About this file
This document contains questions and answers related to specifications for a construction project opportunity with the Department of Veterans Affairs. Specification sections list flooring products that are no longer available, and alternates will be considered upon approval in writing. The pervious asphalt specification calls for a specialized mix that most plants cannot supply in the required small quantity; confirmation is requested whether state gradation standards can be accepted instead. Preference for safety sensor locations on garage doors is requested for overhead or both sides of each leaf. Clarification is also sought on finish requirements for operator headers specified as both clear anodized and white.

1. Spec sections 09 06 00 (Finish schedule) and 09 65 16, lists WSF-1(Sheet Vinyl) Armstrong Medintone H5300 Cool White and WSF-2(Sheet Vinyl) Armstrong Medintone H5328 Greyed Blue Light. Both are currently not available products and do not have direct crossovers. Please advise of the alternate selections for Vinyl Sheet Flooring in these areas.
Per paragraph 1.2 of section 09 06 00, “Manufacturer’s trade names and numbers used herein are only to identify colors, finishes, textures, and patterns. Products of other manufacturer’s equivalent to colors, finishes, textures, and patterns of manufacturers listed that meet requirements of technical specifications will be acceptable upon approval in writing by contracting officer for finish requirements.”
2. The pervious asphalt pavement in spec section 32 12 16 requires a specialized mix (aggregate, liquid, and fibers) for a small amount of asphalt (85 – 100 tons) for the parking bay. Most of the asphalt plants are unable to supply this specialized mix due to the quantity. Please confirm whether VDOT gradation standards for pervious asphalt pavement can be accepted?
Permeable Pavement design was developed with performance comparable to “VIRGINIA DEQ STORMWATER DESIGN SPECIFICATION No. 7”
3. Spec 08 71 13.11 – pg 3, 2.5D, 5 & 6 - Will safety presence sensors be required in the openings with operators? If so, is preference for the sensors to be door mounted on both sides of the leaf, over the opening or both?
Yes. VA to provide preference for location or if there is no preference. - TJS
4. Spec 08 71 13.11, pg 4, 2.7, A 1 through 4 ask for clear anodize finish as well as a painted finish
- Please confirm the finish for the operator headers – Spec appears to call out clear anodize but then a comment on being white.
