Additional Technical Questions 7/19/23
1. On the Addendum #001 Questions 10, 11, 16, 31, and 32 all have to do with the underground fuel tank found at the Taylor St Property which is on Page 3 of Attachment #7 where is states to remove the underground fuel tank. The VA RFI replies all say if it is not on the environmental hazard reports then it is not there, but these 2 reports are only for Asbestos and Lead. Is there still another report you may possibly be sending?
If not then will reply to RFI #32 apply which is says this would be a differing site condition, and a change order would be issued?
Answer: All bidders are to include in their proposal costs to remove and properly dispose off site of a 275 gallon underground fuel tank as indicated on drawing CD101 at 633 East Taylor Street. This clarification supersedes previously provided information stating no underground tanks were to be expected at any of the locations included in the bid documents. All bidders are to anticipate there is no contaminated soil in the vicinity of the referenced underground fuel tank. If it is determined during work activities that the tank is larger than 275 gallons or that there is contaminated soil in the vicinity of the tank, a change order will be issued by the VA to address the differing site conditions
2. I do not see any equipment room or vault for security and electrical equipment on any of the drawings. I did miss this and it just came up when discussing with my security vendor.
Answer: There is no vault or equipment room for the new security and electrical equipment to be provided as part of the project. Other than the equipment shown to be landed at the three parking lots, the intent is for the new security and electrical equipment to be incorporated within existing security and electrical equipment areas at the facility.
3. Are you getting any single source bids directly to you for controls integration for access control with someone the Reno VA already has a contract with? Only reason I ask is that several Vas do.
Answer: No single source bids are expected by the facility for the access control system. The system to be provided as part of this project is to be in accordance with the bid documents.
4. The RFP for this project is missing Attachment 7:
(j) Limitations on Subcontracting: In accordance with FAR 852.219-77, offeror shall complete ATTACHMENT 7 - VA Notice of Limitations on Subcontracting-Certificate of Compliance for Construction and return with their bid submission. Completed form will become part of the official award documentation.
Or possibly are we to return the 4.16 VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING--CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (NOV 2022) FAR clause with completed sections?
The RFP’s Attachment 7 is actually a project plan document.
Answer: offerors are expected to fill out clause 852.219.75 with bid.
