REUSE STUDY AFTER SPS RELOCATION
Re-Use Options for Basement Floor Vacated SPS Area
The re-use of the SPS space is limited to its location in the basement and size at approximately 7,000 sf.
Based on observations and conversations with the VA facilities team, the following options are presented for future re-use of the SPS space if vacated as proposed in Options 3 and 9. These recommendations are based on observations and conversations with the VA facilities team, no large-scale assessment of clinic loads, growth needs, or master planning was part of the scope of this project. The following options are presented for future re-use:
1. Inpatient Pharmacy
2. Eye Clinic Consolidated with adjacent Ambulatory Surgery
3. Caregiver Support and Respite
4. Facility Central Locker, Lounge and Touchdown Space
Option 1 relocates Inpatient Pharmacy to the Basement Floor from the fi rst fl oor. This move would vacate critical space on the fi rst fl oor for patient facing care. Vertical circulation and adjacency to those areas serviced by Inpatient Pharmacy would be similar with this service if located in the basement. Based on the SEPS data input information provided by the VA, the new Inpatient Pharmacy would gain an additional
2,000 sf. The basement footprint would allow for a new Inpatient Pharmacy at 5,500 sf, and four conference rooms at 360 sf each. Inpatient Pharmacy SEPS program is provided in this section.
Option 2 relocates and consolidates the Eye Clinic next to Ambulatory Surgery where Ophthalmology provides procedures and surgeries. This relocation would consolidate the current clinic which is in two diff erent areas on the fi rst fl oor. This relocation is approximately the same size as the clinic spaces on the fi rst fl oor. The relocation would not increase clinic space. The program/spaces on the First Floor would be the basis for the program in the basement.
Option 3 is an option to create a central Caregiver Support and Respite Clinic. This is not a VA SEPS support clinic space for programming, nor a specifi c VA Space Planning Criteria Chapter. The program of spaces would be driven by leadership direction and stake holders need. This type of area would provide a central lounge for care giver respite, offi ces, touch down spaces for social workers, quiet rooms and group rooms for therapy and training sessions.
Option 4 is for facility lockers and central staff support spaces such as conference rooms and touchdown workstations. The central lockers and lounge would provide a place for logistics, EMS, Facilities, Nutrition, and other services to go for a break and to change before and after work. The space would also be provided with touchdown workstations, training, and conference rooms.
The recommendation of this study is to relocate Inpatient Pharmacy to provide future clinic growth opportunities on the fi rst fl oor to provide veteran care and increase the inpatient pharmacy space to support inpatient care.

A/E SOW FOR FOLLOW-ON DESIGN
Concept Option 3
A) Mission
Engineering Service’s mission is the total oversight and management of the environment of care, as it pertains to the physical infrastructure and base plant operations at the Edward Hines VA Hospital.
Engineering support is for customers that include, but are not limited to, patients, visitors, clinic staff and administrative employees.
B) Goals
The goal of this project is to provide a complete design and Construction Period Services (construction administration, also referred to as CPS) to renovate, expand and update the Sterile Processing Services in its current location on the Basement Floor of Building 200. A major component of the renovation is the installation of new sterile processing equipment, support equipment and water treatment fi ltration system.
A/E shall coordinate with sterilizing equipment vendors and VA design team personnel, as required, to ensure proper facility and utility preparation to accommodate the equipment to be installed via a separate contract.
C) Current Conditions.
Edward Hines Jr. Veterans Aff airs Hospital provides surgery, ambulatory outpatient surgery, eye procedures, dental clinic, GI and GU procedures, pulmonary procedures, radiology and radiation therapy and support to two ICU units. These services are reliant upon SPS Services and the departments supporting infrastructure, programmed spaces, and functioning environments to keep up with demand and provide sterile equipment.
Building 200 was constructed in 1968. The project area to be renovated has not undergone any extensive upgrades or modernizations since that time. The current SPS Department area is too small and improperly confi gured for effi cient and regulatory compliant work operations. HVAC is inadequate and cannot be properly controlled and water treatment for the building supply being used by special sterilizing equipment requires treatment. The existing SPS department also does not have appropriate storage provisions for sterile storage, scope process, low temperature instrument processing and locker support space.
D) Justifi cation
The completion and successful operation of the new SPS Services Department will improve overall infection control and instrument care in Building 200. It will provide adequate space and utilities for new equipment and support appropriate and regulatory compliant workfl ows. The project will upgrade HVAC equipment, lighting, power distribution, safety equipment and accessibility. This project will correct the following FCA defi ciencies:
• Record No. 42259 for equipment that is graded “D”
• Record No. 161422 for fi nishes that are graded “D”
• Record No. 363893 for water infi ltration graded “D”
• Record No. 363898 for water infi ltration graded “D”
• Record No. 363216 for outdated/missing PIV access control graded “D”
This package intends to provide guidance for the award of a Task Order to the existing IDIQ design contract.
The primary objective is for the A/E to develop a design for an upgraded SPS Department to include new equipment installation, improved infection control workfl ows, workfl ow effi ciencies, and timely services to those clinics supported by SPS.
E) The objectives of this project are to:

Concept Option 9
C) Current Conditions
HVAC is inadequate and cannot be properly controlled and water treatment for the building supply being used by special sterilizing equipment required treatment.
The primary objective is for the A/E to develop a design for a new expansion to Building 200 and new
SPS department on the second fl oor of the addition and include new equipment installation, improved infection control workfl ows, workfl ow effi ciencies, and timely services to those clinics supported by SPS.
The project includes site renovation of the drive and parking on the south side of Building 200.
E) The objectives of this project are to:
Review the SPS Relocation Study prepared to assess design options for the relocation of the SPS Services department. Concept Option 9 is the selected concept and to be referenced for additional information in support of this scope of work.
Review the existing program outlined in the study and validate with the stake holders.
Incorporate users’ desired changes to the functional concept plan provided in the study. Perform a code and criteria review to ensure the fi nished design complies with current codes and standards.
Accommodate new equipment, based on installation requirements provided by the equipment vendor.
Prepare phasing plans with ICRA requirements outlined to allow the continued, partial use of the space during construction operations. The SPS and Surgery Department shall remain operational through construction, with phased construction being required for the completion of work on the second fl oor.
All work conducted under this scope of work shall comply with the Department of Veterans Aff airs Master
Specifi cations and other Federal, State, and local requirements. The package shall cover all items as defi ned below.
F) Scope of Work
Under this Task Order contract, the A/E shall furnish multiple discipline architectural and engineering services for reports, planning and programming studies, investigations, testing, design concepts, design options, furniture design, construction drawings and specifi cations, review of shop drawings, samples, equipment, data, and other related documents.
