Andrea Fink Contract Officer Amendment A0006 Technical Questions and Answers

1. Do the responses provided for the Additional Phase II Technical Questions replace the responses previously provided for the Phase II Technical Questions? For example, the response to question number 11 and question number 83 in the Phase II Technical Questions indicates to upgrade all CAT5 cabling and below to CAT6A but the response to question number 7 in the Additional Phase II Technical Questions indicates that all cables shall be upgraded to CAT6A per the SOW.

The intent is to upgrade all cables to CAT 6A per the SOW. The responses do not imply otherwise. Please provide CAT6A.

2. Response to question number 49 for the Phase II Technical Questions indicates to assume that any TRs that do not meet the 10 foot by 10 foot space requirement in the HEFP SEP (SOCAMES 6) Design Alert 4 document need to be expanded but to alert the COR if they cannot be expanded. What are acceptable reasons (e.g., insufficient space, impact to existing adjacent rooms, requires relocation of existing electrical or telecommunications equipment, etc.) for an existing TR not to require expansion?

If the minimal number of racks and equipment can still fit within the space as they do in existing TR’s that are not 10x10, then the VA would consider it acceptable to not require expansion.

3. Response to question number 3 of the Additional Phase II Technical Questions indicates to notify the COR upon discovery of any existing TR cannot be expanded to meet the 10 foot by 10 foot space requirement. What happens after the COR is notified?

The DB contractor should provide a recommendation for the COR to consider with the RFI. If a contract modification will be required to find an adequate TR or if the existing space can accommodate a TR that meets the minimum performance specifications, then the CO will be need to be notified. This should be addressed during the design phase so construction is not delayed.

4. Response to question number 77 for the Phase II Technical Questions indicates there are no spare existing underground and above ground conduits that can be used but response to question number 9 for the Phase II Technical Questions indicates to utilize the existing underground conduit between buildings. Please confirm that the project is not required to provide new underground conduits between buildings in accordance with response to question number 2 of the Additional Phase II Technical Questions.

Confirming that new underground conduits between buildings is not required. If underground pathways are preferred by the contractor, then that will need to be discussed during design to determine the most effective solution for the new conduit pathways.

5. Response to question number 1 of the Additional Phase II Technical Questions indicates that the Contractor is required to provide a 24-port switch for every TR. Please provide the required salient characteristics for the 24-port switches.

The design-build contractor can suggest any standard 24-port switch for VA to review/consider during the phase.

6. Response to question number 7 of the Additional Phase II Technical Questions indicates that all cables shall be upgraded to CAT6A. Please confirm that the intent is for all horizontal telecommunications cabling including existing telecommunications cabling rated CAT5e and above to be removed and replaced.

Confirming the intent is for all telecommunications cabling to be removed and replaced with CAT6A
