About this file

This is Amendment 5 to Request for Lease Proposal (RLP) No. 36C26326R0013 for a Community Based Outpatient Clinic (CBOC) facility in Litchfield, Minnesota, issued by the Department of Veterans Affairs on April 28, 2026.

The amendment contains three substantive modifications to the original RLP. First, it mandates replacement of Exhibit G with the current General Clause 3517B Document to incorporate General Clause 52.222-90 addressing Diversity, Equity, and Inclusion (DEI) discrimination compliance requirements effective April 2026. Second, it corrects the evaluation criteria in Section 4.03C to clarify that proposed space must meet all requirements specified in Sections 1.04 and 3.05 of the RLP, with all required information per Section 3.01 mandatory; failure to meet these criteria or provide required documents results in an Unsatisfactory rating. Third, regarding the construction timeline discrepancy, the amendment clarifies that the November 1, 2027 occupancy date was an initial government estimate, not a binding deadline. Offerors are responsible for proposing realistic and achievable construction schedules based on their specific approach, site conditions, and delivery methods, with all proposals evaluated on the feasibility and credibility of the proposed schedule. The amendment also includes six Questions and Answers addressing submission procedures, including file size limitations (25MB per email), rejection of ShareFile submissions, requirements to complete Exhibit E Tenant Improvement Cost Summary, and clarification that test fit layouts are not required at this stage. Offerors must return a signed Acknowledgement of Receipt with their proposals to Robert.Hausman2@va.gov and Corina.Gold@va.gov.

RLP 36C26326R0013

Amendment 5

Amendment No. 5

Request for Lease Proposal (RLP) No. 36C26326R0013 Litchfield, MN CBOC

TO ALL OFFERORS: Tuesday, April 28th, 2026

1. AMENDMENTS

1.1 Replace Exhibit G with the current General Clause 3517B Document to include General Clause 52.222-90, “Addressing DEI Discrimination by Federal Contractors (APR 2026).

1.2 Sections Section 4.03C under “Evaluation Factor Minimum Standards”, Factor 1 (Technical Evaluation), Subfactor A (Compliance with RLP) shall be corrected to include Section 3.05 as follows: “The proposed space meets all the requirements specified with Sections 1.04 and 3.05 of the RLP. The submitted proposal contains all the information required per section 3.01 of the RLP.

Failure to meet any of the criteria or to provide required documents shall result in an Unsatisfactory rating.”

Questions and Answers as 4/28/2026:

1. Question: Do any sections of the response need to be submitted as a separate volume? (Ex.

Should there be a separate volume for price?) Answer: No.

2. Question: Is there a MB limit to file sizes in an email? Answer: Yes. Most lessors submit these proposals in several emails as our limit file is usually limited to 25MB per email. If you send in multiple emails just name them File 1 of 8 as example. We always confirm receipt and let you know how many emails and files we received.

3. Question: Will the VA accept responses via ShareFile? Answer: No. Government computers can’t access share files.

4. Question: Is a test fit layout required at this time? Answer: No.

5. Question: Should the Exhibit E - Tenant Improvement Cost Summary TICS Table be completed at this stage? Answer: Yes. TI is part of your proposal as price is a factor.

6. Question: I noticed that Paragraph 11 of Section 1.04 of the RLP for Litchfield, MN lists a planned occupancy date of November 1, 2027. However, the construction schedule included in the contract reflects approximately 502 business days, while there appear to be only 385 business days between now and November 1, 2027. Could you please review these details and advise on the best way to proceed? Since Subfactor C of Factor 1 in the RLP identifies the construction schedule as an evaluation factor, we want to ensure our submission is as strong and responsive as possible. Answer: You are correct that subfactor C of Factor 1 considers the proposed schedule as part of the evaluation, so it is important that your submission clearly demonstrates a realistic and achievable path to occupancy. At this time, the November 1, 2027 occupancy date identified in the RLP reflected the government’s estimated desired schedule at the time the RLP was prepared and that was only an estimation not a hard date. Offerors are responsible for proposing a construction schedule that they believe is accurate and supportable based on their specific approach, site conditions, and delivery method. All proposals will be evaluated on the feasibility and credibility of that schedule provided. Please ensure your submission fully explains your proposed timeline so that the Government can properly evaluate it under the stated criteria.
