About this file

This is a Response to Vendor Questions document (Amendment 0002) for a surgical instrument maintenance and repair solicitation issued by the Department of Veterans Affairs Veterans Health Administration (VA-VHA) through the Network Contracting Office 23 in Saint Paul, Minnesota. The amendment addresses 28 vendor questions and clarifies the Statement of Work (SOW) requirements for the Central Iowa Veterans Health Care System (CIHCS).

The contract requires comprehensive maintenance and repair services for approximately 950 surgical instrument sets/trays at the Central Iowa VAMC in Des Moines, Iowa. Services must include biweekly onsite repairs via a mobile repair lab, preventative maintenance, and emergency repair capabilities. Critical instrument sets must be completed within one week; routine sets within two weeks. The VA clarified that specialty devices (power equipment, video systems, cameras, scopes, dental handpieces, laser equipment) have been removed from the inventory and will not be covered. Contractors may perform repairs at approved off-site facilities with SPS Chief approval, though some instruments require digital QR code tracking upon return. The contractor must provide a 24/7 accessible online digital inventory dashboard, staff training documentation, security badge compliance, and monthly service reports. All repairs must conform to original manufacturer specifications and meet CDC, HSPA, AORN, APIC, ANSI, and AAMI standards. Pricing should be based on the provided schedule using unit pricing for critical and routine instrument set maintenance and repair. The question deadline was 07/03/2026, and the offer deadline is 07/24/2026, both at 17:00 Central Time.

The purpose of this amendment is to:

1. Respond to vendor questions.

2. Edit the Statement of Work. Changes highlighted.

See attached document: Instrument Trays Utilization 7.13.26.

Vendor questions in bold, VA responses in red.

1. The SOW states that "the repairer must be able to provide onsite, twice-weekly repairs for (i) unscheduled repair needs and (ii) same-day PM services for critical sets."

Has been updated to biweekly repairs. See SOW.

2. Can the VA clarify whether alternative service methods, including expedited pickup, repair at a qualified repair facility, and return of equipment, would satisfy this requirement when such an approach achieves equivalent or improved turnaround times and minimizes equipment downtime?

The following language has been added to the SOW:

“The CIHCS, at its own discretion and cost, may ship instruments the Contractor to expedite repair times, however, the Contractor shall be responsible for the cost of return shipping the instruments to the CIHCS.”

3. Can the VA define the acceptable turnaround time expectations for repairs that cannot reasonably be completed during an on-site visit?

Acceptable turn around for critical items is one week, longer times must be approved by the CIHCS. Two weeks is acceptable for noncritical items, longer times approved by CIHCS. The SOW has been updated to reflect these changes.

4. For repairs requiring specialized processes, such as bipolar instrument repairs involving coating, potting, environmental controls, or manufacturer-specific procedures, may those services be performed at an approved repair facility rather than on-site? If not, please identify any repair categories that must be performed on-site.

Yes, specialized repairs may be performed at an approved repair facility but must be approved by the SPS Chief or designee prior to sending out.

SOW has been updated to reflect this.

5. The inventory provided appears to include assets beyond traditional surgical instrument repair services, including power equipment, video systems, cameras, positioning devices, and other surgical equipment.

Power equipment, video systems, cameras and other specialty instruments have been removed from the inventory list.

6. Can the VA clarify which equipment categories are intended to be included within the scope of this contract?

The instrument categories/classes covered by this solicitation can be found in section 14 of the SOW “Covered Instrument Classes” and the attachment “Instrument Classes and Repairs” which lists additional covered instrument classes.

7. Are all listed assets intended to be covered under the contract value, or are certain equipment categories expected to be excluded and supported through separate service programs?

All listed instrument classes shall be covered under this contract and those that are not listed are not shall not be covered under this contract.

8. If these assets are included, can the VA provide a complete inventory by asset type and quantity to support accurate pricing and service planning?

The most accurate and current inventory that the CIHCS can provide is Appendix A and Appendix B set lists.

9. The solicitation references approximately 950 trays/sets, tray-based pricing, and an overall contract ceiling amount. Can the VA confirm that the stated contract ceiling value is accurate?

The Contract ceiling is based off of Government estimates but vendors are free to submit quotes that go above the contract ceiling.

10. Can the VA provide the historical repair volume, tray utilization data, or workload assumptions used to establish both the contract value and anticipated service requirements?

The best we can provide is the attached “Instrument Trays Utilization 7.13.26” showing annual usage of trays. The accuracy of the spreadsheet is not guaranteed.

11. Should offerors develop pricing based on total inventory quantity, actual utilization, trays serviced, historical repair volume, or another methodology preferred by the VA?

