Vendor Technical Questions – Convert Residential Lots to Paved Parking
1. Has there been an asbestos or hazmat survey been completed yet? If so can we get access to this report? Secon 01 00 00, GENERAL REQUIREMENTS.
Yes, there was a survey done late in 2022. See attached.
2. Can you provide the original survey? The Solicitaon references it and states the details are enclosed but they are not.
Yes, see attached.
3. Detail B9 CG501/B4 CG503 for Screen Wall. How long is wall?
Sheet CG101 Wilson Lot calls out 138 LF of screen wall.
4. Is there elevaons and Drawing detail “cuts” that will be available for wall mounted EV/electrical/irrigaon and other box mounng?
No, contractor to provide submittal for VA review prior to purchase and installation. Attached cut sheet is basis of design, with all VA projects no items are sole source and contractor can choose approved equal. This will be reviewed as a shop drawing submittal.
5. Requesng a call box foong detail be added to the prints.
Attached cut sheet is basis of design, with all VA projects no items are sole source and contractor can choose approved equal. This will be reviewed as a shop drawing submittal.
6. Are there wrought Iron Fence Dimensions for areas showing these (length)?
See sheet CG101 – Wilson Avenue Drawings. Overall length estimated by AE is 197 LF.
Contractor to field verify quantities. Also see detail F8 on sheet CG503 and specifications section 32 31 40. Validation through shop drawing review will occur during construction.
7. For EV chargers, no model is called out, is vendor proposing EV chargers or how did VA intend this to be bid?(Drawing Note 11 on CU101) Chargepoint EV charging unit or approved equal.
8. Drawing CG101 Note 10 calls out Ameristar Gate. And Detail D1 on CG503 does not show motor or drive, Can a drawing with motor posions and foundaons mounts be given?
Attached cut sheet is basis of design, with all VA projects no items are sole source and contractor can choose approved equal. This will be reviewed as a shop drawing submittal.
9. Does the contractor have to hire an IH? Page 113 of 626 2.2 MONITORING, INSPECTION AND
TESTING .2.1 GENERAL A.
Yes.
10. Are there known hazmat liquids? We didn't see any on job walk?
Bid in accordance with the information that will be provided in response to question #2. If the report does not refer to hazmat liquids, then none can be expected.
11. Do you know if any heang oil tanks that leaked? How many tanks exist? Can a drawing be produced with underground Oil tanks for each residenal property be called out on it?
Bid in accordance with the information that will be provided in response to question #2. If the report does not refer to underground tanks or underground tank leaks, then none can be expected.
12. Have all residenal disconnects been made, if not what is sll live? Electric, Water, Sewer, Ulity? We saw the power was sll on in one of the residences.
Electrical demo drawings require the contractor to coordinate with NV Energy on power removal. Facility did disconnect water within the structures to prevent broken frozen pipes but did not remove any lines from the street into the structures.
13. Requesng writen confirmaon that all disconnects are to be cut and capped at the edge of the property not to the street. The Street appears to have been recently resurfaced.
Acceptable.
14. Permit Requirements:
a. Is an Excavation permit required? Yes, an encroachment/excavation permit is required.
b. Is an EPA storm water permit required? A SWPPP is required for erosion control for disturbing one acre or more or if project will disturb less than one acre but is part of a larger common plan for development or sale that will ultimately disturb one acre or more.
c. Do we need a Demo permit?
Contractor will need a grading/site improvement permit.
15. Please confirm NV will disconnect the Utility electric, cable and phone Correct?
See response to question #12. Facility has no preference on who does the actual disconnect, only that coordination occurs and the disconnect is accomplished.
16. For Tank removal what regulatory agency regulations govern this project? EPA? NV? OSHA?
The work is occurring on federal property, therefore federal regulations govern.
17. Will a qualified SWPPP developer QSD be required?
Yes, per note on drawing CG102.
18. Is 50% the required minimum for recycling Demo waste? Page 76 of 626 1.3 C Quality Assurance? If so we are requesting confirmation that 50% recycling requirement is by weight.
Yes, the recycling requirement will be measured by weight.
19. Requesting a “rock clause” be added to specifications that allows for changing conditions if and when we encounter a boulder that requires blasting/splitting or use of machines that aren’t common for the planned construction.
As the properties have been previously developed, and the plan is to convert into surface level parking, the expectation is that boulders which may require blasting or splitting will not be encountered. If so, a change order as appropriate to address the boulder(s) will be issued.
