About this file
This is Amendment 0001 to Solicitation 36C26326Q0767 issued by the Department of Veterans Affairs Veterans Health Administration Network Contracting Office (Des Moines, Iowa) on June 10, 2026. The amendment addresses vendor technical questions regarding generator testing requirements and updates the Statement of Work and Attachment A specifications.
The solicitation requires semi-annual preventive maintenance inspections and emergency generator testing and maintenance services at VA medical centers in Fort Meade and Hot Springs, South Dakota, and a VA clinic in Rapid City (if mobile units are present). The scope includes services on 12 permanent generators ranging from 16.8 KW to 2000 KW across multiple buildings, plus three mobile generator units. Key deliverables include inspection reports within 30 days of service and fluid testing conducted by third-party testers. Annual load bank testing is required per NFPA 110 standards at 50 percent load for 30 minutes and 75 percent load for 1 hour (total 1.5 hours), with specific generators requiring 4-hour load bank tests every 36 months (last completed dates specified for Fort Meade and Hot Springs locations). Automatic transfer switches must be tested semi-annually in bypass mode. Planned maintenance occurs Monday through Friday, 8:00 AM to 4:00 PM, with emergency callback service available at four-hour response time. The contractor provides all labor, supplies, filters, fluids, and parts; repairs exceeding $2,500 require Contracting Officer approval and bilateral supplemental agreement. All on-site contractors must complete required training, security compliance (TMS 20939), and HIPAA-NARA privacy requirements. Facility points of contact for scheduling are Delane Erickson at Fort Meade (605-720-7134) and Dan Cerveny at Hot Springs (605-745-2268).

Q&A Generator Maintenance Services
1. Attachment A states: "Load bank test annually per requirements." The scope of work further specifies load bank testing at 25% load for 30 minutes, 50% load for 30 minutes, and 75% load for 1 hour.
The understanding is that the current solicitation references NFPA 110 (2012 edition), which requires load bank testing to begin at 50% load. Could you please clarify which edition of NFPA 110 is being adopted for this contract and confirm the intended load bank testing requirements?
Exercised annually with supplemental loads at not less than 50 percent of the EPS nameplate kW rating for 30 continuous minutes and at not less than 75 percent of the EPS nameplate kW rating for 1 continuous hour for a total test duration of not less than 1.5 continuous hours.
2. Additionally, NFPA 110 requires a 4-hour load bank test every 36 months when the generator does not meet the minimum loading requirements during monthly exercising. I am wondering if the "load bank test per requirements" language in Attachment A is intended to include this 4-hour load bank test.
If the 4-hour load bank test is required under this contract, could you please provide the date of the last completed 4-hour load bank test for each applicable generator so that we can accurately determine when the next test would be due and incorporate it into our scheduling and pricing?
Yes 4 hour required:
Ft Meade BLDG 113 DQCB-1641706 / Serial Number: K160128689, BLDG 145 DQDAA-1660802 / Serial Number: L160128689, BLDG 148 DSGAB- 1321187 / Serial Number: B130456361 all were completed 9/2025
Hot Springs BLDG 10 573RSL4033/ Serial Number: MT-0132187-0223, BLDG 12 433RSL4021/ Serial Number: LM-239579-0701, BLDG 18 230DFAB / Serial Number: A980673745, BLDG 66 125 DSGAB Engine Model: QSB7-G5 NR3 last completed 1/2025
3. Attachment B requires testing of the transfer switch, including verification of voltage drop from Source 2.
To properly perform this testing, our technician would need to either:
Transfer the switch to Source 2 (generator power) during testing, or Conduct the testing while the transfer switch is in bypass mode.
If the testing is performed while the switch is in bypass mode, the facility would not have backup power protection from the generator during the test period.
Could you please clarify whether transfer to Source 2 is permitted during testing, or if the preference is to perform the testing with the system in bypass mode?
Preference would be while in by-pass mode.
