RFI
AE Response
SOW states that Edgeguard will be required for IC, Attachment 11 states the IC is a level II. The existing 1st floor isn't a patient occupied area. Can fire resistant poly sheathing be used rather than edgeguard?
Yes
Equipment lead time for this project is between 24-48 weeks, will the VA provide an administrative NTP or increase the POP?
No to both
Will the first-floor space be occupied during construction?
Yes
Will afterhours work be required if first floor space is to be occupied?
No
SOW states RFI questions are due 5 days after site visit, but the RFP states the RFI questions are due 8-25-22, which is correct?
RFP Prevails
Please confirm bid is due at 11:00 MDT and not EST.
BID due in EST – MDT
Spec Section 00 01 15 - 4 calls out electrical drawings but the Electrical drawings cover sheet has a different list of sheets, please confirm if the electrical drawings are missing sheets such as ED104 or E604.
Sheets ED103 and E604 shows up in the Amendment Set posted. The cover sheet and 00 01 15 specifications omitted both of these sheets unintentionally. ED104 is not a document in this set.
01 00 00 - 3 E. - Please confirm what the work hours are - 6:00 - 2:30pm, SOW states M-F 6-4pm.
6-4pm
01 35 26 - 23 I. Final Cleanup: Please confirm all airducts shall be cleaned prior to final inspection.
Yes
Quality Control Specification is missing, please provide a QC spec
QC requirements are provided in each specification. This section will not be provided.
Please confirm SSHO, CQC and a Superintendent will be required full time onsite for the duration of the work.
Due to accelerated timeline the government will allow the site superintendent to also function as the SSHO so long as the contractor can provide supporting documentation the superintendent is qualified to perform the duties of the SSHO. The site superintendent must be onsite at all times whenever construction work is occurring. Neither the contractor’s own workforce nor any subcontractor’s labor are allowed to work onsite unsupervised by the prime contractor. If there is a pause in the construction schedule, the site superintendent is not required to be onsite. It is the contractor’s responsibility to maintain a secure construction site at all times whether they are onsite or not. The government will allow the contractor’s project manager to also function as the QC. The site superintendent will not be allowed to function as the QC.
02-82-11 - 1 B. According to the specification the asbestos abatement is unknown at this time. If Asbestos is encountered will it be treated as a change order to the contract?
During demolition all asbestos was removed however if asbestos is encountered it will be unforeseen.
AE101 - #8 Please provide a section and detail for the ramp. Does the ramp get poured over the existing floor, are we to sawcut and remove existing? Dowel in the concrete ramp to existing.
Note 7 and Note 8 on sheet AE101 will be removed in the ADDENDUM 03. The ramp and infill will not be necessary. However, Door 100 will be changed to be frame Type 2 and the door height will modified to be 7’-4” +/- VIF.
AE102 - GN B - Please clarify, note calls for polished or painted concrete but the flooring schedule calls for sealed concrete.
Follow Room Finish Schedule. General Note B will be removed. Provide two coats of a water-based concrete sealer with matte finish were shown on Room Finish Schedule.
AE102 - GN C - The condition of the concrete on the first floor and the second floor is very poor. Is the intent of GN-C to patch & grind all areas that are to receive sealer? Would it be more cost effective to pour an overlay on all areas?
Contractors shall bid drawings and specs. Alternative methods can be discussed after Award.
AE102 - GN D - STC Testing, is there a specification to follow for the STC testing?
Perform testing in accordance with ASTM E336.
AD101 - GN #6 - Has the concrete column paint been tested for LBP? If not, will testing be required? If LBP is discovered will it be treated as an extra to the contract?
See specification section 02 83 33.13 Lead-based Paint Removal and Disposal, Part 1.1.
AD101 - GN #6 - By stripped, are you requiring a chemical stripping of the paint down to bare concrete? Can we mechanically wire brush the loose paint off?
See specification section 02 83 33.13 Lead-based Paint Removal and Disposal, Parts 2 and 3.
AE311 - #4 - Please provide a spray foam specification, current insulation specification doesn’t address sprayed on foam.

Spec: 08 71 00 – It is unclear if door hardware set HW-E4.1 or HW-E4.2 contains the auto door operator. Also, it appears that set HW-SH-4B contains an auto operator. Please confirming which hardware sets contain auto door operators.
HW-E4.1 Contains the Auto Door Operator as it is the Entry door. HW-E4.2 Does not.

Drawing E603 says to “maintain primary feeder” of the existing 4160V, 225kVA, 480/277v transformer being demolished. Drawing E604 shows the new transformer, which is replacing the existing to be removed, without a primary source. The one-line on E604 illustrates a new conduit and feed between the new transformer and the existing transformer immediately adjacent. Why/how are we to maintain the existing primary cable/feeder ? Is the existing to remain transformer currently feeding the transformer which is to be demolished and replaced? Where is the existing primary feed that we are to maintain emanating from?
The primary source for the existing to be removed and the new pad mount transformer is the adjacent transformer’s second set of primary bushings. Both transformers are fed from one primary feeder from transformer TR3 in Building 202 per E604.
