1.0 INTRODUCTION

This report presents the methodology and findings for the Lead-Based Paint (LBP) Screening Survey conducted for the U.S. Department of Veterans Affairs (VA) by TTL Associates, Inc.

(TTL) in October and November 2022 for the VA Sierra Nevada Health Care System Ioannis A.

Lougaris VA Medical Center (Reno VAMC) located at 975 Kirman Avenue in Reno, Nevada. The LBP Screening Survey was completed as part of the VA Environmental and Historic Studies project for the replacement of the Reno VAMC.

1.1 Project Purpose and Objectives

VA is considering vacating the existing Reno VAMC at 975 Kirman Avenue and constructing a new medical center within a ten-mile radius of the existing Reno VAMC campus. The new location would require of an estimated 50 to 90 acres of land for the construction and operation of a new approximately 950,000-square-foot VAMC. No prospective relocation sites have yet been identified. In addition, the specific method for disposal of the existing VAMC, if vacated, has not been determined.

This LBP Screening Survey was conducted to assess the existing Reno VAMC campus buildings for the presence of lead-containing paint. Disturbance of lead-containing paints during building renovation/demolition has the potential to expose workers to lead. The results of the LBP Screening Survey provide renovation, demolition, and construction contractors information to minimize worker exposure to lead during potential future renovation/demolition of the existing Reno VAMC campus buildings. In addition, the LBP Screening Survey provides information for evaluating potential future renovation waste disposal requirements.

The existing Reno VAMC campus consists of two primary parcels (975 Kirman Avenue) that total approximately 12.5 acres. These parcels include the medical center buildings, parking lots and garages, and supporting infrastructure. In recent years, VA acquired four small residential properties (8 parcels) located north and west of the primary parcels for use for additional campus parking. These properties total approximately 1.25 acres. VA demolished the residential structures on one of these four properties; vacant residences remain on the other three properties. VA anticipates demolishing the remaining residences within the next one to two years.

VA provided an inventory of the existing buildings/structures at the Reno VAMC campus as well as previous LBP surveys/information for the campus. The following summarizes this information.

2.0 LEAD-BASED PAINT SCREENING SURVEY

This section documents the methodology and results of the LBP Screening Survey.

2.1 LBP Screening Survey

TTL conducted a non-destructive LBP Screening Survey of the accessible interior and exterior areas of main Reno VAMC campus Buildings 3, 4, 5, 6, 9 and 14; Blockhouses 5, 6, 10, 12; the bridge connecting Building 1 to the Specialty Clinic; the connection corridors between Building 1 and the CLC (T) and between Buildings 1 and 12; and additional Reno VAMC buildings 1000/1010/1020/1030 Wilson Avenue, 530/530A East Taylor Street, 524/526 East Taylor Street, 925 Locust Avenue, 633 East Taylor Street, 635 East Taylor Street and 635A East Taylor Street from October 25 through 28, 2022 and on November 19, 2022.

2.2 Survey and Analysis Methods

LBP is defined by the U.S. Environmental Protection Agency (U.S. EPA) and the U.S. Department of Housing and Urban Development (HUD) as paint containing more than 1.0 milligrams of lead per square centimeter (mg/cm2) of area, or 0.5 weight percent using Atomic Absorption Spectrophotometry (AAS). The Occupational Safety and Health Administration (OSHA) defines lead paint as paint containing any amount of lead that may pose a worker exposure hazard upon disturbance.

The LBP Screening Survey was conducted using an x-ray fluorescence (XRF) analyzer. XRF instruments expose a building component to radiation in the form of x-rays. In response to radiation, each element, including lead, emits energy at a fixed and characteristic level. The energy released is measured by the instrument’s fluorescence detector and displayed. If the reading displayed on the XRF is less than the threshold, then the reading is considered negative for lead.

If the reading is greater than or equal to the threshold, then the reading is considered positive for lead. The threshold for the screening survey was set at the limit of detection (LOD) for the presence of lead in the paint.

TTL used a calibrated Viken Detection XRF analyzer, model Pb200i (serial number 2747), to conduct the screening of painted surfaces for lead. During the LBP Screening Survey, TTL identified and collected representative XRF readings from each painted surface of different color, substrate, and component.

2.3 Survey Results

TTL collected 324 XRF readings from the painted surfaces from the accessible interior and exterior areas of the surveyed buildings. XRF readings of 205 painted surfaces were found to contain detectable levels of lead (lead-containing paint). Of those 205 painted surfaces, 20 surfaces had a lead content over 1.0 mg/cm2 (LBP).

Lead-containing paint was identified in or on all surveyed buildings. LBP was identified in or on 1000/1010/1020/1030 Wilson Avenue, 530/530A East Taylor Street, 524/526 East Taylor Street, 633 East Taylor Street, 635 East Taylor Street and 635A East Taylor Street.

The analyzer data table in Appendix B includes sample locations and XRF results. The floor plans with XRF sample locations are provided in Appendix C for reference.

TTL Project No. 2289101 Page 6

3.0 CONCLUSIONS AND RECOMMENDATIONS

Lead-containing paint was identified in or on all surveyed buildings during this LBP Screening Survey. In addition, LBP was identified in or on 1000/1020/1020/1030 Wilson Avenue, 530/530A East Taylor Street, 524/526 East Taylor Street, 633 East Taylor Street, 635 East Taylor Street, and 635A East Taylor Street. All building components and substrates within these buildings painted with the same paint color that has been found to contain lead during the LBP Screening Survey should be treated as lead-containing paint or LBP, as applicable.

Based on information provided by VA regarding other buildings at the Reno VAMC campus that were previously surveyed for LBP, most, if not all, contain lead-containing paint and several have

LBP.

The potential for worker exposure to lead during renovation, demolition, and construction activities exists in the Reno VAMC campus buildings due to the presence of lead-containing paint and LBP. OSHA defines lead paint as paint containing any amount of lead that may pose a worker exposure hazard upon disturbance. All activities that may disturb lead-containing paint and LBP should be conducted under OSHA Lead in Construction Standard 1926.62. Any contractor who may come in contact with materials containing lead at any detectable concentration is required to address worker exposure responsibilities as outlined in the OSHA Lead in Construction Standard 1926.62.

Waste generators are required to determine if their demolition and renovation wastes fail, or are likely to fail, the toxicity characteristic for lead. Whole building demolition debris containing building components coated with LBP is not considered likely to be a characteristically hazardous waste due to the small ratio of lead paint to the total waste mass. However, small-scale renovation wastes that contain LBP require additional evaluation, particularly if the ratio of LBP to other materials is high. Additional sampling and evaluation may need to be performed prior to renovation waste disposal, including Toxicity Characteristic Leaching Procedure (TCLP) testing to characterize the waste. Renovation waste streams with TCLP lead concentrations exceeding 5.0 milligrams per liter (mg/L) are considered characteristically hazardous and require special handling and disposal according to federal and state regulations.