Vendors should be basing their pricing based on the schedule, Statement of Work and other terms and conditions of the solicitation and its attachments.

12. Does the listed inventory represent assets that may require service during the contract term, or assets expected to receive recurring service regardless of utilization?

All instrument sets will require at least once a year preventative maintenance and repair.

13. Certain repairs may require specialized capabilities that are not available during on-site service. Can individual instruments requiring specialized repair be removed from a tray/set and processed separately through an approved repair facility?

Yes, this shall be approved by the SPS Chief or designee and shall be tracked by the instrument and tray.

14. When operationally feasible, would the VA permit the remaining functional tray/set to be returned to service while the individual instrument undergoes repair?

Yes.

15. Does the VA prefer service approaches that prioritize returning functional trays and sets to service as quickly as possible while individual components receive specialized repair?

Yes, however the CIHCS must be notified when a tray is missing an instrument.

16. The solicitation appears to contemplate pricing based on tray/set quantities. Given that individual instruments may be repaired independently of a tray assembly, instruments may be added or removed from sets over time, and repair requirements can vary significantly across assets, would the VA consider a Comprehensive Firm-Fixed-Price (FFP) Service Program utilizing a single contract line item (CLIN) or other consolidated pricing structure to cover all services required under the SOW?

No.

17. If a Comprehensive Firm-Fixed-Price approach is acceptable, would the VA consider revising the pricing schedule to reflect a consolidated contract value rather than unit-based tray/set pricing?

See above.

18. Can the VA confirm that detailed repair documentation, service reports, asset tracking records, and repair history can be provided independently of the invoicing methodology to ensure full contract oversight and transparency?

Yes, the information listed in the question above should be accessible via the digital inventory system, as covered under section 10 of the Statement of Work, and may be described in a manner differing from that of the schedule. However, invoicing must still be performed in accordance with the schedule.

19. The Statement of Work and supplemental repair documentation appear to include repair services for equipment beyond standard stainless-steel surgical instrumentation.

a. Please confirm whether the scope includes specialty devices such as:

• Rigid and flexible scopes – No.

• Camera systems - No.

• Power equipment and handpieces – No.

• Phaco handpieces – No.

• Dental handpieces – No.

• Laser handpieces, fibers, and accessories - No.

• Specialty cables and related surgical accessories – No.

20. For any specialty devices included in the scope, can the Government provide an inventory list identifying the manufacturer, model number, and quantity?

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.

21. What is the estimated number of Critical Instrument Sets/Trays expected to require maintenance and repair per month?

We cannot provide usage data for month to month, the estimated repair/preventative maintenance quantities in the schedule for critical and routine sets is based on the assumption of at least one instance of repair and/or preventative maintenance occurring every year with additional quantities added on for buffer. If we divide these estimated quantities by twelve months, we arrive at approximately 18 critical sets and 62 routine sets requiring repair/preventative maintenance per month.

21. What is the estimated number of Routine Instrument Sets/Trays expected to require maintenance and repair per month?

22. For specialty equipment such as dental handpieces, laser systems, scopes, cameras, power equipment, and other non-standard surgical devices: Can the Government provide historical repair volume and usage data, if available?

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.

23. Are contractors expected to perform repairs directly, or are OEM-authorized repair services acceptable when required by the manufacturer?

Contractor or subcontractor maintenance and/or repair of instruments is acceptable as long as compliance with the terms and conditions of the contract is maintained.

24. The pricing schedule requires offerors to provide unit pricing for Critical Instrument Set Maintenance and Repair and Routine Instrument Set Maintenance and Repair. Traditionally, per-set pricing is based upon the repair and maintenance of surgical instrument trays and the instrumentation contained within those sets. However, the Statement of Work and supplemental repair requirements appear to include laparoscopic instruments, specialty devices such as dental handpieces, scopes, power equipment, cameras, phaco handpieces, laser equipment, fibers, and related accessories.

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.

25. Confirm whether offerors are expected to include the repair costs associated with specialty devices within the unit pricing for Critical and Routine Instrument Sets.

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.

26. If specialty device repairs are to be included within the tray-based CLIN pricing, please provide the equipment inventory and any available historical repair volume data so offerors may develop realistic and consistent pricing assumptions.

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.

27. Given the significant variability and potentially high costs associated with repairs to scopes, dental handpieces, cameras, power equipment, laser systems, fibers, OEM components, and other specialty devices, will the Government consider establishing separate CLINs for these items rather than requiring such costs to be incorporated into per-tray pricing?

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.

28. If separate CLINs will not be established, how does the Government intend for offerors to account for the cost of specialty device repairs under the current pricing structure?

No specialty devices/instruments are or will be included in the contract inventory. Any previously listed in the inventory have been removed.
