About this file
This file is a Phase 1 Questions and Answers document for solicitation 636-26-305 "Correct Parking Garage Safety Deficiencies" issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23. The document addresses four clarifications regarding the Design-Build solicitation process and evaluation criteria.
The document clarifies that the Phase 1 proposal due date is May 5, 2026 at 1:00 PM CDT (correcting a discrepancy between Sam.gov and SF1442 Block 13a), confirms that evaluation will follow stated solicitation criteria without preferential ranking for offerors demonstrating full Scope of Work experience, and directs offerors to be evaluated per established evaluation factors regarding design team qualifications and past performance. Notably, the Government increased the page limit for Phase One Factor 3 (Past Performance) from 10 pages to 15 pages to accommodate CPARS and Past Performance Questionnaire submissions, with three to five projects required and the revised requirement documented in amendment 0001.
