. When we are provided with drawings does that mean the walls are not moving any longer? What happens if walls continue to move during our user group meetings and we are not provided with the latest information?
Answer: IOT&A contractor can be provided any revised documents from the general contractor when they are provided to the government.
8. Attachment B shows design must be complete NLT 8/25 – what date is the AE DD2 because all of our information from our user group meetings must be submitted prior to this date? Also, it has been our experience that the AE needs the information in time to incorporate our information into their DD2 design so what date will we need this information delivered to the AE. It says the site will tell us this date but what if the site does not give us enough time to complete our effort which often occurs because of the complexity of activation and especially a project such as this?
Answer: Further discussion to take place in regards to this question with PM, A/E, CO and owner (VA) after contract award. Any deliverables due dates may be modified depending on Government’s schedules.
9. Do you want us to add a percentage of the ROM pricing to allow for escalations so when the equipment is actually purchased it will be based on more realistic pricing instated of using current ROM pricing during the execution of this contract?
Answer: Industry standard is 3.5%. This can be determined after contract award.
10. Is it our responsibility to first validate the FF&E list meaning we would work with the end users to identify manufacturers of the listed FF&E, or will this be provided to use by the AE?
Answer: Further discussions to take place for this question in regards to proper coordination and approval process between contractor and end user after contract award.
11. Approved means we will finalize all the specifications of the validated FF&E is that accurate?
Answer: All specifications need to be finalized by the VA PM with A/E coordination.
12. When are hard copies of the drawings due? How many sets? What is the purpose of these drawings? Are these drawings per room or per floor? If the scale requirement is ¼ inch, should we assume this is per room? Are these drawings only for room typicals or for every room? If for room typicals is it every type of room or only specified rooms?
Answer: Due dates of hard copies and quantity of drawing sets will be shown on design schedule. Scale requirements will need to be discussed with A/E.
13. For the requirement to provide generic cut sheets Deliverable (1) for all JSNs should we default to MILSTD specifications for all cut sheets if no information is provided by the government? There are about 500 cut sheets in this project.
Answer: For cut sheet and specification standards and guidelines please refer to our VA Technical Information Library (TIL)
14. Are we to provide cut sheets for CC items and L_RE items?
Answer: Cut sheet for CC items are not required from the IOT&A contractor. Not sure what is meant by L_RE items?
15. The requirement for all Rooms contents list (attachment E) is really a roll up of the today number of pieces equipment of each JSN per acquisition code is that all that is required for this deliverable Number (3)? Also, can we update the JSN to be correct many are not accurate in the U category.
Answer: Updates and corrections to the Room contents list will be discussed with the site activation team after award.
16. For Item (2) Room by room should match the drawings and be reflected in the Contents Acquisition plan. Does this mean all rooms will need to be completely shown with FF&E or just typical rooms and then a total number of each room?
Answer: This question would need to be discussed in further detail after contract award between the site team, COR and other Government team.
17. It says the contractor assumes IOTA contractor is to include in their pricing the installation of all FFE except those items installed by the manufacturer/ vendor or general contractor. Often items that are marked as VC should be VV or vice versa. Is this statement nonnegotiable? If we submit our pricing up front without knowing the answer, can we price what we typically follow?
Answer: If there are any changes to the VV/VC items and responsibility of installation shifts to the IOTA contractor, a modification to the contract may be necessary.
18. 16.4.1 Will the government provide access to the ECAT list so we can make sure we do not submit packages that can be provided via ECAT?
Answer: During Acquisition Planning, the site team will coordinate a meeting between the IOTA contractor and the local NCO so that the local NCO can provide the IOTA contractor with any information needed in making an acquisition plan decision.
19. Are we pricing all optional tasks with our offer?
Answer: Yes