20. Sheet A-201 refers to salvaging brick from demolished houses. If there is a salvage value, how is it to be reported to the Government? If the Demolition cost is more than the salvage value, how is that to be reported to the Government?
The intent of this note is to make bidders aware of the possibility the brick may have salvage value and to include any such value in their bid for pricing purposes if they determine to do so.
There is no reporting requirement for the possible salvage value of the brick.
21. Sheet ED 101, electrical key notes state that that work will be done by NV energy or as directed by their engineered plans. For pricing purposes should the contractor assume that work is not in their scope and if directed to do so it would be a change in scope? Same for cable TV and telephone.
The contractor is to bid all work necessary for the completed project including demolition and removal of existing power lines, whether that work is accomplished by NV Energy or the contractor. Suggest bidders coordinate with NV Energy prior to bid submission.
22. Will any of the homes adjacent to the work be occupied during construction?
Yes, homes will be occupied by current residents.
23. Are there any special requirements for protection of adjacent properties other than a security fence?
Yes, existing adjacent properties shall be protected from any debris, material, equipment, or other items during the course of construction.
24. Have any arrangements or commitments between the Gov’t and neighboring properties been made that Contractors should be aware of?
No commitments have been made. However, prior to the start of the project, the VA CO will be available to meet with the residents of the adjacent properties, along with the contractor's representative, and discuss project plans and schedule.
25. Is a pre-construction survey of existing and neighboring properties required, prior to start of construction?
Yes, after award of contract but prior to the start of any work, the VA COR and contractor shall survey all existing adjacent properties to establish existing conditions of those properties.
26. Taylor St, CG503 detail F1 says ‘light pole by others” please clarify if these poles will be supplied and installed by other than the contractor for this project or if the poles will be provided by the government and installed by the contractor?
Contractor to supply and install light poles.
27. The traffic pattern as shown sheet CG 101 shows the traffic flow going through the handicap parking. Is this correct or should the HC stripping be cut off at the end of the first stall? The direction of all the other parking stalls indicates the flow of traffic was intended to go thru this area.
The traffic pattern and striping are correct as shown on CG101. The striping going through the traffic flow is the ADA accessible route to access the sidewalk.
28. Current Bid Due Date me is listed as 7:00AM PST. Could you push the me back a few hours?
Suggest you discuss with the Contracting Officer and decide if you want to change the bid time.
29. Drawing Detail B9/CG501 of the Wilson Street drawings indicates a masonry screen wall.
However, there is not a masonry spec secon. Please provide a masonry spec secon.
Specification sections for masonry requirements have been added via addendum.
30. Each drawing set and the solicitaon SOW makes reference to the presence of Asbestos, Lead, PCB’s. Is a hazardous material tesng report available and can the VA provide a copy of that report?
Yes, see response to question #2.
31. Reference is made to exisng underground heang oil tanks, but locaon and sizes are not shown in the drawings. Was an assessment done to determine the locaon of the underground and condion of the tanks? Was the presence of underground tanks a seller disclosure when VA purchased the property?
The environmental hazard report that is forthcoming will include information on any underground heating oil tanks, if any were found during the environmental review.
32. Without quanfiable informaon, should an underground tank be encountered during construcon, will this be considered a Differing Site Condion? Likewise, should contaminated soil be encountered, will that also be considered a Differing Site Condion?
The contractor is to bid the project based on information included in the forthcoming environmental hazard report. If the provided report does not make reference to underground tanks or leaks thereof and one or both are discovered during the project, then a change order will be issued accordingly. However, if either or both are referenced in the report and found, the contractor shall remove such without requiring issuance of a change order.

* HySecurity manufacturers only reliable and powerful gate operators and provides an extra margin of power to be certain the gate works in adverse conditions. Some manufactures overstate the length and weight capacity of their operators, but HySecurity rates conservatively. Note that our pull force ratings are substantial and that extra margin of power is part of the HySecurity reputation for reliability.
** Speed setting cannot be confi gured to exceed 1 ft/s for Class I and II usage.
*** Not for residential use or applications intended to serve the general public.
† The actual number of gate cycles available from battery depends upon gate resistance to travel, cycle length, battery size, state of charge and health, ambient temperature, accessory power draw and frequency of gate cycles during power outage.
To enable fully automatic operation, all SLIDE gate operators require a minimum of TWO monitored external entrapment protection sensors (one for each direction) to protect entrapment zones in both the open and close direction of travel. Visit hysecurity.com/gatesafety for more information on UL 325 standards and gate safety.
